National Code & Number Change Framework Document Issue 20th March 2001 Code and Number Changes for Geographic, Mobile, Paging, Special Rate and Premium Rate Services 1. Introduction 1.1 Background The Director General’s Statement The National Numbering Scheme, January 1997, set out OFTEL policy for the rationalisation of the UK Specified Numbering Scheme. The policy was formalised through the publication of the revised Numbering Conventions, April 1997. This document sets out the key elements of that policy and subsequent developments to be used by the Telecommunications operators, represented by the National Code & Number Change Working Groups in the preparation of Technical and Communications Implementation Plans in respect of changes to numbering for geographic, mobile, paging, personal numbering, Special Rate and Premium Rate services. The Framework document is produced specifically for operators who are familiar with the detailed technical issues. Other readers are referred to information published by the NCNC project, see paragraph 1.3, and are advised to contact their operators for specific information on number migration. It refers only to those numbers which are affected by migration to new ranges or are to be discontinued without direct replacements; codes which are not referred to can be assumed not to be changing. This is undertaken, where possible, through the ITU-T operational bulletin or by direct contact with administrations that do not receive the bulletin. However, this does not guarantee that overseas operators make the necessary arrangements to route the new codes, as many are not ITU-T members. Past experience in the 1995 PhONEday was that several overseas operators had not taken the notifications into account. Operators are reminded, that as a licence condition, described in A6.1 of the Numbering Conventions3, it is the responsibility of the holder of the allocation to negotiate with and to notify, where appropriate, overseas authorities about the implementation of allocations within the timescales agreed between the organisation and the operators concerned. 1.8 International ISDN prefix At present the breakout code for international ISDN data calls is 000. In view of the ITU-T recommendation that allows the introduction of country codes in the range 0XX from the year 2001, it is necessary to harmonise the ISDN prefix to 00 within the time-scales of the NCNC program. Parallel running of the 00 new prefix started on 22 April 2000 and termination of use of 000 was required by 30 September 2000. 1.9 New Provision Regarding Number Changes for Textphones Operators are reminded that proposals to meet European requirements have been forwarded to the DTI by way of draft licence conditions to ensure that announcements are made in a form suitable for textphone users, by January 2001 at the latest. Operators are encouraged to make announcements available to textphone users in accordance with existing plans and timings for conventional announcements. 2. CODE CHANGES FOR GEOGRAPHIC RANGES, MIGRATION TO 02 RANGE 2.1 The changes 1 OFTEL Numbering Conventions B3.6 require remaining 5-digit local numbers to be removed by April 2005. This is to maximise the effect of publicity, by ensuring a common approach, and to accommodate the expectations of consumers who may commute between several of the areas involved. The milestones are: Start of Parallel Running, for old numbers 01 June 1999 (in National Dialling form only); Code Change, Flash Change of local numbers, April 22 2000; Phased end of Parallel Running, between 5 August 2000 and 14 October 2000 - dependent upon location. 2.3 Introduction of new (02X) Capacity Capacity in the range (02X) 0000 to (02X) 1999 will be made available to operators for use in test and other applications where local dialling is not necessary. In line with principles adopted under previous code changes, OFTEL will not issue other 02X numbers where there is no 01 equivalent range until remaining old number capacity has been used. In most areas, this is not expected to happen until some time after the end of parallel running. 2.4 Start of parallel running, June 01 1999 Operators are required to confirm (to the National Code & Number Steering Group) that calls to (02X) numbers will route as per the (01X) equivalent by the start of Parallel Running. Operators should ensure that: Old numbers shall continue to be open to local and national dialling; New 8-digit numbers generated by a temporary overlay shall be open to local 8-digit, as well as national dialling; No local dialling is introduced between old and new numbers; Parallel running is for national dialled calls only . Operators and user groups are advised that: As a migration path is not available in the current London capacity, 8-digit local numbers dialled from an “old number” exchange connection will misroute, possibly to existing 7-digit numbers; In the other areas, the necessary migration paths have been protected by OFTEL, hence such calls are required to be trapped or time out; Old numbers dialled from an 8-digit exchange connection will time-out, as will old numbers dialled with the new (02X) code. Crown Copyright 2000 Issue 20th March 2001 Page 4 Local dialling prior to 22 April 2000 is only possible with the existing (01) range numbers, i.e. 5, 6 or 7-digit depending on the area. Up to this date, calls made using the (02) equivalents will also route correctly when dialled in full national format. 