Manuscripts limited to local or Regional use, interest, or applicability must be submitted to the Regional Office, Regional Publications Control Specialist. 13 – ECONOMY AND EFFECTIVENESS 13.1 – Requirements Design and layout sould be coordinated through the Regional Printing Officer (RPO) to ensure that the finished size, cover, paper, and number of colors of ink conform to JCP Printing and Binding Regulations and the design conforms to the USDA’s Visual Management Manual (AD791, 5/80). 13.2 – Certification Statements The Regional Publications Control Specialist shall certify all new and revised publications, publication reprints and administrative documents on Form R1-1600-6 (6/91), Publication Committee Review and Recommendation. 14 – PROPOSAL, REVIEW, AND CLEARANCE 14.1 – Proposal Region 1 units shall submit Form R1-1600-6 (6/91), Publication Proposal, to the Regional Publications Printing Specialist. This proposal must precede completion of the manuscript and layout. Reviews are to be coordinated with the Associate Publications Control Officer on their Forest. 14.3 – Clearance Region 1 units preparing publications with a multiple agency message must clear the manuscripts by all contributing agencies whose work or responsibility relates significantly to the information in the manuscript. Coordinate clearance with the Associate Publications Control Officer on their Forest before forwarding Form R1-1600-6 (6/91), Publications Proposal, to the Regional Publications Control Specialist, Regional Office, Public and Governmental Relations Staff. Coordinate clearance of all multi-agency manuscripts of a national nature with the Regional Publications Control Specialist before submission to the Washington Office. 15 – WRITING AND EDITING STANDARDS Authors in Region 1 must ensure that manuscripts are prepared following the standards cited in section 15 of the parent text. Manuscripts shall be thoroughly edited and shall conform to USDA standards, the GPO style Manual, and acceptable Forest Service publishing practices. 15.14 – Copyright Written permission must be obtained from the copyright holder before any copyrighted information or illustration may be used in a Region 1 publication. Note this permission in the publication as follows: “Courtesy of . . .” with illustrations or photos; or a credit line in an appropriate place in the publication, such as “copyrighted material used with written permission of . . . .” Manuscripts prepared by contractors, grantees, or other non-USDA authors may be published by the Northern Region only if the publication is in the best interest of the Government and is related to Forest Service funded programs. Any original work of authorship produced under a grant or cooperative agreement is subject to copyright. However, such a copyright cannot restrict the Forest Service from full use of the work for its purposes (7 CFR 3015.175(b)). If full access by the public to the work is necessary or desirable by the Forest Service, then the grantee or contractor must agree in writing that there shall be no copyright or no limitations to full public access (DR 1410). The following statement may be included on the title page of a bound document or back cover panel of a publication: “This publication was produced in cooperation with (insert name of cooperator/grantee) under (an interagency agreement) (memorandum of understanding) with the USDA Forest Service, Northern Region, (National Forest).” 18 – DESIGN 18.1 – Graphic Design Standards All Region 1 publications and administrative documents must conform to the design standards established in the USDA Visual Management Manual, including sizes. The standard sizes for publications are as follows: 1. Single-sheet, folded materials shall be 8.5 inches x 11 inches. 8.5 inches x 14 inches, or 11 inches x 17 inches (see sec. 19.20). 2. Demonstrably valuable multicolor printing may include the following: 1. Maps and technical diagrams where additional color is necessary for clarity. 2. Object identification (plants, diseases, flags, uniforms, and so forth). 3. Safety programs, fire prevention and competitive areas of personnel recruiting. 4. NEPA documents (documents required by law) whose value is directly related to the degree of public response. Printing which does not meet the demonstrably valuable contribution requirement includes, but is not limited to, the following: 1. Printed items where additional ink color is proposed primarily for decorative effect. 2. Printed items where additional ink color is proposed primarily in lieu of effective layout and design. 3. Printed items where additional ink color proposed are used excessively. 4. Printed items where additional ink color does not reflect careful, competent advanced planning and is proposed for the sole purpose of making the document effective. A separate cover printed in one color ink with text in a different color does not require WO approval; however, a self-cover must be printed in the same color of ink as the text pages. The use of multicolor inks can substantially increase printing costs. Carefully evaluate the need before submitting Form R1-1600-6 (6/91), Publications Proposal, to the Regional Publications Control Specialist for approval. Justification must describe how multicolor inks are to be used and why they are needed. WO approval is required for multicolor printing. Considerations of personal prestige or other nonessential reasons shall not warrant adding names to the directory. Identify personnel by name, title, and assigned function or project. List the unit head as the first name in the unit listing. 19.14c – Responsibility 4. Forest Supervisors. The Forest Supervisors are responsible for providing updated information to the Regional Office, Public and Governmental Relations Staff, according to instructions in the annual call letter and for ensuring that personnel listings are accurate and that the current, approved organizational structure is followed. 19.14e – Instructions for Regions, Stations, Area, and Institute on Preparing personnel and Organizational Listings The only information to be included in the organizational directory for Region 1 units shall be: States included in the Region; mailing and/or address; office hours; 10-digit telephone number; mailroom FAX telephone number only; and the Forest website address. 1. Regional Office. List key personnel from the Regional Forester through the Staff Director level, and support personnel who report directly to the Regional Forester, Deputy Regional Foresters, Staff Directors. Internal Distribution. The Region 1 Organizational Directory will be sent directly to all Forests and Districts from the printer when the annual issue is printed. 2. External Distribution. Regional Office Staffs and Forest Supervisors will be supplied with limited copies of the Region 1 Organizational Directory for distribution to agencies that either cooperate with the Forest Service on programs of mutual benefit or otherwise serve a public interest. 19.2 – Field Offices 1. Miscellaneous Regional Publications. General information publications are produced by the Regional Office for visitors to the National Forests in Region 1 and are distributed to the National Forests on an annual basis. All current and new publications must follow the USDA Visual Management Manual design standards and those set forth in this Handbook. 2. Recreation Opportunity Guides. Region 1 units may issue Recreation Opportunity Guides (ROG) as they deem necessary to facilitate their Forest visitors. Region 1 ROGs should: 1. Provide the visitor with basic information specific to the unit regarding a single topic such as trails (hiking, ATV, biking, cross-country skiing), campgrounds (unit map, general information), fishing, and so forth. 2. Be formatted in a one- or two-page spread (8.5 inches x 11 inches) or a 4-page spread (11 inches x 17 inches, folded to 8.5 inches x 11 inches). 3. Display text information, with an occasional piece of line art, chart, or simple map to help convey the information. Photographs are not allowed. 4. Use black ink only, no color photocopy. 5. Be copied on white or colored photocopy paper. No special papers may be used. 6. Be formatted neatly with no handwritten information 7. Hand-drawn items such as small maps must be neat and readable. 8. Photocopied in-house as needed to provide a copy to the visitor. 9. Each unit must maintain a clean, up-to-date original of an ROG for reproduction purposes. Display the following “masthead” information on each ROG, along the top of the first page. Change the subject title and recreation symbols, as appropriate.
