WHEREAS, the Mayor’s Growth Management Task Force recommended
that
efforts
be
undertaken
to

requested, and the District Council Members and the Planning and

Development Department determined, that a neighborhood action plan

was needed to guide development and redevelopment within the Action

Plan Study Area, and therefore initiated the planning process by

creating

stakeholders; and
