Position Description

SYSTEMS STRENGTHENING ADVISOR

Background

The Community Health and Social Welfare Systems Strengthening (CHSS) Program is a five-year

PEPFAR/USAID funded program led JSI Research & Training Institute, Inc. with consortium partners

Bantwana Initiative of World Education, Inc. (WEI), Initiatives Inc., and the National Association of

Social Workers (NASW). The aim of CHSS is to improve health, wellbeing and protection outcomes for

HIV- affected and other vulnerable populations by strengthening and integrating health and social welfare service delivery systems from community through national levels. The guiding principles of CHSS are to promote gender equality, increase and leverage existing resources, and expand accountability, impact, and sustainability. CHSS will be implemented in 10 regions in Tanzania.

Job Summary

This is a full-time position that will be based in Dar es Salaam. The position will report to the CHSS

Deputy Chief of Party (DCOP) and work closely with the technical team, CHSS partners and other CHSS stakeholders.

Primary Responsibilities and Duties: Working closely with the CHSS and partners, the Capacity

Building Advisor/Systems Strengthening Adviser will:

Oversee specific social welfare systems strengthening efforts from community through district level including: assessment of social welfare workforce skills and training gaps;

Design capacity building activities that orient service delivery mechanisms with existing laws and policies, and work with stakeholders to help them understand the policies, as well as the mandated roles and responsibilities of various stakeholders, in carrying conducting social welfare activities;

Provide broad capacity building of LGAs including advocacy, training and supervision support on national policies, budgeting, planning, implementation and coordination of multi-sectoral responses for addressing the priority needs of HIV-affected and other vulnerable populations;

Conduct NGO/CSO assessments and facilitate capacity building activities that enable organizations to become confident and efficient, armed with skills and working collaboratively to design, manage, implement, monitor, and evaluate their health and social welfare responses;

Develop and implement targeted skills trainings for follow up support;

Develop and facilitate referrals and linkages trainings with multi-sectoral stakeholders (LGAs,

NGOs) to strengthen linkages, coordination and stronger integration of health and social welfare systems;

Implement community-based case management model and community-to-district referral pathway to strengthen linkages between community and formal district systems;

Coordinate Para-Social Work (PSW) trainings in collaboration with LGAs, Partners and Training

Institutions ;

Collaborate with CHSS colleagues to promote broad sharing of information and bringing creative and innovative ideas that will strengthen the capacity of community health and social welfare systems that directly target vulnerable groups;

Produce activity reports, follow-up and capacity building evaluation reports ;

Perform other duties consistent with the role and responsibilities of the position.

Desired Qualifications:

Masters in Social Sciences (preferably social work/ public health/sociology/psychology or community development)

5 years of LGA/government capacity building experience

5+ years of NGO capacity building/training experience

5 years of experience building the capacity of the social welfare workforce at district/community

 level

5+ years of experience in social work, child protection or case management

Experience developing/working within a referrals network or facilitating community linkages supporting health or social services for vulnerable populations

Familiarity with the Para-social Work Model (PSW)/community level social welfare/health structures

Knowledgeable and familiar with national policies related to social welfare, child protection,

HIV, health, MVC and other vulnerable populations

Creative and with the capacity to work independently

Fluent in English and Kiswahili

Excellent interpersonal skills
