APPROVAL – JUNE 11, 2009 REGULAR MINUTES
Motion made by David Tinkham, second by Lisa Stanley to approve the regular
minutes of the of the June 11, 2009 meeting. Motion carried.
B.
INTRODUCTIONS - Roy Duddy – Interim Director of the NH Dept. of
Economic Development
Michael Provost – Executive Director of Rochester Main Street
~ Roy Duddy was unable to attend
~ Mike Provost – Executive Director of Rochester Main Street is one of only four
NH Certified Main Street Directors that is qualified to go to other areas and assist
and train other Directors. Mike brought up the lack of striping for parking spaces
in the downtown area is a problem as people tend to take more space than needed.
Discussion held on what Mike’s reaction is to meeting with individual business
owners. Rick Lundborn suggested that Mike should contact Nel Sylvain who is
the Chairman of the HDC.
C.
SUBCOMITTEE REPORTS –
~ Granite Ridge Development District – A meeting is scheduled for this
committee on Thursday, August 6, 2009 at 4:00 PM in the City Council
Conference Room - A detailed map identifying the various parcels was
distributed.
~Wallace Street - The building and fence have been removed. The June 22nd
Brownfields meeting went well. Two sources of funding were suggested.
First is the stimulus package and we qualify for that program. Second is to apply
for a DES Brownfields grant. Public Works will prepare the application.
Discussion held on the possibility of rezoning from I-2 to retail/office units.
~ Main Street Marketplace & Factory Court - Factory Court is nearly completed
and a celebration will be held in mid-August. Main Street Marketplace is on hold.
When Mike Provost has settled in, they will become more active.
~Granite State Business Park – Chairman Lundborn provided information on
this site for our review.
~Retail Attraction Team - New tenants are in line for the DMV space as well as
other space that is available in the former Globe building.
D.
NORTH MAIN STREET BRIDGE - This project is not out to bid as yet. Federal
funds should still be available.
E.
Development (Planning Process) - Rick Lundborn will draft a letter to the
Planning Department and e-mail it to all Commissioners for our review and
comments. The Planning Board and local business owners formed a committee
to draft a proposed ordinance on electric signs. RCTA (Fred Leonard) has been
in touch with Chairman Lundborn via e-mail and Rick will forward this message
to REDC members. Codes & Ordinances is having a public hearing on August
6, 2009. Chairman for this committee is Pete Lachapelle. Lisa Stanley will
research the history of the subcommittee and submit that information to Rick
Lundborn.
F.
NON-PUBLIC SESSION - None held at this meeting.

OTHER BUSINESS - The current traffic flow was discussed. Lisa Stanley
suggested that the City Council Safety Committee review signage. Karen will
discuss this with Melodie Esterberg at Public Works.
G.
Karen advised all that the REDC budget allows an intern to be hired for the
summer, and they are in the process of interviewing several potential candidates.
REDC vacancy was discussed – this position must be filled by a registered voter
in the City of Rochester.
H.
ADJOURN - Motion made by Lisa Stanley, second by David Tinkham to
adjourn at 5:25PM. Motion carried.
