Contract length: 01/12/2015 – 03/07/2016 Date Completed: 23.09.2015 Purpose To contribute to develop the Nepal Red Cross Society (NRCS) and Danish Red Cross (DRC) partnership through the Relief & Recovery to Earthquake Affected Populations in Nepal Programme To support and advise the NRCS in school rehabilitation/retrofitting activities, carrying out material procurement and in ensuring quality control of all rehabilitation works To assist NRCS in optimising logistics activities related to the school rehabilitation and training Key responsibilities and time consumption in % Programme Development & Implementation 50 % Main tasks Jointly with NRCS engineers develop a standardized methodology (technical documentation, implementation and knowledge transfer plans) for the classrooms retrofitting in coordination with stakeholders and experts involved in similar activities Provide technical and participatory advise to the NRCS engineers involved in the programme's construction or retrofitting activities and ensure quality assurance of all construction/retrofitting work Support NRCS to ensure the technical documentation of the developed methodology is duly approved and endorsed by relevant authorities (DoE, Public works, NSET) and partners (Education cluster) Provide technical support to NRCS in development of the necessary technical training contents and materials for the local masons and workers to implement classrooms retrofitting Support NRCS to develop an advocacy plan for retrofitting methodology replication in other district locations as required If still relevant, participate in the school selection process in coordination with the other programme components counterparts and DRC delegates Jointly with NRCS engineers identify for each school the WASH needs and design the necessary intervention to meet industry and accessibility (children, people with disabilities, elderly etc.) standards In coordination with the DRC Country Office support NRCS local chapters to establish a sound logistics plan for procurement, warehousing, distribution of construction materials and evacuation centre equipment to the different school locations Provide technical inputs to selection, area planning, mobilisation and training of local community workers (masons) and helpers for the school retrofitting and WASH activities Advise NRCS in development of information and communication tools to socialise, disseminate and advocate the retrofitting methodology to communities for use also in ‘building back better’ approaches to permanent housing Act as main responsible for the functionality of the DRC field base in Lamjung, assisted by the DRC admin/finance officer Perform any other programme related tasks that may be necessary or assigned by the DRC Country Coordinator Programme Monitoring and Evaluation 20 % Reporting 10 % Partnership and Capacity Development 10 % Financial Management 10 % Establish a clear monitoring and reporting scheme with the NRCS field engineers, staff and volunteers for all technical activities around a standardised quality control framework Jointly with NRCS engineers monitor all construction and retrofitting related activities in line with the programme (detailed quality control, progress and achievements) Undertake regular field-visits to the programme component’s sites with NRCS counterparts Undertake programme risk analysis and contribute to development of mitigation measures Support midterm and end of programme evaluations, e.g. prepare ToR, transparent procedure for selection of evaluator, interviews/meetings, and participate in field trips for the review/evaluation teams Support NRCS in development and timely submission of programme reports as required/specified in the Development Contract with NRCS and grant agreements/contracts with donors and consortium partners Draft programme and monitoring reports, and provide inputs/comments to review/evaluation reports Support NRCS to ensure a systematic filing of all technical and operational documentation Develop programme promotion materials to the DRC Regional Office (RO), DRC HQ and the donors Contribute and assist NRCS in strengthening its strategic approaches and technical capacities in the area of construction, building safety standards, SOPs and logistics planning Support NRCS in strengthening of coordination, cooperation and networking with movement partners, authorities, humanitarian actors and donors (as requested by DRC CO) Support NRCS in developing its capacity for programme management Jointly with NRCS and DRC field staff manage administrative, logistics and budgeting processes in line with DRC and NRCS financial and operational procedures Contribute to and support NRCS and DRC field staff in participatory budget revision and reconciliation activities Conduct regular budget monitoring, contribute to the preparation and timely submission of quarterly fund requests and financial reports as required Power of decision-making in relation to the tasks Daily budget responsibility of programme budgets in line with financial guidelines and donor requirements Decision-maker (from DRC side) in relation to programme component implementation in close coordination with NRCS and partners, in line with standard operational procedures and DRC international and regional strategy and under the supervision of the DRC Country Coordinator/Head of Region Communication in relation to the tasks Daily communication with NRCS counterparts, in line with the DRC partnership approach Regular communication with the DRC Country Coordinator (and Head of Region if necessary) Regular communication with in-country stakeholders and DRC delegates and DRC Country Office staff, as relevant The delegate is obliged to stay updated on DRC standard operational procedures Communicate need for support to the International Support Department in close cooperation with the DRC Country Coordinator Competences requirements Educational background University degree in structural / civil engineering or architecture Required working experience and skills At least 5 years working experience on construction projects At least 2 years working in emergency or recovery operations in remote rural settings Demonstrated capacity and experience in procurement / logistic management in a challenging recovery context (erratic or absence of transport infrastructure, multiplicity of the intervention areas, difficult climatic and geographical conditions) Capacity to produce reinforced concrete technical designs and structural drawings Knowledge of applicable construction codes and standards Experience in project management involving community driven construction processes is considered a strong asset Strong budget planning and financial management skills Excellent command of oral and written English Excellent computer skills, knowledge of construction / architectural programmes is considered mandatory Skills and command of mapping software is considered an asset Additional assets Professional experience in WASH and DRR Experience working with the Red Cross and Red Crescent Movement Personal abilities Willingness to work extensively in remote and isolated rural areas Willingness and ability to cope with frequent off-road travels, basic living conditions and limited access to means of communication (internet, phone) Sense of initiative and responsibility Ability to work independently as well as in a team, and to work diligently and in stressful environments
