MARYLAND’S YOUTH WORKFORCE 2005
INTRODUCTION
This report presents a snapshot of the youth workforce in Maryland’s private sector economy
in 2005. Data are provided for the state and each of its twelve Workforce Investment Areas
(WIA’s). Included are statistics on the numbers of young workers, their industries of
employment, and average earnings.
The report answers the questions:
How many youth are employed in Maryland’s private sector?
Where, geographically, do youth work, and what is their share of the local workforce?
In which industries are youth most likely to be employed?
Which industries have the largest proportion of their workforce that are youth?
What do young workers earn and what are the best paying industry sectors?
The youth workforce, which is comprised of employees ages 14 through 21, is divided into
younger youth (14-18) and older youth (19-21), consistent with the Workforce Investment
Act. The report includes workers classified as payroll or “covered” employment, tabulated by
place of work. These workers may be employed full or part time, and may be of temporary or
permanent status. Youth who work unpaid in a family business, or who are self-employed
(such as casual lawn care workers and babysitters) are not included.
Source data for the report was supplied by the Local Employment Dynamics (LED) program,
a labor market information partnership of the U.S. Census Bureau and participating states.
The LED database includes employment covered by the Unemployment Insurance Law of
Maryland, as reported through the Quarterly Census of Employment and Wages (QCEW)
and the Unemployment Insurance (UI) wage record file. Supplemental demographic
information is derived from Census Bureau sources.
Explanation of terms:
Employment (workers) – all persons on the payroll of a firm at the beginning of the month.
Average Monthly Earnings – mean monthly earnings for all workers employed by a firm for at
least a full quarter.

OVERVIEW
Youth are an essential part of Maryland’s job market, comprising one out ten workers in the
private sector in 2005. They were employed in virtually all industries, but were concentrated
heavily in only a few. Limited education and experience, child labor laws, and less access to
transportation, help define and constrict the job market for youth. And for most, education is
their primary pursuit; work must conform to a schedule filled with school and other activities.
Their workforce is dynamic. Some youth enter and exit the labor force multiple times a year,
shifting between employers and jobs. In effect, these young people are exploring the world
of work—testing occupations and employers, discovering which ones suit their needs and
interests, and eventually building a foundation for a career.

In 2005 youth accounted for 210,303 workers out of 2,037,026 in Maryland’s private sector
economy. Nearly 58% of young workers—121,100—were older youth. In a typical seasonal
pattern, youth employment reached a peak of 235,982 during the third quarter, as summer
workers boosted the job market.
Geographically, the largest numbers of youth workers were employed in Baltimore County
(34,148), followed by Montgomery County (33,548). Together, these two Workforce Areas—
the state’s largest—claimed one-third of Maryland’s young workers. The Upper Shore (the
smallest workforce area) employed the fewest youths (6,071).
By local area, young workers represented varying shares of the workforce, ranging from
6.2% and 8.4% in Baltimore City and Montgomery County, to 14.5% and 14.8% in
Susquehanna and Southern Maryland, respectively. A number of economic and
demographic factors can affect youth job market activity and determine their percentage of
the workforce. These include the jobs available, family income, race and ethnicity, and the
education and earnings of different age cohorts.
Youth were employed in all industry sectors in Maryland, but more than half were
concentrated in just two—Retail Trade (59,523), and Accommodation/Food Services
(57,744). These divisions were the primary employers of youth in every one of the state’s
workforce areas. Only Baltimore City reported less than half its young workers employed in
these sectors, which accounted for more than six out of ten in Southern Maryland and the
Lower Shore. A distant third was Health Care/Social Assistance (15,532). Only a few youth
were employed by the smallest industry sectors—Utilities (104), and Mining (83).

The twenty-five largest subsectors for youth included employers from a variety of divisions,
most notably Retail Trade, which accounted for nine. The top employer for both age groups,
however, was Food Services & Drinking Places (restaurants), which claimed more than four
times as many total youth as the next largest subsector. The majority of youth restaurant
workers were in the younger category. Also of note was the third largest employer overall
and second largest for older youth—Administrative & Support Services—generally a source
of better paying jobs than the other top youth employers.
Major industry sectors that had the highest proportion of workers in the youth category
included Accommodation/Food Services, Arts/Entertainment/Recreation, and Retail Trade.
Though only one in ten workers economy wide was between the ages of 14 and 21, 30.4% of
employees in the sizable Accommodation/Food Services, and 19.6% in the even larger
Retail Trade industry were young workers. The relatively small Arts/Entertainment/
Recreation sector had a workforce that was 23.1% youth. These three industries provide the
type of opportunities that meet the needs of many young people—plenty of part time and
seasonal positions, and jobs requiring little experience or skill.

Average monthly earnings for young workers differed considerably among major industry
divisions and between age groups. For all industries statewide, younger youth averaged
$689 per month, and older youth $1,248. For all workers, monthly earnings averaged
$3,740. By sector, top earnings for both youth age groups were in Construction ($1,687
younger; $1,982 older) and Manufacturing ($1,137 younger; $1,846 older). While
Construction was one of the larger youth employers, Accommodation/Food Services, and
Retail Trade—with far greater concentrations of youth—posted some of the lowest earnings.
Older youth out earn their younger counterparts for a number of reasons. Better
qualifications (more education and work experience) create higher paying opportunities, and
on average, older youth work longer hours and are more apt to be employed full time and
year round than younger youth.

WORKFORCE INVESTMENT AREA YOUTH TRENDS
Youth employment and earnings patterns were similar throughout the twelve Workforce
Areas. Retail Trade and Accommodation/Food Services were the first or second largest
youth employers in all WIA’s. Healthcare/Social Assistance and Construction were also
significant job sources. These industry sectors are among the top five employers in
Maryland. The fifth, Professional/Scientific/Technical Services, is generally not a major youth
employer. Construction or Manufacturing posted the highest earnings for both age groups in
all WIA’s with the exception of Mid Maryland and the Upper Shore, where Information ranked
first for older youth. Local area wages should be interpreted with caution; in some cases
data cells represent only a few individuals.
