POSITION INFORMATION Title: Purpose: Early Head Start Home Visitor The Early Head Start Home Visitor will provide home-based educational and support services to enrolled families with young children, or expectant parents. Two to three years experience in Early Childhood, social services, or a family support program. First Aid & CPR, current Food Handler's Cards. Pass initial health exam & TB test, follow with periodic check-ups at least every three years, and commit to Kittitas County Head Start/ECEAP’s drug-free, weapons-free and tobacco-free work place policy. Proof of citizenship or employment authorization and consent to criminal background check and fingerprinting Daily driving is required. Must provide own vehicle (mileage reimbursed) and possess a valid Washington State driver’s license. Proof of automobile insurance that meets Washington State minimum requirements. The Home Visitor provides child development services, social services, health services and parent involvement services to families including home visits, socializations, advocacy and crisis intervention in accordance with federal, state and program guidelines. The Home Visitor is responsible for delivering prenatal education and home based services as defined by Head Start Performance Standards and Kittitas County Head Start/ECEAP policies. Services include: planning safe, developmentally appropriate experiences for infants and toddlers in home settings that are appropriate to the needs of each family. The Home Visitor develops and implements partnerships with Early Head Start families, including Family Partnership Agreements. English is the language of the majority. Bilingual English/Spanish preferred. ABILITY TO Be flexible, dependable, pleasant and work cooperatively with all staff. Operate within program standards and policies and procedures. Maintain program, staff and client confidentiality. Support staff morale. Understand and keep current with federal and state laws related to program implementation. Demonstrate knowledge of infant/toddler, development and appropriate practices. Visually assess the health and behaviors of children. Respond appropriately (both mentally and physically) to a crisis or an emergency situation. Determine and prioritize workload while being flexible. Make frequent significant decisions and problem solving abilities. Demonstrate knowledge of early childhood curriculum planning. Push/pull/lift up to 50 lbs. and meet additional physical/emotional demands of working with families, infants and toddlers. Work in an active environment, at times in inclement weather (rain, snow, wind, cold, etc.). Regular kneeling, bending, and sitting on the floor to attend to parent and child needs. Interact with staff, volunteers, children and their families in a supportive, positive manner while demonstrating respect for diversity. Calculate figures using basic math functions and effectively utilize office systems and machines, including computers. Model appropriate personal hygiene/grooming (dress, appearance, & personal habits). Commit to further education and training. Perform additional duties as assigned, which will enhance program success. PRIMARY RESPONSIBILITIES Provide child development, parent education and family support on home visits to families of infants and toddlers and expectant mothers Plan for and facilitate parent-child interactions groups and parent support groups. Provide developmentally appropriate curriculum and a caring, nurturing, and soothing environment for infants and toddlers. In partnership with parents, develops an individual development plan for each child. Develop Family Partnership Agreements with each family and supports families in achieving their goals. Responsible for case management. Conducts regular, case reviews of all Early Head Start files and cases assigned. Establish and maintain a current and accurate record keeping system, within program procedures Ensure all child/family files are up to date and accurate. Coordinate successful completion of recruitment and screening/assessment of eligible children and their families. Implement goals, policies, procedures, and activities designed to provide the full range of child development and family support services in compliance with Head Start Performance Standards, including assist families with obtaining health services, as part of ongoing case management. Work with Disabilities Manager, Health Manager, and early intervention staff to provide developmentally appropriate Early Intervention services. Participate in IFSP staffing, as required. Serve as an advocate for Early Head Start families within the community. Train and support EHS parents to advocate for themselves and their families. Help in the development of program plans which correspond to the Early Head Start program performance standards Develop and maintain planning and communication systems which assure that information is processed in a timely manner to parties needing that information. Maintain required records which document program services. Prepare and disseminate required reports. Implement program processes and systems which enhance the health and safety of infants, toddlers, and pregnant mothers. Oversee maintenance of education-related records (files, lesson plans, reports, etc.). Attend and actively participate during meetings (Staff, Direct Service, File Reviews, and Committee). Supervise and participate in the maintenance and inventory of Early Head Start program materials. Cooperatively plan and promote family involvement opportunities and support family involvement within the family, our program and the community at large.
