Introduction The Department of Industries is primarily responsible for the development of industries.The Department also plans and implements various schemes for industrial development in the State. The main functions of the Industries Department are: Assist and guide entrepreneurs in setting up industrial units Enable entrepreneurs to get different industrial approvals and clearances from various departments / agencies from a single point Register Large Industries/Medium/small industries /tiny industries/small-scale service and business enterprises Sanction incentives to industrial units that are eligible Create a transparent, congenial, hassle-free and business-friendly environment for accelerated growth of the industrial sector in the State 2. Description of Levels of application user: Two types of Users will be using this application. Entrepreneur Users Department Users URL : :http://.apindustries.gov.in/ Home page Screen From the Home page the Users can login into their respective accounts by clicking on the Icon displayed on the screen. If the Entrepreneur User was logging into this for the first time , they should select the Icon Start A New Enterprise on the Home page and register with their respective basic details. There are several tabs given for the users to refer on the Home page like Services, State profile, Investment Tracker, Policies, Industry Mission and About us. 3. Entrepreneur Users Only Entrepreneur Users can login into this account. As already mentioned above the users who are using this application for the first time had to select the option as Start a new Enterprise on Home page . Home page ----> Start A New Enterprise A new Screen will be opened as below. Then the User should click on Click Here Link to go for the another screen. Then the User should enter their Personal details like Name, PAN Card number, Aadhar ID and Contact details mobile number, Address, Pin code , Email ID Here * fields are mandatory. And then the user should enter the Login details like User name. Here the user can enter the User name according to their wish and then enter the Captcha Code shown on the system and then click on Submit button. If the Captcha code was not clear for the user he can click on refresh button beside the box so that another code will be shown for the user. After Entering all the details User should click on Submit button. Note: User can register only once with the particular Mobile number and Email ID. All the status details will be send to the user immediately through the Message and Email. After clicking on submit button user will get the message as “You are registered with single Desk portal. Password has been sent to your registered Mobile number and email id.” The user will get the user name and password to their registered Mobile number and email id. Then user should click on Enterprise login Icon and should login with this User name and password. Here the User should enter the Login details which came to their mobile number and then click on Login Button. If the user wants to change the Password then click on Change Password button on the screen. Please note that the user will get the option to change the password only after logging with the details which had sent to their mobile. After entering the details click on Submit button. So that the password will be changed for the user. After logging with the password details User will get the below screen. The ownership details will be asked in this screen. The District's will be shown in the dropdown . User had to select the district. After selecting the district User will get the another Question as Please select the Enterprise Owner ship. The drop down will be shown for the user and the user had to select from the drop down provided. Depending on the option selected by the user the system will proceed further. If user had selected the proprietary ,User will get the option to proceed. If the user had selected the option as Public user will get the Question as “Have you registered with Ministry of Corporate Affairs”? User had to select the option as Yes or No. If the user selects as Yes the below screen will be displayed. Here the user should enter the Company Incorporation number and Incorporation Date and click on proceed. If the user had selected NO option then user will be asked to register with Ministry of corporate affairs. The process for the other Enterprise owner ship is also similar to this. Please proceed with the same as above. After clicking on the proceed option the below details will be asked for the user. Here the user should select the Type of Enterprise like manufacture or service. After selecting the Type of Enterprise User should enter the Investment amount. Depends on the Investment amount the Enterprise can be Categorized as below. 0-25 lakhs - Micro 26- 500 lakhs - Small 501-1000 lakhs - Medium 1001 ( &above) - Large If the user had already EM number please follow the below process: Then the System will ask for the Enterprise Memorandum (EM) number. If the user had already EM number then click on Yes and provide the EM number, EM number Registration date and Name of the Enterprise. Please Note the EM number is not required in Case of Large Enterprise. After Entering the details click on Proceed Button. Then the system will ask for Land details. If the user had selected yes for the question Do you have the land for setting up the Enterprise? Then the user will get the below list of questions. User had to select the land type from the drop down. User should enter the land allotment number and District where the land presents and click on proceed button After clicking on proceed button User will get the Line of Registration Details. Here the user had to enter the Enterprise name , Sector and Line of activity. Depends on the Line of activity selected by the user questions will be displayed for the user. User had to enter the Yes or NO for the question