JOB SPECIFICATION
1.
Summary of the broad purpose of the position, and its responsibilities/duties (Its
expected outcome and how it is achieved).
The Team Leader Public Information is accountable to the Manager, Risk and Business
Support for the provision of accurate and timely section 7 responses in accordance with the
Land and Business (Sale and Conveyancing) Act 1994, and will act as a delegate for the
signing of these responses. The incumbent is responsible for the registration and
cancellation of Orders and Agreements onto land, the validation of active and inactive
licensed premises and supervising the Public Register in accordance with the Environment
Protection Act 1993. The incumbent is also responsible for ensuring effective processes,
systems and records management, leading project work, providing high level verbal and
written advice, and the supervision of a team of staff.

The position also has a strategic and change management focus in ensuring that the team is
able to respond to emerging demands and changes of circumstances in a timely and
effective manner.

Reporting/Working Relationships (To whom the position reports, staff for whom
the person is responsible, and other significant connections and working
relationships within the organisation).
The Team Leader Public Information reports to the Manager, Risk and Business Support
and is responsible for the day-to-day supervision of staff and performance of the Public
Information Team. The team currently comprises 7 staff, and the position also has
responsibility for the public register functions undertaken by the FOI and Public Register
Officer. The incumbent has significant interaction with various EPA staff, and provides a key
interface with the public, land brokers, real estate agents and solicitors.

The EPA is a smoke free work place.
The EPA is committed to reducing its energy usage and contributing to the SA
Government’s greenhouse gas emission targets.
Duties outside normal working hours may be required.

Statement of Key Outcomes/Activities
(Group into major areas of
responsibility/activity and list in descending order of importance).
Significantly contribute to the effective operation of the Risk and Business Support
Branch in the administration of the provisions of the Land and Business (Sale and
Conveyancing) Act, 1994 by:

Ensuring effective systems and processes are developed and implemented to
facilitate highly accurate and timely section 7 responses made pursuant to the Land
and Business (Sale and Conveyancing) Act 1994;

Providing highly specialist advice, guidance and assistance to EPA staff and other
departmental staff and customers on matters relating to Section 7, of the Land and
Business (Sale and Conveyancing) Act, 1994 and resolving complex customer
service problems;

Reporting on the status of Section 7 enquiries, performance results and special
projects, including undertaking investigations of complex Section 7 matters as
required and recommending solutions.
Significantly contribute to the effective operation of the Risk and Business Support
Branch to ensure the provision of a Public Register in accordance with the requirements
of the Environment Protection Act, 1993 and directions of the Environment Protection
Authority by: 
Overseeing administrative controls and standards to adequately maintain the
register, as deemed appropriate by the Authority

Maintaining and improving the Public Register as required under the Act including
recommending improvements in data collection, recording and reporting

Providing specialist advice, guidance and assistance to various EPA Staff, other
departmental staff and customers on matters relating to Section 109, of the
Environment Protection Act, 1993.
Significantly contribute to the effective operation of the Risk and Business Support
Branch by:

Managing the public information team including

Using sound judgment to direct staff on the most appropriate course of action
for complex responses, enquiries and problems

Coordinating and managing the workflow of staff

Actively contributing to the integrity and enhancement of the EPA’s records by
managing the continual review and the updating of titles for historical and active
documents, including licences, exemptions, waste deposited, orders, agreements
and a variety of site contamination documents

Developing, implementing and monitoring policies, procedures and performance
measures

Positively contributing to, and supporting management initiatives, such as quality
assurance, business improvement, public relations and improved customer service

Providing training to various EPA staff on the various mapping and title information
databases

Providing specialist advice, guidance and assistance to various EPA staff and
customers on matters relating to Sections 59, 93, 93A, 94, 99, 100, 101, 103H, 103J,
and 103P of the Environment Protection Act, 1993.
Significantly contribute to the development, implementation and achievement of the
Divisional and Business Plans by:

Actively contributing to business planning activities with a focus on the principles of
continuous improvement and risk management

Developing and accepting responsibility for the achievement of agreed Branch
objectives related to the public information area, including undertaking project work
as required, and

Assisting to manage change processes with the ability to identify implications for
other areas of the agency along with leading change processes when required.
Significantly contribute to the integrity and enhancement of the EPA’s computer systems
by:

Assisting with the development of administrative standards and protocols;

Ensuring the validity of input data and recommending and implementing
improvements in data collection, recording and reporting as appropriate, and

Working with staff, to maintain the computer systems and/or other ancillary systems.

Significantly contribute to maintaining the Department’s records by complying with
relevant legislation, government and departmental records management policies, and
current administrative practices.

Assist in the effective use of resources by complying with Government and EPA
systems, policies and procedures.

Contribute to the application of good human resource management practices by:

Complying with Government and EPA human resource management policies and
procedures and Code of Conduct;

Complying with the requirements for employees as specified in the EPA
Occupational Health, Safety and Welfare, and Injury Management Roles and
Responsibilities Policy; and

Actively participating in the EPA’s Performance and Development Review program.

Proven customer service experience, including dealing with conflict situations,

Demonstrated experience in managing staff, including undertaking performance
management processes, implementing training and development plans and ensuring the
quality of work produced within short time frames.

Sound records management and database management experience, and experience in
the Microsoft Office suite of software.

Demonstrated experience in establishing, monitoring or modifying and initiating
