No the current vendor does not have union employees therefore there is not a Collective Bargaining Agreement. A4) Q5) A5) Is gas included as a separate line item on Exhibit B? No. Q6) A6) Is the fuel for the shuttle buses a reimbursable expense? No, the pricing on the bid should include fuel. No. Q9) A9) Are there any facility requirements? No. Q10) Is there parking for the Shuttle buses on-site? Will there be parking for the shuttle buses over night? The County will allow for the shuttle buses to be parked on County property, where available, but the Contractor will be responsible for liability of loss, damage and/or theft. A11) There is no specific facility at each of the locations but there are parking lots. Fairmont Campus: 15400 Foothill Blvd., San Leandro. There is a parking lot adjacent to the hospital. Hayward Campus: 24100 Amador St., Hayward. Oakland Campus: 165 13th St., Oakland (Alco Parking) Q12) Will employees need special permits or badges issued by the County to park at these locations? A12) If it is a paid lot, the employees may apply for a permit but they will be responsible for paying the fee. Currently, there is a $7/day charge at the Oakland lot, the employee may apply for a permit for the Hayward lot, and the Fairmont lot is free. The County will not be issuing the permits; the employees must pay for parking permits themselves. Q13) Are fares collected on the bus? A13) There is no fee for shuttle bus services. Q14) Will the contractor have the right to terminate the contract for non-payment by the County or for any other non-monetary reason? If not, what is the cure remedy? A14) As stated on page 15 of the RFP, Section K (AWARD), Item 9: Final Standard Agreement terms and conditions will be negotiated with the selected bidder. Q17) What is the current loss history for accidents and liability claims? Please provide a breakdown. A17) This is a contracted service; the County does not facilitate any type of claim, whether it is loss, accident, or etc. Q18) What is the current breakdown of the hours by day for each of the routes? A18) Please see Exhibit E (PROPOSED TIMETABLE – ROUTE NO. 1 ALAMEDA COUNTY JUVENILE JUSTICE CENTER & HOSPITAL) and Exhibit G (PROPOSED TIMETABLE – ROUTE NO. 2 COUNTY CENTER) in the RFP for a breakdown of the route schedules; the County is willing to work with the vendor to fine tune the schedule if necessary. Q19) Will there be time built in to the routes for driver breaks? A19) Yes, see Exhibit E (PROPOSED TIMETABLE – ROUTE NO. 1 ALAMEDA COUNTY JUVENILE JUSTICE CENTER & HOSPITAL). There is a break between 1:50 p.m. and 2:30 p.m.; the County is willing to work with the vendor to fine tune the schedule if necessary. Q20) Page 5 of the RFQ, Section D (SPECIFIC REQUIREMENTS), Item 1, states: The shuttle buses used for this service must be 2008 model year or newer shuttle buses that are capable of carrying a minimum of 20 passengers as well as at least two bicycles. Should the vehicles be 2008 model at the time of the contract execution or it is the County’s intent that the vehicles provided on the contract should at all times be 2008 or newer? A20) The shuttle buses that are used for this contract should be 2008 model vehicles or newer. The only exception is for the temporary use of an older model year shuttle bus, but this older model shuttle bus must have a diesel particulate filter or run on CNG/Propane. Q21) Page 5 of the RFQ, Section D (SPECIFIC REQUIREMENTS), Item 1 states: The shuttle buses used for this service must be 2008 model year or newer shuttle buses that are capable of carrying a minimum of 20 passengers as well as at least two bicycles. Can the County waive the age limitation for the replacement bus if the bus in good condition and rarely used? A21) The County requests all buses to be 2008 or newer in order to meet the engine standards for the new particulate filter. The County would like to reduce its emissions; therefore, would be willing to accept an older model shuttle bus that has a DPF filter installed. Q22) Would the County accept a replacement bus if it was retrofitted with a Diesel Particulate Filter (DPF)? A22) Yes, the County will accept an older model retrofitted with a DPF. RFQ No. 901062, Addendum No. 1 Page 5 County of Alameda, General Services Agency – Purchasing RFQ No. 901062, Addendum No. 1 Q23) Page 6 of the RFQ, Section D (SPECIFIC REQUIREMENTS), Item 2 states: Each bus must have a diesel engine equipped with a Diesel Particulate Filter (DPF) or run on compressed natural gas. Is there a reason why the County is not looking at gasoline vehicles? A23) The County is looking at vehicles with low emissions. Q24) Will the County accept propane vehicles? A24) Yes. Q25) Will the County accept electric vehicles? A25) Yes; however, electric vehicles must have enough power or fuel to make it up some of the steep hills at the Fairmont Campus site. Q26) Does the County have an emission standard that they are trying to stay under? A26) No. There