SECURITY MONITOR

The Security Monitor position at Northwest Regional Re-entry Center is responsible for the

24-hour daily supervision and monitoring of residents in the living unit and during their approved movement in the community. Successful performance promotes a safe and humane facility as well as lawful and accountable behavior by residents who are at work or on social pass. Security Monitors execute a pass system allowing residents to leave the facility for work and social events. This system is based on security risk level ranking approved by the Bureau of Prisons (BOP) for both BOP clients and residents placed at NWRRC by the federal court.

Security Monitors also supervise and/or manage rule compliance, facility and perimeter security, room and personal searches, drug and alcohol testing, sanitation inspections, visiting procedures, and other tasks as needed for the secure operations of the facility.

Representative Duties:

 Administer automated system which tracks resident accountability while absent from the facility for work or social passes. Conducts and receives telephonic or oral

 communication from residents and documents those contacts and information with journal entries and notations in the automated system.

Conducts hourly facility patrol and regular accountability counts to maintain program safety and community security.

 Supervises all resident activities 24/7 and documents and reports unusual or concerning behaviors.

 Conducts searches of NWRRC facility, resident rooms and property, automobiles, and residents.

 Conducts urine collection and breathalyzer testing activities for NWRRC residents and for contract clients.

 Controls and dispenses resident medications and controlled food supplements.

 Cooperates with Case Managers and the Social Services Coordinator in the effort to verify resident employment and job searches, and other approved community activities.

Monitors electronic monitoring reports for inmates on the home confinement program.

Maintains sanitation of the facility and grounds through monitoring of resident chores.

Serves as information center for all NWRRC and resident activities – responds to and reports all required incidents.

Controls all entry into and out of the facility and maintains a safe and orderly environment.

 First line of contact for all law enforcement, U.S. Marshals, U.S. Probation Officers,

Bureau of Prisons personnel, and all other related agencies.

Job Requirements:

The Security Monitor shall have any combination of experience, emotional maturity, and communication skills which allows them to work in close proximity and supervise residential correctional clients. Applicants shall have at minimum a high school diploma and sufficient life experience to tolerate the literacy and emotional demands of correctional work; higher education preferable. Security Monitors commencing a career in the criminal justice industry are encouraged to seek a four-year degree in appropriate disciplines prior to hiring or while employed at NWRRC.

Supervision Provided:

Training and supervision shall be provided by the Security Supervisor. Refresher training shall be provided by a range of sources including but not limited to employees of the Bureau of Prisons and U.S. Probation System. Daily conduct of job responsibilities after initial training shall be supervised by the Supervisor or the senior Security Monitor on shift.

Impact:

The Security Monitor is a critical element of daily operations at NWRRC. Without the professional execution of assigned duties by all Security Monitors on shift, NWRRC will fail in one or more of its contract requirements. The professionalism and civility demonstrated by

Security Monitors sets the tone for the NWRRC facility and for the program in general. Each

Security Monitor must know the elements of the BOP Statement of Work and perform required duties in a firm, fair and consistent manner for NWRRC to achieve its mission of accountability.

Environment Factors:

Correctional facilities by nature can be stressful at times. Working in close proximity to persons exhibiting a range of behaviors and personalities traits may be problematic for persons even if they are normally even-tempered and emotionally mature. Without a clear understanding of expected relationship boundaries and what constitutes professional behavior in a correctional setting, employees can find themselves manipulated, compromised, or at the minimum, frustrated. The Security Monitor needs to be sensitive to the mood and behaviors of residents and be able to communicate uniform standards without emotionally exhibiting undue irritation or enabling behaviors.