Does the Line of activity falls under hazardous Category. After selecting that User had to select maximum of two check boxes for the Select for water resource category. In that two answers Ground water is Mandatory. User had to select the Yes or NO depends on his Enterprise for all the questions displayed and click on Show clearances button. After clicking on Show Clearances button the Clearances which are applicable for that enterprise will be shown for the user. If the User was not satisfied with the clearances shown for them , then they can change the answers and can again click on Show clearances button. If the user had satisfied with the clearances then they should click on proceed button. Then the Declaration will be asked for the user, then the user should check the box and click on submit button. Then the Pre Establishment Desk screen will be shown for the user.as below. Here all the Clearances before the Pre-Establishment will be displayed for the user. At first User had to submit the CAF-1 Form before for applying the Clearances and should pay the Challan for the CAF form . If the User does not have the Enterprise Memorandum Number they should give the answer as NO in Investment Details screen. Then the User should click on Click Here link to submit the EM number. After clicking the link EM part 1 Registration page opens as above. Please advise the user to fill all the Personal details , Contact details and Proposed Enterprise and Location details . If the Permanent address is different from the Communication address then advise the user to click on check box provided and update the permanent address. After filling all the details click on save and continue button. After clicking on Save and continue button then Step2 screen for EM part 1 will be opened as above. Here the Nature of Activity, Category of Enterprise will be automatically populated depends on the previous details of the user. User had to enter the Nature of Operation , Organizational details, Products to be manufactured/ Services to be provided. If there are two or more products are manufactured/Serviced advise the user to click on ADD button and add the other product . If only one product is manufactured/ Serviced then advise the user to click on ADD and after that advise the user to click on save and continue button. Then the step 3 of EM part 1 screen will be displayed. In this screen User had to enter the Proposed Income in Fixed Assets. User had to enter the land details like own, rented or leased and Approximate value of land, Building details and Cost of building . User had to enter the Machinery value for manufacturing Enterprise Or else for service User had to enter the Equipment value in lakhs . If the Enterprise is using the Foreign Equity they should the amount in lakhs. Then the user should enter the installed capacity per Annum and click on Add button . After filling all the details click on Save and continue button . Then the Step 4 of EM part 1 applications gets displayed on the screen In this screen User had to enter the Annual Energy Requirement Details like as below. User had to enter the power load details in HP/ KW . And then user had to enter other source of energy if they required for their Enterprise. If is not required user had to select the option as No power needed and for the next question user mention the reason why it is not required. User Enter to the Expected Number of Male and Female Employee's. User had to enter Total Turn Over details and export details (if any). User had to enter the Entrepreneur profile details like Name, Equity participation,% of Equity, Gender, Knowledge level, and should answer Yes or NO for the Question Stake in other Manufacturing Enterprises . User had to enter the Expected Commencement of Production /Activity. In case of Medium Enterprises user has to upload the certified/notarized copy of the Partnership Deed/Memorandum of association/Articles of Association . In Case of Partner/ Managing director or any Authorized person case User had to Enclose a selfcertified copy of Power of Attorney/Board Resolution/Society Resolution, wherever applicable. After filling all these details User had to click on Submit Button. Then the User will get the below screen. If the User want to take the print, then they can click on Click here link for print. Then System will ask the User to provide the Land details. User should click on Click Here link for providing the Land details. Then it will redirect to the below page. Here the EM number Will be displayed and Name of the Enterprise also shown in the below screen. User had to answer Yes or NO for the Question Do You have land to set up the Enterprise? Case 1 : If the User has selected No for the above Question then the System will ask to select the type of land as APIIC/IE/SEZ then the system will ask to file the application with APIIC for land allotment Then the System will redirect to APIIC site to file the application. Case 2 : If the User has selected No for the above Question Then the User had to select the Type of land as Private the user will get the message as Please acquire the land details and come back. Then the User cannot proceed further until the user acquires the land. Case 3: If the User has selected Yes for the above Question Then the User has selected the Type of land as private then, they should enter the Survey number, date of registration and Local Authority and should indicate the Nature of Land whether it is Industrial or Agriculture. If the User selects the option as Industrial then he can click on Proceed button. IF the user had selected the option as Agriculture then the system will ask for the user to Submit the application for conversion of Agricultural land to Industrial land. If the User want to convert the land then they should click on Click Here link then the below screen gets opened. Click on Sent to Department Button. Then the file will be moved to