Community Safety Action Plan 2014 to 2017

Introduction
Welcome to our latest Community Safety Partnership (CSP) plan. This plan looks
forward to 2017 and to an even safer East Hampshire. It recognises the challenges and
opportunities across our District and sets out our intentions to work in partnership to the
benefit of our communities. This plan is written in a time of great change across the UK.
Austerity continues to present both a challenge and opportunity for our partnership to
work even more closely with each other and with local voluntary groups. Changes to the
structure of the Health Service and the appointment of the Police and Crime
Commissioner (PCC) directly affect the membership of our CSP. The CSP will
proactively deliver the strategic aims of the PCC and will ensure that this Plan reflects
the priorities set out in the Police and Crime Plan. We will empower our communities to
take a more active role in addressing crime and ASB matters through Watch Schemes
and other voluntary groups which provide great opportunities for local people to make
their communities safer and stronger. New regional and national initiatives also provide
exciting opportunities in East Hampshire. The Troubled Families programme gives us a
chance to take a fresh look at the partnership support provided to those in most need in
our community, delivering positive outcomes for all. Your CSP will continue to scan the
community safety horizon for new initiatives and ideas to implement in our area.
What is a Community Safety Partnership (CSP)?
The CSP acts as a network to bring people together for the benefit of communities
across East Hampshire. Many agencies and organisations work together to tackle crime
and disorder. This partnership is known as the East Hampshire Community Safety
Partnership. The following agencies and organisations are represented on the East
Hampshire Community Safety Partnership.

Priorities
Between 2014 and 2017 the Community Safety Partnership will focus on the following
priorities:

Improve quality of life (to include Anti Social Behaviour, Criminal Damage, Arson, 1 st
time entrants into the Criminal Justice System and Community Empowerment)

Reduce Violence (to include Domestic Abuse and Night Time Economy related
issues)

Acquisitive Crime (to include Burglary and theft of and from motor vehicles)
How will performance be measured and monitored?
Performance will be monitored every month at meetings called CTCG (Community
Tasking and Coordinating Group). Members will review information from police records
and information collected by others present. Performance will also be monitored at
Community Safety Partnership meetings which are attended by key organisations and
chaired by Councillor Mrs Hilary Ayer.
How does the action plan work?
Each priority has its own measurement of performance and an ongoing summary which
tells the story behind the figures.