is not a specific standard that is set for each vehicle, but the County is trying to reduce our overall emissions by 20% by the year 2020. Q27) Is the replacement bus required to have decals like the main buses? A27) As stated on page 6 of the RFQ, Section D (SPECIFIC REQUIREMENTS), Item 16, The permission to allow the County to purchase and install decals to the exterior of the shuttle buses for identification as a County shuttle. The decal does not need to be a permanent decal; the decal can be temporary. The County is asking that there be identification on the replacement bus. Q28) Will the County provide standards for the decal? A28) Yes, at the time of the award. Q29) What is the current pay scale and seniority of all employees, in all classifications? A29) The County does not have this information because the vendor pays there employee’s directly. Q30) Does the County anticipate any service changes to the current schedule within the next three (3) years? A30) Yes, the County is looking at additional routes that can be requested beyond this. Q31) Is the County looking at further expansion of the routes? A31) Yes, the County is looking at additional routes that can be requested beyond this. Q32) Currently there are significant unknowns regarding the new federal health care legislation. Given the unknowns at this time, should the bidders try to account for unknown costs or will the County be open to discussions regarding the costs of the new law as they may arise during the contract term? Bidders should try to account for any possible unknown costs. Q33) At various times federal, state and local governments consider laws, rules and regulations which require an increase to the minimum wages or benefits mandated for the employees that will be employed under this contract. If such an event occurs during the term of the agreement, how will the County respond for an application for increased compensation? For example, in the state of Massachusetts recently passed a law requiring employers to provide a certain level of health insurance. California is considering similar legislation. Since these events cannot be anticipated and the costs are so significant, the vendors need to understand the risk associated with such laws, rules or regulations. A33) As stated on page 12 of the RFP, Section J (PRICING), Item 3, All pricing as quoted will remain firm for the term of any contract that may be awarded as a result of this RFQ. Bidders should try to account for any possible unknown costs. Q34) Page 5 of the RFQ, Section D (SPECIFIC REQUIREMENTS), Item 2, states: Each bus must have a diesel engine equipped with a Diesel Particulate Filter (DPF) or run on compressed natural gas. Will the County allow the contractor access to Natural Gas Fueling facilities at County yards or Transit Facilities? A34) The County does not have a CNG fueling station. Q35) Page 5 of the RFQ, Section D (SPECIFIC REQUIREMENTS), Item 9, states: …The County reserves the right to require the installation and utilization of specific GPS systems as required by third-party organizations such as regional transportation entities (e.g. NextBus) Contractor must allow for installation of any hardware (GPS, cables, data terminals, cellular transponders, etc.) deemed necessary by the County. Will the County provide the required GPS system and cover the cost of installation? A35) Yes. Q36) Page 5 of the RFQ, Section D (SPECIFIC REQUIREMENTS), Item 9 states: A GPS system from which the County will be able to track, at a minimum, exact location and speed on all shuttle buses. The tracking information from the GPS device(s) must be available to County personnel, in real time, via the World Wide Web. The County reserves the right to require the installation and utilization of specific GPS systems as required by third-party organizations such as regional transportation entities (e.g., NextBus). Contractor must allow for installation of any hardware (GPS, cables, data terminals, cellular transponders, etc.) deemed necessary by the County. Who will be responsible for the monthly cost of the GPS system? Q37) Will the County accept an already installed GPS system? A37) The County is open to working with the vendor to utilize the GPS system that’s already installed. Q38) What are the anticipated annual revenue miles, deadhead miles, revenue hours, and deadhead hours for this service? Please provide a breakdown. A38) The County will only pay for the hours of operation of the shuttle buses. Q39) Can the County provide the ridership volume per month for the routes? A39) There are currently only two routes in operation. There are approximately 100 riders on the Oakland route and about 200 a day for the Fairmont Campus route. The County is expecting the Hayward route to be between 100 – 200 riders. Q40) What is the expected annual ridership? A40) 2012 ridership for Oakland County Center Shuttle was 20,323 and the 2012 ridership for the JJC/Fairmont Campus Shuttle was 