INCLUDES VIETNAMESE-CENTRAL, VIETNAMESE-HANOI, AND VIETNAMESE-SAIGON DIALECTS. 13. DOMINANT LANGUAGES. ONLY THE FOLLOWING THREE EXCEPTIONS ALLOW FOR ENTITLEMENT OF FLPB FOR SOLDIERS WHO ARE PROFICIENT IN A DOMINANT LANGUAGE: (1) SOLDIERS WHO HAVE A LANGUAGE DEPENDANT MOS OR SPECIALTY AND THEIR CONTROL LANGUAGE (CLANG)/PRIMARY LANGUAGE IS THAT PARTICULAR DOMINANT LANGUAGE. (2) SOLDIERS WHO ARE ASSIGNED TO A LANGUAGE CODED BILLET THAT REQUIRES THAT PARTICULAR DOMINANT LANGUAGE AND THEY ARE PERFORMING THE DUTIES OF THAT POSITION. (3) SOLDIERS WHO ARE ATTENDING OR INSTRUCTING AT PROFESSIONAL MILITARY EDUCATION (PME) OR EQUIVALENT COURSES, OTHER THAN INITIAL TRAINING, CONDUCTED IN THAT DOMINANT LANGUAGE. (A) ARMY SELECTED LANGUAGES FOR PAYMENT LIST “B” LISTED IN THE PAYMENT TABLE ABOVE WILL BE PAID AT THE PAYMENT LIST “B” (STRONGHOLD LANGUAGES) RATE. (B) SOLDIERS WHO ARE CURRENTLY RECEIVING FLPB FOR A LANGUAGE THAT IS NO LONGER ON THE LANGUAGE PAYMENT LIST WILL CONTINUE TO RECEIVE ENTITLEMENT FOR THAT LANGUAGE UNTIL THEIR CURRENT CERTIFICATION EXPIRES, WHICH TERMINATES THEIR FLPB. (C) TESTING AVAILABILITY IS LIMITED IN SOME LANGUAGES AND DIALECTS. DEFENSE LANGUAGE PROFICIENCY TEST (DLPT), DEFENSE LANGUAGE READING PROFICIENCY TEST (DLRPT), AND/OR ORAL PROFICIENCY INTERVIEW (OPI?S) MAY NOT BE OFFERED FOR EVERY LANGUAGE AND DIALECT ON THE LANGUAGE PAYMENT LISTS AND/OR DOD OTHER APPROVED LANGUAGE LIST. IF NO TEST METHOD IS AVAILABLE, THE ARMY WILL NOT AUTHORIZE FLPB IN THAT LANGUAGE. (D) SOLDIERS CAN ONLY BE PAID FOR ONE DIALECT OF A LANGUAGE. FOR EXAMPLE, A SOLDIER IS PROFICIENT IN BOTH CHINESE DIALECTS (MANDARIN AND CANTONESE), THE SOLDIER WILL ONLY BE PAID FOR ONE DIALECT. (E) SOLDIERS WHO TEST AND QUALIFY FOR MULTIPLE LANGUAGES OF A COUNTRY, REGION OR CONTINENT LISTED ON PAYMENT LIST “A” AND “B”, CAN BE PAID FOR ALL LANGUAGES LISTED. FOR EXAMPLE, A SOLDIER WHO IS PROFICIENT IN HINDI AND PUNJABI MAY BE PAID FOR BOTH LANGUAGES. THIS APPLIES TO THE FOLLOWING: LANGUAGES OF AFRICA, LANGUAGES OF INDIA, LANGUAGES OF INDONESIA, AND TURKIC LANGUAGES. THE MONTHLY AMOUNT FOR MULTIPLE LANGUAGES MAY NOT EXCEED $1000. 3.
