Queensland Government Cabinet – November 2013 Queensland Government submission to the Royal Commission into Institutional Responses to Child Sexual Abuse Issues Paper No. 3 – Child Safe Institutions Premier 1. In January 2013, the Governor-General of the Commonwealth of Australia appointed a Royal Commission (the RC) to investigate Institutional Responses to Child Sexual Abuse and provide a final report by the end of 2015. 2. The RC will inquire into how institutions with a responsibility for children have managed and responded to allegations and instances of child sexual abuse. It will investigate where systems have failed to protect children, and make recommendations on how to improve laws, policies and practices to prevent and better respond to child sexual abuse in institutions. 3. The RC will investigate government and non-government organisations (including those currently involved with children as well as those which have been involved with children in the past), including government agencies, schools, sporting clubs, orphanages, foster care and religious organisations. 4. As part of its process to collect information the RC released an Issues Paper Child Safe Institutions requesting submissions from interested parties. The RC is concerned with child sexual abuse within an institutional context and seeks submissions about the content and effectiveness of strategies aimed at creating ‘child safe organisations’. 5. Cabinet endorsed the Queensland Government submission in response to the Royal Commission into Institutional Responses to Child Sexual Abuse Issues Paper No. 3 – Child Safe Institutions. 6.
