Effective November 14, 2006, Dover Township was officially renamed Toms
River Township. According to Ocean County Library’s Dover Township
Community Profile:
Before the 2000 census, considerable confusion arose from the Toms River
Census Designated Place or CDP. The Census defined the Toms River CDP
as only it the immediate downtown area…. For the 2000 census, local and
state government officials requested that the Toms River CDP be redefined.
The United States Census agreed with the proviso that a census designated
place may not have the same geographical boundaries as a municipality.
Now the new Toms River CDP is defined as all of Dover Township except for
the two small areas on the barrier island flanking the town of Lavallette and
the Dover Township section of Pelican Island.

6.
Does your community experience large fluctuations in population
during different seasons?
The coastal beaches of Ocean County are a main attraction and draw thousands of
seasonal visitors to the area each year. This is a main reason why our community
experiences large fluctuations in different seasons.
Ocean County is located 50 miles (80 km) east of Philadelphia, PA, 70 miles
(110 km) south of New York, NY and 25 miles (40 km) north of Atlantic City, NJ,
making it a prime destination for residents of these cities during the summer.
Typical of the Jersey Shore, summer traffic routinely clogs local roadways
throughout the season.
There are many varieties of tourists to the Ocean County area. They range from
day trippers who enjoy the boardwalks and walking the beaches to people who
rent houses for the entire summer.

Approximately how many home-schooled students are there in your
community?
According to Homeschooling in New Jersey,
New Jersey law states that “parents have a constitutional rite to
choose the type and character of education they feel is best suited for
their children.” To comply with this law, homeschooling parents must
insure that all children between the ages of six and sixteen receive
instruction equivalent to that provided in the public schools.

Despite its legality in our state, a variety of factors – including fear of criticism and
negative public opinion – have resulted in uneven reporting among homeschooling
families. Accurate local statistics are difficult to obtain via state or federal
educational sources.
A report issued by the National Household Education Surveys Program (NHES) in
2007 estimated the number of children aged 5-17 being homeschooled in the
United States as 1,508,000 – or 2.9% of the K-12 population. Of these,
approximately 85% (1,281,800 children) were reported as “homeschooled only” – in
other words, receiving education solely at home with no part-time enrollment in
any outside educational institution.
