INSTRUCTIONS FOR ASSESSMENT OF INNOVATION
APPLICATIONS
WORLD HEMP CONGRESS Slovenia 2013
GLOBAL HEMP INNOVATION
HEMP MATERIALS, HEMP PRODUCTS, HEMP TEHNOLOGY
1. Each member of assessment commission evaluates iinovation
proposal according to all listed criteria
In the Article 8 of Rulebook on granting recognitions to GLOBAL HEMP
innovations.
2. The individual criteria are evaluated according to the level of
perfecting criterion with the assessment between 5
and 10. Evaluation scales are basis for the assessment, on the final assessment
of individual evaluation set affects also the integrity of all listed facts.

2.1. Inventivness
Originality
To what extent an innovation exceeds/ withdraws from the well-known condition
within the company, in the state or in the world or from the existing business
development guidelines. What is the usage value of the innovation for end-users
in comparison with the existing / so far existing solutions, own or competing.
Novelty protection
. Invention protected with the patent
o Already obtained patent protection (where: EU, USA, Slovenia, elsewhere)
o In the process of obtaining patent protection (where: EU, USA, Slovenia,
elsewhere)
o An international inquiry on novelty in the competetnt institution has been
performed (EPO etc.)
o Patent protection is not possible

Evaluations
Evaluation 5: Content on the criterion topic is given very intangible;
Evaluation 6: Content on the criterion topic is given, comparison with the best or
target solutions is not evident;
Evaluation 7: The data is listed, which allow the comparison of innovation with
the existing / so far existing solutions in the company and prove exceeding of
them;
Evaluation 8: The data is listed, which allow the comparison of innovation with
the existing / so far existing solutions in Slovenia and prove exceeding of them;
Novelty protection is assured;

the existing / so far existing solutions in the world and prove exceeding of them;

2.2 Economic results and announcements
What is the economic value of innovation for the company (in EUR and in %),
e.g.:
. The increase of company revenues, short-and long-term
. Increasing market share
. New working places
. Reducing operating costs
. Increasing profit
. Increasing gross value added per employee
. Proceeds from the sale of intellectual property rights
. Other benefits for the company, which are (still) not financially measurable
. Other useful innovations, that are as such defined by clients.

Evaluation 5: Content on the criterion topic is given very intangible;
Evaluation 6: Content on the criterion topic is given, but there are no clear data
on positive effects of the innovation;
Evaluation 7: Content is given, measurable and comparative results, which prove
the positive effects of the innovation in the company level;

the positive effects of the innovation for the company in comparison with the
branch in Slovenia;
Evaluation 9: Content is given, measurable and comparative results, which prove
the positive effects of the innovation for the company in comparison with the
branch in the world;
Evaluation 10: Content is given, measurable and comparative results, which
prove the exceptional positive effects of the innovation in comparison with the
branch in the world.
2.3 Sustainable view of innovation
Sustainable effects of innovation to the innovative system
Innovative process has
. encouraged the development of invention - innovation system in the company,
. strengthened competences of company for rapid development and development
from idea to the introduction to market,
. encouraged the development of teamwork,
. encouraged interdisciplinarity while innovating,

impact on the sustainable development;
Correction extra payment + 0,15:
There is given content, from which it is evident, that the innovation improves the
sustainable development;
Correction extra payment + 0,30:
There is given content and clear results about important impacts of the
innovation for the improvement of the sustainable development.
Environmental views
. Impacts on sustainable development of the company (on the working
environment, safety at work)
. Impacts outside the company (global, regional and local impacts)
. The importance for the user well-being
. Manufacturing resources (non-renewable natural resources, waste, efficient use
of materials, efficient use of energy, the burden of work)
. Greenhouse gas emissions
. Addressing the user (stimulating consumption, stimulating saving)
. Energy needs in the life cycle of innovation
. Destruction at the end of the life cycle (recycling, waste)

Correction deduction – 0,15:
There is given content, from which it is evident, that the innovation has gentle
negative impact on the environment;
Correction extra payment + 0:
There is given content, from which it is evident, that the innovation has no
impact on the environment;
Correction extra payment + 0,15:
There is given content, from which it is evident, that the innovation improves the
environment;
Correction extra payment + 0,30:
There is given content and clear results about important impacts of the
innovation for the improvement of the environment.
If in the application at criteria 1. Inventivness in 2. Economic results there is no
argumentation, the criterion is evaluated with the evaluation 5. If in the
application there is no argumentation at subcriteria of Sustainable views on
innovation, Correction deduction -0,30 will be given for each unfounded
subcriterion (-0,30 for sustainable impacts and -0,30 for environmental views).
Final evaluation represents the average of criterion evaluations 1. Inventivness
and 2. Economic results, to which the Correction extra payment or deduction will
be added up or subtracted from the Sustainable view on innovation.
. Golden recognition will be awarded for final evaluation 9 or more;
. Silver recognition will be awarded for final evaluation, which is bigger than 8
or equal to 8 and smaller than 9;

. Bronze recognition will be awarded for final evaluation, which is bigger than
7,4 or equal to 7,4 and smaller than 8.
For the innovation, for which is obvious that they did not benefit from an
organized and professional support, the commission can reduce above mentioned
criteria for 10% in the way that:
. Golden recognition is awarded for final evaluation 8,1 or more,
. Silver recognition is awarded for final evaluation, which is bigger than 7,2 or
equal to 7,2 and smaller than 8,1,
. Bronze recognition is awarded for final evaluation, which is bigger than 6,7 or
equal to 6,7 and smaller than 7,2.
