Friday, October 5, 2007

Chapter 14 Update
Frank indicated there have been no changes to Chapter 14 since group last met in August.
Proposed final regulations are scheduled to be out by November for a comment period.
The final will be out by June 30, 2008.

Jan Salwocki discussed the choice parents have to keep their child in EI an extra year. In
these situations the district must reimburse the IU for costs associated with child
remaining in EI. Jan noted that the IU does encourage parents to move their children to
kindergarten but the choice has to be given.
Common In-service Day
Frank reminded everyone that the Common In-service Day was fast approaching –
October 15 – and that many sessions were scheduled to be held at the IU as well as in
district buildings. Frank will be looking for input from supervisors at November
meeting.
Fair Share
Marian Davis provided a list of programs being included in fair share. She requested
supervisors review and get back to her with corrections/updates. A list of all cross
district programs will be provided upon completion.
School Based Mental Health
Stephanie Hackenburg thanked everyone for completing survey distributed at the August
meeting and indicated that comments were being considered. She also indicated that as
plans continue to move forward there will be a need to gather additional information from
local districts. Stephanie also indicated that the possibility of obtaining partial
hospitalization licensure is also being pursued.
Keys2Work Training
Joe Banks shared that a hands-on-training for Keys2Work is scheduled for October 26 at
the CSIU. Eighteen spaces are available at no cost to the participant. Registration
information was distributed.
Eastern Pennsylvania Special Education Administrator’s Conference
Shirley Bastian shared information regarding the conference scheduled for October 24-26
in Hershey, PA. IU 16 region special education administrators are eligible to attend.
There is no registration fee but districts will be responsible for covering lodging and meal
costs associated with attendance. Supervisors will be able to register via the conference
web site but will need to do so by Tuesday. Shirley will send an e-mail to remind
supervisors.
CSIU Special Education Discussion Site Training
A brief overview training was conducted on the use of the newly created discussion site.
It is now available for use. The required password was provided.
Bill Murphy
Bill Murphy shared information from the BSE Communicator and discussed issues
regarding students in partial hospitalization and also challenging students in district
programs.
PSS Update
Rae Ann Crispell
 LETRS Training is a one credit in-service course. It will be held at the CSIU on
November 6 and 7, and December 17 and 18. It is open to regular education K-3rd
grade teachers, special education teachers at all grade levels, reading specialists,
and reading coaches. The course provides an understanding of how students read
and write and how to improve reading instruction.
 Round 2 of the PASA science pilot is taking place October 15-31. Participation
in the pilot was by invitation only.
 The 2008 reading and math PASA testing dates are February 18-March 28, 2008,
for grades 3-8 and 11. The 2008 science PASA testing dates are May 1-31, 2008.
This test is mandatory and will be administered to students in 4th, 8th and 11th
grades.
 The CSIU will hold a PASA training for those who will be administering the
assessment in February of 2008, near the start of the testing window.
 Districts that are on Tier 2 or 3 of LRE monitoring should consider completing
the District Level Needs Assessment. Please contact Rae Ann to assist in
facilitating that for your district.
John Deppen
 The next Task Force meeting is scheduled for October 7. Any districts interested
in hosting meetings should contact John.
Andy Hergan
 Transition coordinating councils have mapped out their school year. Clinic
schedules are being developed.
 Indicator 13 – exit surveys need to be completed and follow up surveys will
follow.
 The Columbia/Montour Student Transition Conference is scheduled for April 14
at Bloomsburg University.
Child Count
Marian Davis reminded everyone that child count was 6 weeks away. She indicated that
edits will be sent for review and asked that everyone provide updates where necessary.
Marian also indicated that a secure upload site has been developed for tracking forms.
The email site will be eliminated.
ACCESS
Marian reminded those in attendance that a training for the administrative time study was
being conducted on Friday, October 12.
PIMS
Marian reminded staff that the first reporting deadline ends on November 9th. All
districts must comply and report data on all students. Please refer to the PIMS website
for detailed information.
Referral Forms
Discussion was held regarding the submission process for related service referral forms.
Suggestions were noted and will be taken under advisement.
Other Announcements/News
Jennifer Shoup shared that an 8 year old autistic child who had never before been in a
classroom, is growing by leaps and bounds since enter the Autistic support program at
Shamokin.
Pamela Kramer and Stephanie Hackenburg shared information about the success with the
positive behavior supports project at Kelly Elementary. It was suggested that perhaps
they could make a presentation at a future staff meeting.
Discussion was held about the need for speech/language staff in the area.
Frank Williams reminded everyone that the “Hike the Trail to Autism Awareness” event
was being held on Saturday, October 6, at PPL Montour Preserve.
Dee Davis shared a copy of a memo that was sent out by the Milestones to their staff in
response to complaints about staff pushing the MAC program.
Nancy Sheehan-Becker shared copies of a brochure from Communication Mentors
Network of Central Pennsylvania. They provide assistive tech support.
The next full staff meeting is scheduled for Friday, November 16.