2.5 Code Change confirmed, Flash Change of local numbers 22 April 2000 From 22 April 2000 local dialling is only possible with the new (02) range numbers, i.e. 8-digit. Until the end of parallel running, calls made using the (01) equivalents will also route correctly when dialled in full national format. Special arrangements apply to Northern Ireland, where 8-digit local dialling will be limited to the original (01) area until the end of parallel running. Operators shall arrange at this stage for an instantaneous flash change of local numbers as follows: local number dialling of old number ceases, i.e. national dialling of old codes & numbers only; local and national number dialling of new 8-digit numbers continues. The implications of these arrangements are: IN LONDON Old 7-digit numbers dialled locally shall time-out or be trapped; Old 7-digit numbers dialled with the (020) code shall time out or be trapped; New 8-digit numbers dialled with the old code (0171) or (0181) will misroute. OTHER AREAS Old numbers dialled locally shall be trapped and receive an announcement; Old numbers dialled with new code shall be trapped and receive an announcement; New numbers dialled with old code shall be trapped and receive an announcement. ANNOUNCEMENT Flash change announcements for misdialled local numbers in all code areas to be ceased between 12:00 noon on Friday 23 March 2001 and 12:00 noon on Monday 26 March 2001, the timing being at the discretion of each operator. 2.6 Phasing out of Parallel Running In Northern Ireland, inter-area code free dialling will commence from 16 September 2000. The (01) codes described in section 2.1 are to be withdrawn in line with the following schedule:Area Cardiff Coventry Portsmouth & Southampton Northern Ireland Inner & Outer London Date 5 August 2000 19 August 2000 2 September 2000 16 September 2000 14 October 2000 Crown Copyright 2000 Issue 20th March 2001 Page 5 At the end of parallel running, operators shall arrange for: The use of the old codes to cease; The use of old numbers to cease; Any calls made to an old number to time out, or be trapped; Call trapping arrangements to continue for at least a further period of 12 months. 2.7 Call Trapping and announcements, during and after parallel running Operators shall trap misdialled calls where practicable, and ensure that an appropriate announcement is given. Once parallel running has ended (see paragraph 2.6), operators shall trap old codes and provide announcements. Announcements shall be maintained provisionally for a period of 12 months; the actual date(s) for removal will be announced by OFTEL following feedback from operators on misdialling patterns. 2.8 Calling Line Identity, CLI Prior to the Flash Change, CLI where supplied, should reflect the default (01) range. CLI will be progressively changed between 22 April 2000 and the end of parallel running to reflect the new (02) range. Users of CLI critical applications are advised that it may be necessary to allow for both old and new range CLI's during this phase to allow for differing time-scales between operators and the effects of number portability. 2.9 Locally dialled calls in (023) and (028) areas Maintainers of PBX equipment in the (023) and (028) areas may wish to bar local dialling of nonlocally charged calls, to ensure continued efficiency of least cost routing equipment. DETAILS ON EACH AREA 2.10 London, (020) 2.10.1 Use of Temporary Overlay capacity, if required. This paragraph is redundant, overlay capacity was not required. 2.10.2 Parallel running Existing Inner and Outer London numbers will be required to run in parallel with nationally dialled 8-digit equivalents behind the code (020) on 1 June 1999. Existing Inner London numbers, in the range (0171) XXX XXXX, will become (020) 7XXX XXXX and existing Outer London numbers, in the range (0181) XXX XXXX, will become (020) 8XXX XXXX. 2.10.3 Split between Inner and Outer London The future of the existing split between Inner and Outer London is to be reviewed by OFTEL. Operators should note that present arrangements require that (020) 7XXX XXXX numbers to be used in the (0171) Inner London area, and (020) 8XXX XXXX numbers to be used in the (0181) Outer London area. 2.11 Coventry, (024) 2.11.1 Use of temporary overlay capacity, if required. Overlay capacity was not required. 