RESOLUTION 2008 –___
LAND DESIGN INNOVATIONS, INC. - AIRPORT AREA MASTER PLAN
AND ZONING OVERLAY DISTRICT REGULATIONS
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM
COAST, FLORIDA, APPROVING LAND DESIGN INNOVATIONS, INC.
AS THE TOP-RANKED FIRM; AUTHORIZING A WORK ORDER WITH
LAND DESIGN INNOVATIONS, INC. FOR PLANNING SERVICES
RELATING TO THE AIRPORT AREA MASTER PLAN AND ZONING
OVERLAY DISTRICT REGULATIONS; AUTHORIZING THE CITY
MANAGER, OR DESIGNEE, TO EXECUTE SAID WORK ORDER;
PROVIDING FOR SEVERABILITY; PROVIDING FOR CONFLICTS;
AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the evaluation committee, selected by the City Manager, heard proposals
from the following shortlisted firms: Kimley-Horn & Associates, Land Design Innovations,
Montgomery Consulting Group, and PBS&J; and
WHEREAS, the evaluation committee met and ranked the shortlisted firms as follows:
(1) Land Design Innovations, (1) PBS&J, (3) Kimley-Horn & Associates, and (4) Montgomery
Consulting Group; and
WHEREAS, the ranking of the evaluation committee resulted in a tie between Land
Design Innovations and PBS&J; and
WHEREAS, the City staff request City Council action in this unusual circumstance in
order to break the tie and determine the top ranked proposal; and
WHEREAS, the City Council have reviewed the written proposals and heard from
relevant City staff on this matter and have determined that Land Design Innovations, Inc. is a
more qualified firm and that, in relation to the criteria listed in the Request for
Qualifications/Proposals, their proposal exceeds the other proposals; and
WHEREAS, the City of Palm Coast is currently engaged in a contract with Land Design
Innovations, Inc. for continuing planning services; and
WHEREAS, Land Design Innovations, Inc. has expressed a desire to provide planning
services, for a fixed-fee in the amount of $94,623.00 relating to the Airport Area Master and
Zoning Overlay District Regulations, as set forth in a Work Order issued by the City; and
WHEREAS, the City Council of the City of Palm Coast desires to issue the Work Order
to Land Design Innovations, Inc. for the above referenced services.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PALM COAST, FLORIDA AS FOLLOWS:
SECTION 1. APPROVAL OF AIRPORT AREA MASTER PLAN AND ZONING
OVERLAY DISTRICT PROPOSALS RANKING. The City Council of the City of Palm
Coast hereby approves the following ranking of the Airport Area Master Plan and Zoning
Overlay District Proposals:

SECTION 2. APPROVAL OF AGREEMENT AND PROCUREMENT. The City
Council of the City of Palm Coast hereby approves the terms and conditions of the Scope of
Work for issuance of a Work Order to Land Design Innovations, Inc., as attached hereto and
incorporated herein by reference as Exhibit "A”. The procurement implemented by the subject
underlying agreement and Work Order have been accomplished in accordance with the
controlling provisions of law and the codes and ordinances of the City of Palm Coast.
SECTION 3. AUTHORIZATION TO EXECUTE. The City Manager, or designee, is
hereby authorized to execute a Work Order providing for the Scope of Work, as described in
Exhibit "A". The City Manager is hereby authorized to take any actions necessary to implement
the action taken in this Resolution.
SECTION 4. SEVERABILITY. If any section or portion of a section of this Resolution
proves to be invalid, unlawful, or unconstitutional, it shall not be held to invalidate or impair the
validity, force, or effect of any other section or part of this Resolution.

SECTION 6. CONFLICTS. All resolutions or parts of resolutions in conflict with any
of the provisions of this Resolution are hereby repealed.
SECTION 7. EFFECTIVE DATE. This Resolution shall take effect immediately upon
adoption by the City Council.
