PREAMBLE The Southern Adelaide Health Service (Southern Health) was established on 1 July 2004 and brings together Flinders Medical Centre, Noarlunga Health Services and Drug and Alcohol Services of SA. The Service also maintains a close affiliation with the Repatriation General Hospital and other health services in the southern area. With 330,000 people in the region, a budget of more than $350M and about 4,000 staff, Southern Health is working towards coordination of services across the region and working cooperatively to improve the health of the community and to reduce the demand on acute hospital services. 2. SUMMARY OF THE BROAD PURPOSE OF THE POSITION The position will be responsible for inpatient and outpatient care of paediatric cases with Immunological/Allergic problems within the Southern Health region, recognizing that the 0.1-0.2 FTE role will not include any regular after hours duties and that the care of inpatients will be as part of a team rather than sole responsibility. The consultant will need to assist with, continuous quality improvement, teaching and research in Clinical Immunology and Allergy, particularly as it relates to Respiratory Medicine in Southern Adelaide, as specified by the Director of Allergy, the Head of Southern Respiratory/Allergy Service and the Head, Division of Medicine, Cardiac & Critical Care Services. The consultant will comply with the policies and directions of the Dept of Paediatrics and be sensitive to the needs of that Department. 3. REPORTING/WORKING RELATIONSHIPS Supervisor Reports to: Services Director, Division of Medicine, Cardiac & Critical Care Supervisor’s Position: Director of Allergy and the Head, Southern Respiratory Service in negotiation with Clinical Head of Paediatrics, FMC Subject Position: Immunology/Allergy Consultant Physician in Paediatric Clinical Directly: staff Clinical Immunology & Respiratory Unit trainee medical Indirectly: Nursing, clerical and allied health staff of Respiratory Unit. Trainee medical staff, nursing, clerical and allied health staff in the Paediatric Unit to the extent that they share roles in care of Paediatric patients with Immunological and Allergic disorders. Performance Appraisal: The incumbent will be required to participate in a quarterly performance appraisal. The performance appraisal will be carried out by the Director, Division of Medicine, Cardiac & Critical Care in conjunction with other senior Department staff, including Clinical Head of Paediatrics. 4. SPECIAL CONDITIONS Job and Person Specifications are reviewed regularly as part of the ongoing Performance Development process. May be required to work within other locations of the Southern Adelaide Health Service. Some out of hours work may be required. STATEMENT OF KEY OUTCOMES AND ASSOCIATED ACTIVITIES Key Responsibilities: Contributes to the effective and efficient management of the hospital’s Paediatric and Adolescent Clinical Immunology/Allergy service, ensuring the provision of professional high quality medical care by: Assisting in the function of the Respiratory Service in accordance with the vision, mission objectives, by-laws and policies of the Hospital, assist with the implementation of the Hospital’s Business and Strategic Plans as requested, particularly in the areas relevant to Paediatric Clinical Immunology/Allergy. Effectively promoting and representing the Hospital and its mission to individuals and groups within the Hospital and the Community, as required. Assisting where required with the investigation and prevention of patient incidents and complaints. Contribute to processes to improve services and patient care outcomes by: Providing a comprehensive immunology/allergy service to inpatients and outpatients inclusive of procedural investigations and treatments to ensure optimum outcomes. Supporting patients and carers in providing clear explanations to aid in the management of allergic and immunological conditions. Supporting a multi-disciplinary collaborative team approach to the case management of complex patients care In collaboration with the allergy/immunology nurses and allied health professionals to deliver patient education and ongoing support Ensuring, where additional medical problems are identified, that referral is made to the appropriate specialist(s). Taking responsibility for monitoring and reviewing the ongoing management and treatment of patients assigned to their care by active liaison with other members of the Paediatric team. This position does not require participation in Respiratory, Paediatric or General Medicine ward rosters. It is expected that the consultant will contribute to consultations on paediatric inpatients as requested by other units. Ensuring the timely documentation of the assessment, management and treatment of patients in the patient’s medical record and ensuring timely communication (written and oral) with other health care professionals, e.g. Paediatricians, G.Ps. Follow up of patients and/or their relatives where necessary within the Clinical Immunology/Allergy Unit Communicating with the relevant medical specialty unit medical staff and allergy/immunology nursing staff to arrange admission, ongoing care and follow up of patients. Communicating in writing with patients’ General Practitioners and other relevant medical staff regarding the outcomes and future ongoing management of the patient in a timely manner. Assist as requested by the Director of Allergy in the development of innovative new models of care in conjunction with the Southern Adelaide Health Service (SAHS). Contributes to processes involving teaching of pre and post graduate medical staff by: Assisting in teaching at medical student, graduate and postgraduate levels. Contributes to processes involving research by: Assist with research activities, in collaboration with the Director of Allergy, Head of Respiratory Services, Clinical Head of Paediatrics or Director, Division of Medicine, Cardiac and Critical Care Services. Assisting and complying with the processes and aims of the Flinders Human Research Ethics Committee. Contributes to processes involving quality assurance by: In collaboration with other relevant staff, ensuring that services are continually evaluated and improved by assisting in clinical reviews, quality improvement programs and using this information to compare and review outcomes. Maintaining accreditation in accordance with hospital policy in advanced CPR and emergency procedures. Contributing to the implementation of FMC’s ongoing accreditation with the Australian Council of Health Care Standards and assisting with the collection of data for Clinical Indicators. Ensures own professional development and continuing professional standards by: Participation in appropriate formal professional development programs, e.g. the RACP MOPS program Participation in regular performance review Attention to work/life balance Maintaining care of own health under supervision of own GP. Specific Clinical Duties: Clinical Immunology/Allergy: Conduct consulting clinics to optimize assessment and management of children and adolescents with allergic and immunological disorders, especially relating to respiratory medicine. In negotiation with other Immunology/Allergy staff and the Director of Allergy participate in any of the following clinical activities may be required; 1. Paediatric Allergy/immunology clinic (weekly) 2. Rapid Review Anaphylaxis Clinic (fortnightly) Supervision of Short stay admissions for: 1. Drug and food challenges 2. Venom Immunotherapy Assist in providing a timely, efficient, high-quality inpatient consulting service to the SAHS. Clinical sessions will be supported by appropriately trained nursing staff to ensure efficiency and continuous patient safety. In conjunction with Director of Allergy and Allergy CNC, and when appropriate, Clinical Head of Paediatrics and Head of Southern Respiratory service, conducting quality control activities including monitoring of waiting times, developing and utilizing KPI and clinical audits and review of protocols and procedures. Contributing to training of junior medical, nursing and scientific staff in allergy and clinical immunology. In conjunction with other Immunology/Allergy consultants supervising advanced trainees for RACP Allergy/Clinical Immunology. Assist in continuing education, professional development and continuous clinical improvement relating to clinical immunology/allergy for other members of the Southern Respiratory/Allergy Services. Using clinical sessions to encourage training of junior medical staff, General Practitioners with Special Interest (GPwSI) and collaborative consultations In conjunction with Immunology/Allergy consultants and nurses assist in research and audit relating to clinical immunology/allergy. Liaising and collaborate with other physicians in respiratory medicine in relevant research and audit. Encouraging those involved in new models of care such as GPwSI in clinical research Contributing to the development of new models of clinical care and service delivery. Respiratory Medicine: The position is not expected to contribute to the regular Respiratory Consultant roster at FMC, RGH and/or other institutions. If the consultant holds FRACP or equivalent and/or Medical Board of SA registration in Paediatrics alone, they will be required to demonstrate substantial experience/recognition in Clinical Immunology/Allergy.