respective Department for clearances. User can see the message as File sent to District Revenue Officer. If the User want to submit the Courier Details He should click on the check box Then the below screen gets opened. Here the user can see the Enclosures name what needs to be submitted and No:of copies of the Document to be submitted. The user should click on Click here link for submitting the Courier details. Then the below POP UP gets opened on the screen. Then User had to enter the Courier Tracking ID, Name of the Courier , Courier sent Date and click on Submit button. After Submitting the Courier details the below screen will gets opened with the Courier details. Then the User should click on Back button. Then the user will get the screen as below. Case 4: If the User has selected Yes for the above Question Then the User has selected the APIIC/IE/SEZ as type of land then the Users gets the question as IS ILA land? User had to answer Yes or NO for this question If the user has selected YES then the user had to enter the Zone and where ILA present. After Entering the details click on proceed button. User will get the message as Land Details are saved. After Entering the land details the System will ask for Line of Activity Registration. Here the User had to select the Sector from the dropdown and select the Line of activity. If the Line of activity was not present in the dropdown User had to click on Request for New Line of activity and had to register for New line of activity. User had to answer YES or NO for the question Does the Line of Activity Fall under Hazardous Category. After selecting that User had to select maximum of two check boxes for the Select for water resource category. In that two answers Ground water is Mandatory. User had to select the Yes or NO depends on his Enterprise for all the questions displayed and click on Show clearances button. After clicking on Show Clearances button the Clearances which are applicable for that enterprise will be shown for the user. If the User was not satisfied with the clearances shown for them , then they can change the answers and can again click on Show clearances button. If the user had satisfied with the clearances then they should click on proceed button. Then the Declaration will be asked for the user, then the user should check the box and click on Submit button. Then the Pre Establishment Desk screen will be shown for the user as below. Here all the Clearances before the Pre-Establishment will be displayed for the user. At first User had to submit the CAF-1 Form before for applying the Clearances and should pay the Challan for the CAF form . 4. Pre-Establishment: In Pre Establishment screen User can see all the clearances which are to be submitted to their respective Departments. Before Proceeding to the Clearances User had to fill CAF 1 Form and should pay the processing Fee. User had to click on Click Here link shown on the Screen so that CAF-1 form gets opened. User can see the Step 1 of CAF-1 form as below. User had to enter the Name and Address of Industrial Undertaking, Address for Communication and Nature of organization details. Please note that Industrial name and Nature of organization will gets automatically populated. After Entering the Details advise the user to click on Save and Continue button. Then Step 2 for CAF-1 Form gets opened. In this screen User had to enter the List of Line of manufacture details and click on ADD button. Please note that User can add multiple details by clicking in ADD button. Similarly User had to enter the List of Raw materials Used in the process and click on ADD button. User had to upload the documents for Machinery Plant details, Description of manufacting process and Type and Nature of wastes and effluents their Quantities and the methods of their disposal And also User had to enter the Probable Employment Potential details and click on Save and continue button. Then Step 3 screen for CAF-1 form gets opened as below. In this screen user had to enter the if any existing Approvals of Factories dept Gram Panchayat / Municipality / Electricity / Water are present or not with the reference number and Date. User had to enter the Proposed location of factory with Survey number and address. User had to enter the Power required Details of the Unit and click in submit button. Then the Step 4 screen for CAF-1 form gets opened as below. User had to enter the Water and Sewage Connection Details and Permission to draw the water and click on Save button. Then the Declaration will be asked for the user, then the user should check the box and click on Submit Application Form button. After Submitting the application User will get the screen as below. User had to pay processing pay so that they can go for further Process. Please note that without payment of fee the User cannot move forward for further process. Here User had to click on Click Here link to pay the processing Fee. After clicking the link below screen gets opened. Here the User can do offline payment or Online payment. For off line payment User had to the DD in favour of General Manager, District Industries Center Payable at respective District. And then User had to click on Click Here link to submit the DD Details. Then the below POP UP will be opened for the User. Here the User had to enter the DD NO, Amount, DD Date, and Bank details and click on submit button. If the User wants to pay through Online they can click on Click Here link for Online payment. Note: If the User is paying the processing fee and trying to apply for clearances he will get the below screen. User cannot proceed until he pays the processing fee. After completing the payment User can apply for the clearances. In this screen User can see the status of the Clearances. For example Now we can see the status as Yet to Apply. As the User did not apply any clearances it is shown as yet ti apply. If the user had pushed that clearance