MEMORANDUM Subject : Policy for procurement, installation and maintenance of I.T. products by Government Departments. In partial modification of para-2 (ii) of this Department’s Memorandum No. 3876-f dated 02.05.2005, the undersigned is directed to say that the Governor is pleased to reduce the limit of Rs. 25 lakh to Rs. 2 lakh in case of limited tenders which means that if the cost of procurement of IT products by any Government Department exceeds Rs.2 lakh, the open tenders should be invited. It is however, made clear that for the purpose of availing open tenders, orders should not be split up to make the value of each order less than Rs.2 lakh. The undersigned is further directed to say that the Governor is pleased to substitute para-3 of the aforesaid Memorandum by “The evaluation of the tenders shall be made by a duly constituted Selection Committee in two parts,i.e. technical evaluation and financial evaluation. The Selection Committee shall include a representative of the requiring department a also a representative of the NIC." The undersigned is also directed to say that the following para may be inserted after para-9 of the aforesaid Memorandum”10: It is clarified that the Administrative Departments will have the option to procure, install and maintain IT products after inviting open tender without taking the assistance of WEBEL Technology Limited.
