Appointment to an incremental position in a Secondary School Necessity for approval of qualifications by the Registration Council 1. Registration Council requirements To be eligible for appointment to an incremental salaried teaching position in a voluntary secondary school, other than in a probationary capacity, a teacher must be registered. The conditions for admission to the Register for Intermediate (Secondary) School Teachers are prescribed by the Registration Council, a statutory body constituted under the Intermediate Education (Ireland) Act 1914, and are set out in the Regulations for the Register. Each applicant for registration as a secondary teacher must POSSESS, among other things:(a) (b) (c) a third-level degree which must, in the opinion of the Council, be adequate to enable the holder to teach at least one of the approved subjects or areas of study approved for the purposes of a course of instruction prescribed in the Rules and Programme for Secondary Schools and a training in teaching qualification acceptable to the Council and which is directed towards the age range 12 - 18 years and complete at least one year of satisfactory teaching experience of approved subjects in a recognised second-level school The attached list outlines the qualifications (degree and teacher training) which are recognised by the Registration Council as being appropriate to teaching in a recognised secondary school. 2. Offer of employment - Necessity to check list of recognised qualifications. No offer of appointment should be made until you have confirmed, by checking the attached list of recognised qualifications, that the applicant holds recognised qualifications in the subject(s) of the post to be filled. If an applicant's qualification(s) is not on the list, you should inform the applicant to immediately contact the Registration Section of the Department (ext. 3823, 3824,3825, 3826, 3662) to arrange for the qualifications to be assessed by the Registration Council. Any applicant whose qualifications are not on the attached list will not be eligible for payment of incremental salary unless and until their qualifications have been fully approved by the Registration Council. In this regard, it is important to take account of the position at (3) hereunder in relation to those recognised as secondary school teachers in other Member States of the European Union. The attached list reflects the qualifications which are acceptable to the Registration Council at the date of this notice. As the Council continues to assess applications for recognition of qualifications received from Colleges/Universities, this list is subject to ongoing change. 3. Teachers recognised as Secondary school teachers, under the terms of EU Directive 89/48, in other Member States of the European Union. EU Directive 89/48 governs the mutual recognition of professional qualifications for regulated professions including that of Secondary School Teacher. On the basis that school authorities are satisfied to proceed with such an appointment, a teacher recognised in another Member State of the European Union may be appointed provisionally to an incremental salaried teaching position in a voluntary secondary school even though the qualifications of any such teacher will not appear on the attached list. Such appointment would be subject to the teacher producing suitable documentary evidence citing EU Directive 89/48, from the relevant education authority of the Member State in question, of being a recognised secondary school teacher. However, it is still essential that they contact the Registration Section immediately to arrange for the qualifications to be assessed by the Registration Council. A teacher may be employed at the rate of pay and conditions equivalent to that of a probationer teacher during the period permitted (maximum period of three years) by the Registration Council for compliance with its requirements in relation to shortfalls found in the education and training. 4. Registration of Secondary Teachers – Applications Each applicant for registration as a secondary teacher must complete a specific application form in order to determine if the conditions for admission to the Register are met. The application form for registration requires the applicant to submit specific documentation relating to the aforementioned conditions for admission to the Register. This documentation is summarised as follows: 1. Documentary evidence of Academic and Training-in-Teaching qualifications 2. Year of Teaching Experience - Only service where the applicant is teaching at least 18 hours per week of approved subjects in a recognised second-level school may be accepted. Certain service as a Guidance Counsellor of a recognised second-level school may also be recognised. It must comprise a minimum of 9 hours of teaching approved subjects together with a maximum of 9 hours group work devoted to teaching Guidance Counselling to comprise the minimum 18 hour requirement. 3.
