SUB: Projection of Spectrum Requirements for Review of NFAP-2002.
The Standing Advisory Committee on Radio Frequency Allocation (SACFA) held a
special meeting on 19TH August 2003, under the chairmanship of Secretary, Department of
Telecommunications and Chairman, Telecom Commission to address issues related to review
of National Frequency Allocation Plan-2002 (NFAP-2002) among others. In pursuance of New
Telecom Policy, 1999, the NFAP-2002 was evolved and made effective from 1 January 2002,
which formed the basis for development, manufacturing and spectrum utilization in the country.

With the proliferation of various new technologies and liberalization of telecom sector
including broadcasting, information technology and space services and the convergence of
technologies, the review of NFAP-2002 is essential for optimum and efficient utilization of this
scarce resource of RF spectrum with a view to introduce new technologies while protecting
existing operations.
3.
The special meeting decided to establish NFAP-2000 Review Committee under the
chairmanship of Shri P. K.Garg, Wireless Adviser to the Government of India, comprising of
representatives from government and private sectors and TRAI.
4.
You are requested to send your specific proposals, if any, for review and modifications of
NFAP-2002 with full justification including reasons and sharing scenarios within the overall
frame work of international Radio Regulations to the undersigned latest by 22 September 2003.

services and the convergence of technologies, need has been felt for review of NFAP-2000 for
optimum and efficient utilization of this scarce resource of spectrum with a view to introduce
new technologies as well as to protect the existing operations.
3. Accordingly, the special meeting decided to establish NFAP-2002 Review Committee under
the chairmanship of Shri P. K.Garg, Wireless Adviser to the Government of India, comprising of
representatives from government and private sectors and TRAI.

undersigned by 22nd September 2003.