2.12.2 Parallel running Existing 6-digit Portsmouth numbers will become (023) 92XX XXXX, and existing 6-digit Southampton numbers will become (023) 80XX XXXX. 2.12.3 End of parallel running Operators are requested to note the requirement, that after the end of parallel running, dialling between Portsmouth and Southampton must be possible without use of the (023) code. (Numbering Conventions B3.5) 2.13 Belfast and all of Northern Ireland, (028) 2.13.1 Use of temporary overlay capacity, if required. This paragraph is redundant. Overlay capacity was not required.. 2.13.2 Parallel running 6-digit Belfast numbers will migrate to (028) 90XX XXXX. Elsewhere in Northern Ireland, the codes will migrate to a scheme as below. The scheme is designed to give a general indication, approximating to the county boundaries of the location of the number. Operators are requested to note the requirement, that after the end of parallel running, dialling between all areas in Northern Ireland must be possible without use of the (028) code. Overlay capacity was not required. 2.14.2 Parallel running Existing 6-digit Cardiff numbers will migrate to (029) 20XX XXXX. 2.14.3 Use of (029) code for other areas in Wales The (029) code is currently reserved for the possibility of other areas in Wales changing to this code when needed, and if appropriate, the introduction of a full All Wales code at some future point. There are no plans to use (029) for any other areas within the time-scale of the National Code & Number Change programme. 2.15 Migration arrangements for Geographic ranges used for full national dialling Certain ranges are set aside for use in full national dialled format only. These ranges are to continue in service until the end of parallel running. The equivalent conventional translation, which would result in locally diallable ranges, must not be programmed. CODE CHANGES FOR PAGING & MOBILE RANGES, MIGRATION TO 07 RANGE 3.1 The Time-scales Start of parallel running, for all mobile and paging numbers no later than 30 September 1999; Parallel running shall be maintained until 28 April 2001. Operators may, taking account of the needs of their customer base, begin parallel running earlier. Operators are required to end parallel running in time-scales consistent across the numbering range, not on an individual basis, and to respect the parallel-running and sunset dates provided by other operators from whom they have ported customer numbers. 3.2 Start of Parallel Running Operators should ensure that: Existing non-07 codes shall continue to be open for dialling; 07 migration codes shall become available for dialling; Existing 07 codes shall continue to be open for dialling. 3.3 End of Parallel Running Operators should ensure that: The use of non-07 codes shall cease; Calls to non-07 numbers shall receive a changed-number announcement; 07 migration codes shall continue to be open for dialling; Existing 07 codes shall continue to be open for dialling. On the termination of parallel running (28 April 2001), all operators shall trap old codes and provide appropriate announcements. Announcements shall be maintained provisionally for a period of 12 months; the actual date(s) for removal will be announced by OFTEL following feedback from operators on misdialling patterns. 3.4 Mobile Ranges, 077, 078, 079 3.4.1 07 codes for new allocations by operators have been issued by OFTEL since May 1997. All mobile operators are required to use these for all new allocations as soon as practicable. 3.4.2 All mobile services are required to use only 07 codes by no later than 28 April 2001. Originating operators shall provide a generic, rather than range specific, announcement on these codes. 3.6 Personal Numbering 3.6.1 Most Personal Numbering services already use the 070 codes therefore few changes will be required. 3.6.2 The Personal Numbering services in the range 0956 7 will migrate into the existing Flextel range 07010 7 in the following time-scales:-. Start of parallel running, no later than 30 September 1999; Parallel running shall be maintained until 28 April 2001. Announcement arrangements are as defined in section 3.3. 4. CODE CHANGES FOR SPECIAL RATE SERVICE RANGES, MIGRATION TO 08 RANGE 4.1 0800 and 0500 Freephone These codes are subject to ongoing consultation and are not affected by the National Code and Number Change programme. 4.2 0321 to 08080 migration, Freephone 4.2.1 Migration path Old Code 0321 XXXXXX Migration Path 0808 0XXXXXX Operator Vodafone 4.2.2 Time-scales, call trapping and announcements Start of parallel running, no later than 30 June 1999; Parallel running shall be maintained until 28 April 2001. On the termination of parallel running (28 April 2001), all operators shall trap the old code and provide an appropriate announcement.
