Attachment 1 A. General Information The State of Nebraska currently has 23 landfills that are permitted as Municipal Solid Waste Disposal Areas. Municipal Solid Waste Disposal Areas are permitted to receive household waste, alone or in combination with other types of wastes such as commercial solid waste, industrial waste, nonhazardous sludge, or conditionally exempt small quantity generator waste. Waste types that are statutorily banned from disposal in Municipal Solid Waste Disposal Areas generally include: Yard Waste (From April 1 to November 30 annually) Lead-acid Batteries Waste Oil Waste Tires (in any form, except tires that are non-recyclable) Discarded Household Appliances Unregulated Hazardous Wastes Information on the amount (tonnage) of municipal solid waste disposed of in each of the 23 permitted disposal areas (hereafter referred to as “landfills”) is obtained by the department quarterly. The tonnage records are based on a $1.25 per ton disposal fee remitted to the department. Waste’s that are used as an alternative daily cover in a landfill are not considered “disposed” and a fee is not assessed on these materials. For the purpose of this project, materials used as alternate daily cover should not be sampled or included in the analysis of the waste characterization study. Table 1 presents the most current tonnage information for each of the 23 landfills that is available from the department. The site names that are shaded in Table 1 are the eight landfills that have been selected for this project. The quarters identified in Table 1 are calendar quarters (e.g. 1st qtr is the months of January, February, March.) Following Table 1 is the contact information for each of the eight targeted landfills. The department does not have any additional information on the geographic areas that the landfill serves, a breakdown on the percentage of waste disposed by each generator type, or any other regional or county disposal quantity data. The rules and regulations that apply to landfills that are permitted to receive municipal solid waste is Title 132 – Integrated Solid Waste Management Regulations. Number of Samples The study objective for this RFP is to determine the amount and composition of municipal solid waste presently being disposed of in the State of Nebraska. The department has selected eight (8) landfills to perform field waste sorts in order to obtain the data necessary to meet the objective of the study. The composition of the waste that the department is interested in obtaining data on is subdivided into the 35 waste categories identified in the Project Description And Scope Of Work. The study requires that enough samples be collected during each field sort to establish the mean and the true population mean at a 90% confidence interval for each of the 35 waste categories. The department believes that collecting between 30 to 50 samples per sampling event per landfill should be adequate to achieve a 90% confidence interval for the field sort. The Contractor may propose to collect less than 30 samples per landfill per sampling event, however in doing so it must provide its rationale for the sample number selected and must ensure that a 90% confidence interval can be calculated for each field sort. The department does not require the collection of enough data to determine the amount and composition of waste being disposed by generator type. However, the department does require that after a load is selected to sample, the Contractor interview the driver to determine if the waste was collected from single-family residences, multifamily residences, commercial businesses, or a mixed route. For the purpose of this study, the term “commercial businesses” is broadly defined to include all waste originating from sources other than single or multifamily residences. C. Vehicle Load Selection The selection of vehicles for sampling should be made randomly, and be based on the number of samples required for each field sort and the number of loads received at the targeted landfill per day. In order to obtain the required number of samples to ensure the field sort obtains data that is representative of the waste composition, small landfills may have to be sampled over a period of several days. Large landfills may require fewer days of sampling. D. Sample Size The sample size that will be sorted must range between 200 to 300 pounds. The Contractor must determine a method of mixing and sampling each load to ensure that a composite sample weighing between 200 to 300 pounds is obtained for sorting and weighing the waste.
