SANTA BARBARA COUNTY CHILD CARE PLANNING COUNCIL
Proposed minutes of October 11, 2006
Meeting held at Cachuma Lake in Santa Ynez.
Vishna Herrity, Chair, called the meeting to order at 10:08

Welcome/Approve Agenda:
Vishna Herrity welcomed everyone.
Agenda approved with the addition of discussion of some legislative items during other
business.

Approval of Minutes of September 13, 2006:
Minutes approved as corrected.

General Public Comment Period:
Ann Wood had surgery on her shoulder last week and a card was passed around for
members to sign.

Foundation Support for E.C.E Program:
-Scholarships for low and middle-income families:
Flo Furuike referred to the Strategic Plan for Early Care and Education, 2006-2015, page
18, Desired Outcome 1, Goal 3, Objective 2, Strategy 4: “Provide scholarships for low
and middle income families through Foundation grants to EC&E programs”. Flo is
gathering information as baseline data. Flo asked for members to provide information
about Foundations and Early Care and Education Programs that provide scholarships.

AB1234 Requirements: Ethics Training Reminder: Valerie Kolstad reminded members of
the Ethics trainings coming up:
 October 16, 10:00-12:30 at Santa Maria City Hall, 110 E. Cook st.
 October 27, 9:00-12:00 at either Board of Supervisors meeting room s in Santa Maria or
Santa Barbara.
 On-line training is on hold until we find out how certificates can be provided.

Needs Assessment-Priorities Action Team Report:
A leader still needs to be identified.
Updating NA information to keep updated.
Proposed tables in the NA that should be updated from 2004 was sent out last week.
Updated information will be posted on the CCPC web site when completed.
New information will link to Priorities that will be updated in May 2007.

Strategic Plan Committee: Recruiting Strategic Plan Partners:
The Strategic Plan Committees has developed a plan to enlist the support of stakeholders
for the implementation of Strategic Plan strategies. The plan, which uses the existing
community connections of identified Council members was presented to the Council.




Role play demonstrating how a member might recruit a stakeholder was performed by
Jennifer Bergquist and Flo Furuike.
Questions and suggestions of how to conduct the meetings took place.
Valerie Kolstad distributed talking points and reporting forms.
CPIN Report:
Trudy Adair-Verbais described the regional, local and state advisory group for CPIN.
Designed to support the effective implementation of the Desired Results.
Started with literacy and will support review and implementation of PreK standards.
Training for Faculty-Admin. and Subsidized program teachers and adding private
community programs have begun.
Distribution of registration forms for Oct 28.
Will be a second round of trainings in February. The Faculty-Admin training will be
Feb.1 and Feb 2, and teacher training on Feb.3 or 10.
Also state level research meetings are being planned. A team from the Region will attend
that meeting and bring the information back to the local CPIN group. There will be four
of those meetings through the year.

Coordinator Report: Valerie Kolstad reviewed her written report that was distributed by
email;
 Valerie made a presentation to the First 5 Commission about the Workforce Survey
completed on September 18.
 There will also be a presentation to SBAEYC on October 21 in Santa Ynez.
 The Constructing Connections Collaborative met September 25, 2006. Committees
reported on their activities and Jack Hardisty of South Valley Solutions described his
work with Constructing Connections in Kern County. He focused on promoting the
inclusion of child care in city General Plans, with associated ordinances and standards.
 The first set of GIS maps of child care need and supply for SB County are complete and
were brought today for members to view.
 Eight people participated in the PreK Now satellite conference on September 20.
Examples of advocacy efforts in Florida, Tennessee and Texas were discussed. Local
participants expressed interest in joining the Hot Topic today to learn more about PreK
efforts in Santa Barbara County.
 A team from Santa Barbara County will be attending a regional workshop on the
development of county preschool plans that is being sponsored by CCSESA (California
County Superintendents Educational Services Association) in January. SBCEO is
coordinating with First 5 to put the team together.
 Dyan Bomer asked members to give information for the Membership Directory on a
sample directory that was distributed today. Limited space is available so responses need
to be brief.

Other Business/Announcements:
Trudy Adair-Verbais announced updates on new laws:
o Prop 49 - AB 172 (Preschool Expansion Money) RFA’s are out. Eligible
applicants: LEA’s, COE’s, Cities and counties. Non-profits can apply but have to
apply through an LEA.



o AB633 (Benoit) – Requires providers to notify new and existing parents of any
type A violations, noncompliance conferences, and accusations leading to
revocation for one year after incident. Changes current language of “Oliver’s
Law” required by R&R’s to give to parents along with child care referrals.
Amended language is more “parent-friendly”.
o AB 1144 (Harman) – Requires any new or modified playground meet standards
set by the American Society for Testing and Materials and the playground-related
guidelines by the U.S. Consumer Product Safety Commission. Older playgrounds
will be required to meet current standards set no later than 15 years after they
were installed.
o AB 2865 (Torrico) – Requires that state funded child development programs
notify parents of pesticide use and that private programs that own their own site
use the least toxic methods for pesticide application, maintain records on use and
inform parents of pesticide use. Renters would be required to inform parents of
pesticide use if notified by the property owner. Family child care providers were
excluded from the provisions of this bill in the final amendment.
o AB 2196 (Spitzer) – Requires child care facility to give parents/guardians
information about the availability of Megan’s law website. Also requires they
provide a copy of the Parent’s Rights brochure.
o Prop 1D – November election school bond measure. Recent bonds have passed
by declining margin. This is not a tax. Funded out of existing state funds.
Diane Harmon is focusing on advocating for paid staff training days because of the need
for staff training. Would like to get language into the contracts.
Review of Human Services Commission and Tobacco settlement tax money at BOS on
October 24. LuAnn Miller Encourages supporting the continued funding for programs
with these funds.
