I drove from 64th NW and Marine DR up to Kyak RD and saw a bit of water on the
road from melting snow run-off. There was some evidence of fallen trees on the
road that had been cleared. From Kyak RD over Firetrail all seemed clear to
Meridian when the gullies were starting to overflow some driveways (also from
melting snow.) Driving down 27th NE on the back side of the casino I saw a few
pond in the fields, the largest was just west of bingo but none seemed to present a
hazard. Continuing west on Marine DR from 27th the house at 1511 Marine DR NE
had it's yard flooded and there was running water over the driveway (I later learned
from Scott that this happens often at that site.) The PUD substation just east of that
spot had minor flooding of it's yard and driveway but did not seem to present a
hazard to the equipment. PUD was on site.
I talked to Ms James at the OEM and she reported no major issues that she was
aware of. The Tulalip ARC did discuss possible need of sandbags but it was
determined that none were needed at this time.

Samish properties are mostly high and dry except for my office building which is
now affected by diesel oil fumes from an old buried tank which has failed due to the
heavy ground saturation around my building only.
Responded to the Elwha in response to concern expressed by Tribal Police.
Visited Clallam County EOC to obtain update and contact information.
Opened up ElwhaEOC at 12:30am. Ensured portable generator started.
Brought cots and blankets from storage at bunker to the Tribal Center.
Contacted CERT and placed them on standby.
Observed river conditions. Briefed by Elwha Police. Contacted Dam Operator and
received information.
Observed gage level at McDonald Bridge at NOAA web site.
Determined no evacuations necessary at this time.
Ensured Dam Operator, PENCOM, County EOC and Police have my and all
appropriate phone numbers.
Left CERT on standby.
9:19, Paul B. Upper Skagit:

We closed tribe operations at 10:30 am yesterday and for the day today. This is
due to the main and (only road) onto the reservation being flooded and impassable
for standard size vehicles. Trucks etc. can get through. The water seems to be
subsiding since the rain stopping, but we will keep an eye on the situation.