44,574. Q41) What percentage of the annual ridership is wheelchair ridership? A41) The County does not track this information. Q42) Please provide a sample contract. Does this apply to this contract? A46) Yes. Q47) Does the County receive RM2 operations funding? If yes, would this be required on the monthly and annual reporting? A47) No. Q48) Page 5 of the RFQ, Section D (SPECIFIC REQUIREMENTS), Item 6 states: Hiring licensed drivers to operate the vehicles. The Contractor will also be responsible for hiring field supervisor(s) to monitor daily shuttle bus operations and serve as a liaison with County staff. Is the County asking for a full-time field supervisor or can the vendor use existing staff? A48) The field supervisor does not need to be full time but they do need to be able to respond to incidences that occur. Q49) Can the County provide the dates of all the County holidays? A49) The County observes the following Holidays: New Year’s Day, Martin Luther King Jr.’s Birthday, Lincoln’s Birthday, Washington’s Birthday, Memorial Day, Independence Day, Labor Day, Veteran’s Day, Thanksgiving including the day after and Christmas Day. The County is asking the vendor to operate the shuttle for 250 business days per year. Q50) Can the County provide the terms of the current contract? Q52) When will the County expect the vendors to execute the contract after the April 2 nd Board notification? A52) The contract start date is May 1, 2013. Q53) Page 6 of Exhibit A (REQUIRED DOCUMENTATION AND SUBMITTALS), Item 4 (DESCRIPTION OF THE PROPOSED BUSES) states: Bid response shall include a description of the proposed buses, as they will be finally configured during the term of the contract. The description shall specify how the proposed buses will meet or exceed the requirements of the County and shall explain any advantages that these proposed buses would have over other possible buses. The description shall include any disadvantages or limitations that the County should be aware of in evaluating the quotation. Finally, the description shall describe all vehicle warranties provided by Bidder or manufacturer. What is the County’s need for the warranty descriptions? A53) The County is interested in knowing the extent of the vehicle’s warranty. This may vary by manufacturer. Q54) Page 6 of Exhibit A (REQUIRED DOCUMENTATION AND SUBMITTALS), Item 6 (IMPLEMENTATION PLAN AND SCHEDULE) states: The bid response shall include an implementation plan and schedule. The plan for implementing the proposed services shall include a County Acceptance Test Plan (ATP). In addition, the plan shall include a detailed schedule indicating how Bidder will ensure adherence to the timetables set forth herein for the services. Can the County elaborate on the County Acceptance Test Plan (ATP)? A54) The contractor will need to show that it has or will have vehicles in its fleet, prior to contract award start date to provide the services being requested. Q55) What rate does the County pay for sales tax? A55) The County pays 9% sales tax. Q56) Does the County have a minimal configuration for ADA (Americans with Disability Act) accessibility (i.e., is the County looking for one, two, or three wheelchair spaces)? A56) The County is willing to accept a variety of configurations. The County wants to make sure that there is capacity for at least one (1) wheelchair and seating for twenty (20) passengers. Q57) Can the bus have seating for 18 passengers with one (1) chair that seats two that can also be folded to accommodate a wheelchair? A57) No, the County is requesting the shuttle have seating for 20 passengers and at least space for one (1) wheelchair. A58) Please refer to the California Vehicle Code on the requirements of operating a shuttle. Q59) Do all the seats have to be forward facing or will the County accept other seating arrangements? A59) The County would prefer forward facing seats but is willing to discuss available options. Q60) Does the County require destination signs on the buses? A60) The County does not require destination signs at this time. Q61) Does the County prefer vinyl over cloth seats? A61) The County does not have a preference. The County’s recommendation is to have the most durable seats that is available because there will be a combination of employee and public access on one (1) of the routes. Q62) Can the County provide a sample of the monthly report (the end of the month numbers for the routes)? A62) The County has provided Exhibit K, attached to this Addendum (Sample Daily Ridership Report); this report is used to track ridership. The monthly totals are calculated from this form and given to the County. Q63) Can the County clarify whether this document is a request for proposal or quotation? A63) This document is a request for quotation and the County intends to award a three (3) year contract (with option to renew) to the bidder selected as the lowest responsible bidder whose response meets the County’s requirements.
