ORGANISATIONAL CONTEXT Austin Health is one of Victoria’s largest health care providers. Comprised of Austin Hospital, Heidelberg Repatriation Hospital and Royal Talbot Rehabilitation Centre, Austin Health is a major teaching and research centre with numerous university and research institute affiliations. Catering to diverse multicultural and veteran communities, Austin Health delivers vital state-wide services to Victorians and a vast array of specialty services to the people of Melbourne’s northeastern corridor in a safety-focussed, team-orientated and stimulating work environment. The new 400 bed Austin Hospital Tower opened mid 2005 and further redevelopment is underway. Austin Health Values The Austin Health values play a critical role in shaping how we operate as an organisation. They influence our performance planning, recruitment, training and development, and relationships with colleagues, work mates, our patients and their relatives and friends. The Austin Health values set standard that we expect all staff to live up to in the way they undertake their duties and responsibilities across the Hospital. Our Values: Integrity We work in the spirit of collaboration and honesty to build effective working relationships across the whole organisation. Accountability We are transparent, responsible and build trust by fulfilling promises and communicating effectively. Respect We care about others and treat each other with consideration, equality and fairness. Pos desc-VMO&FT&PT December 2008 2. Excellence We continually strive to advance patient focused care through innovation, research and effective stakeholder management. LOCAL WORK ENVIRONMENT Austin Health has three campuses, the Austin Campus, the Repatriation Campus and the Royal Talbot Rehabilitation Centre. Radiology services are provided by the Department of Radiology for both the Austin and Repat sites. Integrated RIS-PACS was installed in 2005 The main Department of Radiology is located on Levels 1 and 2 of the Lance Townsend Building, Austin Hospital. The Department comprises 14 full-time Staff Radiologists, 4 Visiting Radiologists and 17 Radiology Registrars/Fellows. The Austin Hospital Radiology department includes two MRI machines, one CT, 2 angiography suites and five Ultrasound units. A further CT suite and Ultrasound room will be opened adjacent to the Emergency Department early in 2010. The Heidelberg Repatriation Hospital Radiology Dept provides mostly outpatient services. It consists of two CT machines, fluoroscopy, mammography and 3 Ultrasound rooms. Most radiology sub-specialities, with the exception of obstetrics, paediatrics and interventional neuroradiology are provided. Surgical specialities at the Austin include thoracics, cardiac, neurosurgery, hepatobiliary, orthopaedic, ENT, ophthalmology and vascular. The Austin is a state wide referral centre for liver transplantation and spinal injuries. The hospital has a large Neurology Department, with particular expertise in stroke and epilepsy, and a large Oncology department. The Austin is co-located with the Mercy Hospital for Women and whilst the Radiology Departments are separate, they have close ties. Austin Radiology provides CT, MRI and Interventional radiology services for patients of Mercy Hospital for Women. It is recognised that a Radiology department at a teaching hospital needs a wider range of skills than any one radiologist could have. Therefore each individual radiologist will need to bring their own set of skills which will complement those of others and enable the department to cover all contingencies and provide a comprehensive service. No individual radiologist can be expected to be proficient in every area of modern radiology. Determining a practitioner’s scope of practice will help protect the practitioner from demands that might be outside their comfort zone and help identify areas where further expertise may be required. 3. POSITION OBJECTIVE To provide radiology services, including interventional radiology, to patients of Austin Hospital and Heidelberg Repatriation Hospital, and to contribute to Radiology department academic, administrative and quality projects. Pos desc-VMO&FT&PT December 2008 4. POSITION REQUIREMENTS Consultant Radiologists are expected to provide imaging services within their approved scope of clinical practice. As all radiologists are expected to be able to provide routine imaging services and cover “on call” after hours, a minimum mandatory level of expertise and set of skills is necessary. The core clinical skills expected of all radiologists include: Plain X-ray interpretation CT Ultrasound, including Doppler MRI Fluoroscopy Basic CT and Ultrasound guided interventional procedures. Radiologists will be expected to have varying degrees of sub-specialty expertise in each imaging modality. Specific training as prescribed by the Interventional Radiology Society of Australasia (IRSA) is required for radiologists undertaking high-end interventional procedures. In emergency cases a knowledge of certain areas of radiology without necessarily recent experience may be required. This will usually have been gained in obtaining the FRANZCR or equivalent, and the fact that the radiologist’s scope of practice does not include a certain area of radiology will not preclude them providing assistance in those areas, particularly in emergency situations This is a senior Medical Position and carries with it the professional responsibilities of clinical leadership, teaching and training as well as some administrative requirements. For all Radiologists, the following need to be satisfied Demonstrated continuing professional development Regular attendance at audit Participation in one or more of the following Teaching or research Organising audit Clinical governance Other role in hospital outside of Radiology College role Emergency/Life threatening situation: "In an emergency, any medical staff member who has clinical privileges at Austin Health is permitted to provide any type of patient care necessary as a life-saving measure or to prevent serious harm -- regardless of his or her medical staff status or clinical privileges -- provided that the care provided is within the scope of the individual’s discipline." Assessment for accreditation Qualifications, training and experience will be assessed by a delegated representative committee of the Department of Radiology. The scope of practice for each individual will be formulated in consultation with the practitioner concerned. The scope of practice can be reassessed at any time following a request by the practitioner in view of ongoing training and experience.
