This County of Alameda, General Services Agency (GSA), RFQ Addendum has been
electronically issued to potential bidders via e-mail. E-mail addresses used are those in the

The lens shall be field replaceable and shall be smooth on the outside with no external
facets. A damaged lens shall not necessitate the replacement of the entire unit. The
lens shall require no special tools or sealant for field replacement.

The County intends to award to multiple vendors.

Will the County require Bidders to bid on all items for tables one (1), two (2) and three (3)
of the bid form in Exhibit A?
No. Bidders should mark “no bid” for any item that is not being quoted. If a vendor
chooses to bid a substitution to any item, the vendor shall bid the line item and indicate
on the exceptions, clarifications and amendments page the item that is being substituted
and the item that will be substituting it. Equivalents must meet the 2010 Caltrans
Standard Specifications
(http://www.dot.ca.gov/hq/esc/oe/specifications/std_specs/2010_StdSpecs/2010_StdSpec
s.pdf) and currently be in use by Caltrans.

Yes, the vendor will need to be SLEB certified prior to the bid response due date currently
scheduled for August 19, 2013.

Page 18 of the RFQ, Section D, (Specific Requirements), Item 12.b., states:
CCTV cameras shall be network dome pan-tilt-zoom with 35x optical zoom, 12x
digital zoom, 360 degree pan, 180 degree tilt, automatic day/night switching, and
auto focus lens. CCTV cameras shall be AXIS 233D Network Dome camera or
approved equivalent.
The AXIS 233D Network Dome camera is discontinued. Should Bidders bid on items they
know the County has already approved?

The AXIS 223D Network Dome camera has been discontinued by the manufacturer. Due
to compatibility issues the County is still requesting the AXIS 233D. Bidders should bid
the specified AXIS 223D or the only approved alternative, Industrial Video Controls (IVC)
camera Model No. PTZ-HD30-03.

Yes, see page 1 of this addendum and the attached Exhibit D – Alameda County Traffic
Signal Cabinet.
Page 11 of the RFQ, Section D, (Specific Requirements), Items 7. c. p. z. states:

All LED indications shall comply with the Institute of Transportation Engineers
(ITE) interim LED Purchase Specification Part 2 Standards for LED Signals,
including color, intensity candlepower distribution and beam spread, and the
Caltrans LED Signal Procurement Specifications. The ITE Standards can be viewed

The light output shall be within an approved wavelength (nanometers) range for
red, green, amber, Polar white, and Portland orange LEDs. The lens may be tinted
or colored as long as the chromaticity of the lens matches that of the LEDs and
the luminous intensity still conforms to ITE Table 1. Which can be viewed at:

Quality assurance shall comply with Section 6 of the ITE Interim Performance
Specification, Part 2, which can be viewed at:

Will the County specify if vendors should refer to the Institute of Transportation Engineers’
(ITE) specification requirements for the current standards for Traffic Balls dated June 27,
2005?
All LED units shall be on the Caltrans Pre-Qualified Products List
(http://www.dot.ca.gov/hq/esc/approved_products_list/) and currently be in use by
Caltrans (The newer ITE VLA standard is still not being used by Caltrans at this time).
Page 11 of the RFQ, Section D, (Specific Requirements), Item 7.h. states:

The LEDs shall be circuited in series/parallel so a failure of any single circuit or
diode shall not result in more than 1% reduction in total luminous intensity.
Failure of an individual LED in a string shall not cause the loss of more than 1 LED.
Will the County allow the use of High Power LEDs?
Yes, High Power LED’s will be allowed as long as the total light output will not diminish by
5% or greater with the loss of an LED.

Will the County allow the use of high powered LEDs?
A11) Yes, as long as the high powered LEDs meet the 2010 Caltrans Standard Specifications and
currently being used by Caltrans.
Q12) Page 13 of the RFQ, Section D, (SPECIFIC REQUIREMENTS), Item 8.t. states:

All LEDs shall be AlInGaP technology or equal for red, amber and Portland orange,
and GaN* technology or equal for green, rated for 100,000 hours or more (@77
degrees Fahrenheit/25 degrees Celsius and 10 ma).
Will the County allow Gallium Nitride (GaN) as an alternate to Aluminum Gallium Indium
Phosphide (AlINGaP) on amber?
A12) Yes, the County will allow the use of GaN for amber as long this use meets the 2010
Caltrans Standard Specifications and currently being used by Caltrans.
Q13) Page 15 of the RFQ, Section D, (Specific Requirements), Item 8.l. states:
l.
Catastrophic failure of one LED light source shall not result in the loss of more
than the light from that one LED. The LED pedestrian module shall be
operationally compatible with the currently used controller assemblies and
conflict monitors. The LED pedestrian module including its circuitry must meet
Federal Communications Commission (FCC) Title 47, Subpart B, Section 15
regulations concerning the emission of noise. The LED pedestrian module shall
provide a power factor of 0.90 or greater over the operating voltage range and
temperature range specified above for modules with 6 watts or more.
Will the County allow multiple series/parallel strings in the pedestrian signal as it provides a
more reliable operation versus having every LED cross-linked, and risking uneven current
sharing?
A13) Yes, the County will allow the use of multiple series/parallel strings as long as they meet
the 2010 Caltrans Standard Specifications and currently being used by Caltrans.
