ICD-10 Implementation Overview Impacts on Chemical and Mental Health Providers Provider Preparation CMHS Administration Implementation Additional Resources Overview The Centers for Medicare and Medicaid Services (CMS) mandates all HIPAA entities (providers, payers, health plans, clearinghouses, and vendors) begin using ICD-10-CM/PCS (International Classification of Diseases - 10th Edition - Clinical Modification/Procedure Coding System) on transactions for dates of service/inpatient discharge on and after October 1, 2015. Impacts on Chemical and Mental Health Providers Reimbursement will be affected Chemical and mental health service claims submitted for dates of service on or after October 1, 2015, will be denied if they do not have an ICD-10 diagnosis code covered by Minnesota Health Care Programs (MHCP). Mental Health Acts - definitions for emotional disturbance and mental illness have changed 2012 legislation authorized deletion of the ICD-9 code ranges from the Adult Mental Health Act’s definition of mental illness and the Children’s Mental Health Act’s definition of emotional disturbance. During the assessment process, the Adult and Children’s Mental Health Divisions identified references to ICD in the definitions for: Mental Illness in the Adult Mental Health Act Emotional Disturbance in the Children’s Mental Health Act The Minnesota Department of Human Services (DHS) determined these definitions required updating to comply with the ICD-10 mandate. The Chemical and Mental Health Services (CMHS) Administration moved legislation forward during the 2011-2012 Legislative Session. The enacted amendments to the Adult and Children’s Mental Health Acts (M.S. 245.461, subd. 6 and M.S. 245.487, subd. 7) require the Commissioner of Human Services to develop and publish a list of diagnostic codes that define emotional disturbance and mental illness for the statewide mental health system if there are any changes. With the ICD-10 delay mandated by Congress in the Protecting Access to Medicare Act of 2014 and confirmed by CMS in the Federal Register, DHS will continue using current ICD-9-CM code ranges (290.0 to 302.9 and 306.0 to 316.0) through September 30, 2015. Provider Preparation MHCP encourages providers to prepare for the transition to ICD-10 as soon as possible. This transition requires more work than just replacing one code set with another and must be completed by October 1, 2015. The extent and difficulty of the transition will be unique to each agency, based on organization and size.