to Department , he can see the status as sent to Department. At first User had to click on clearance which he needs to sent to department as shown above. Please note that User had to push all the clearances in this page to their respective Departments. He can apply in any order. After Clicking the Clearance User gets the below screen. In this screen User had to pay to the fee depends on the Department in the form of DD. User had to click on Click Here link and submit the DD details. User should submit the respective DD Details and click on submit button. Depends on the respective Departments they will be asking the enclosures to submit. If the Documents are of less size the department will ask the user to sent through Online. If the Documents are more the particular departments asks them to send it through courier. In this Case the user We can see that Department is asking the four enclosures to submit it online. So user had to upload all those documents and click on upload button. After that User needs to click on Do you want to submit the courier details. Then the Below screen gets opened. Here the User can see what are the offline enclosures are to be submitted to their respective Department and no:of copies are to be submitted. User should enter the courier details by clicking on Click Here link to submit the Courier Details. Here the user should enter the Courier details like Courier Tracking id, Name of the Courier and sent date and click on submit button. Once the Courier details are submitted User can see the details on screen as above. Now user can click on Sent to Department button. User can see the POP as File sent to respective Department. User should click on OK button. Now we can in the Pre Establishment clearance Desk as we can see that the status had changed to Sent to Department. You can see this from the below screen. In similar Way user had to submit the clearances in the First table(1,2 and 3 clearances) For second table( 4,5, 6 Clearances)User had to fill the particular form of their respective Departments. Now Let us see an example for clearance 4. User had to click on the clearance ( i.e Fire No objective Certificate) then the below screen will open for the User. User had to fill this form first before sending the Clearance to Department. Here the Name, Address of the owner and Location of the building details will gets automatically populated on the screen. User had to enter the other details like Area of the Site in Sq.mts and and area of building , type of occupancy Height of the building , etc.. User had to enter the Means of escape details i.e No:of exits from that building., Open spaces around the building and also the premises details and click in Next button. Step 2 will be opened for the user. User had to enter the the details by clicking on YES or NO for the particulars of the building and click on Save button. After getting the details saved, Submit Application button will be appeared on the screen. User had to click on Submit Application button. Then the below screen will be appeared for the user with the message as “You are required to pay processing fee to Department of Home - Fire Services for Pre-Establishment Clearance. Please Click here to pay the processing fee. “ User had to pay the processing pay to proceed further to submit the Documents. After clicking on Click Here to pay the processing fee link User will get the below screen. Here User had to pay the amount only through Online User had to click on Click Here link to pay the amount. Here the User had to click on Submit button. Then it will redirect to another screen where the User had to pay the amount through Net banking. User can choose any bank from the Drop down and click on Submit button and complete the payment. After doing the payment through Online User had to check the box for the question Do you want to submit the courier details. After clicking on the check box user will get the below details. Here the User can see what are the offline enclosures User had to submit. For offline enclosures User had to submit the documents through the courier and had to enter the Courier Tracking id, Name of the Courier and sent date By clicking on Click Here button. After submitting the details User had to click on Submit button. After Submitting the Courier details User will get the below screen. Here the User had to click on Send to Dept button so that the Clearance moves to the Department. User can see that in Pre-Establishment screen User can see the status as Sent to Dept for this clearance. Similarly in the same way User had to apply for all the clearances shown on his Pre-Establishment Screen. Only after the applying the Clearances it will pushed into the Departmental Queue. 5. Pre-Operations: After getting all the approvals from the Department User had to go the Pre-Operations screen. Here User had select the answers Yes or No for the questions displayed. Depends on the answers User will get the Clearances. Building Height and Building area will be automatically populated from the details what he entered previously .User cannot change it here. For seeing the Clearances User had to click on Show Clearances button. If the user want to change the details then User should click in Close button and can change the answers. Then after changing the Details User had to click on Submit button. Then the Pre-Operational Clearances will be shown on the screen as below. Before Proceeding to the Clearances User had to fill CAF 2 Form and should pay the processing Fee. User had to click on Click Here link shown on the Screen so that CAF-1 form gets opened. User can see the Step 1 of CAF-2 form as below. It is similar to that of the CAF 1 form . Please refer CAF 1 form for any clarifications. After paying the Fee User had to click on each Clearance and submit the offline and online enclosures and push to Department as previously submitted in Pre-Establishment Screen.
