The core purpose of the IT SBU is the provision of high quality IT services to our customers, which include NSS, NHS Boards, Scottish Government and the wider Public Sector in
Scotland.
As a result of increased Demand for NSS IT services, particularly within the Health and Social
Care Integration arena, it is necessary to strengthen our relationship with our existing and new customers by the introduction of an IT Business Partner in this area.
As an ITBP you will be responsible for ensuring that our customers IT needs are understood and delivered effectively. You will support the translation of IT Demand into solutions that add value and provide best value for money.
You will be a key player in the development of the Business IT function and the planning and overall development of the IT SBU.

2. JOB PURPOSE
Fulfil role of IT Business Partner for an assigned NSS SBU, NSS Corporate Functions or strategic new business area within the IT SBU.
Provide advice, guidance and local governance on SBU / functional strategic IT demand, plans and service requirements. Monitors and manages provision of all IT SBU services to assigned IT
SBU customer base against agreed plan, cost and quality indicators.
Develop and deliver SBU or functional IT strategy and roadmap ensuring that overall IT architecture and solutions support current and future business plans and priorities for assigned customer..
Lead any dedicated Business IT Solutions Team, internal and external IT suppliers in the delivery of high quality, effective and value for money IT services targeted at meeting business need within assigned customer base.
Responsible for all aspects of the design, development, operation and management of several large scale NSS and/or National level services or software applications.
Accountable for deciding the course of action to resolve complex, contentious issues within the department area and responsible for communicating decisions to NSS senior managers.
3. DIMENSIONS
The post holder will lead a large scale / strategic department or service area within the IT SBU service delivery areas, comprising up to 35 or more staff (may be directly reporting or assigned from elsewhere in NSS IT SBU and/or third party IT suppliers).
The post holder has delegated responsibility for a revenue budget in excess of £1.0m in year.
Responsible for the design, development, operation and management of several large scale
NSS and/or National level services or software applications (may be managed directly or via other NSS IT SBU departments and/or third party IT suppliers).
Staffing may include IM&T consultants, IT Contracts Specialists, IT Programme managers, Business Analysts, IM&T Architects,
Information Governance experts, IT Developers, Testers, and IT Support Specialists/staff.
Customers include: NSS SBUs, NSS Support Functions, Scottish Gov Health Directorates, NHS Boards
(and other NHS Organisations), Local Authorities (including Council, Fire, Ambulance, Education and
Police); other partner organisations, the public, commercial organisations and research bodies. Also includes counterparts in other UK country national eHealth delivery organisations.
For new projects, a level of workforce flexibility will be required and it is expected that staff from other IT SBU service areas and from other NSS SBU’s will work jointly in short life teams, as necessary. The post-holder must manage the conflicting demands that this entails, negotiating and influencing customers in terms of timescales and deadlines.

5. ROLE OF THE DEPARTMENT
The role of the IT SBU is to support the NHS Scotland national eHealth agenda through the effective delivery of IM&T products and specialist services that will enable clinical process and efficiency improvements across Scotland. The core remit is focused on the management and delivery of IM&T services focused on the development and enablement of national level business and clinical capabilities. This includes the delivery of IM&T services, systems, data and contracts which enable cross-Board/ boundary integration, workflow, information sharing, cost efficiency realisation and collaboration.
IT SBU has of the order of 350 staff, approximately 260 based in Edinburgh and 90 based in
Glasgow where national level software application products are developed, maintained and supported. IT SBU is currently involved in over 50 projects and programmes in support of eHealth across NHS Scotland.

IT SBU works in partnership with a wide range of organisations – NSS, NHS Scotland NHS Boards,
Hospitals, Primary Care Practitioners, Community Health Partnerships, Local Authorities, Scottish
Government Directorates, Other UK eHealth agencies, and major IM&T product and service providers operating in the Scottish public sector.
6. KEY RESULT AREAS
Responsible for NSS SBU or functional IT strategy and roadmap ensuring that overall IT architecture and solutions support current and future business plans and priorities for assigned customer.
The provision of advice, guidance and local governance on SBU / functional strategic IT demand and the development of agreed IT delivery plans and service requirements for assigned customer base.
Ensure that the IT SBU portfolio of services is delivered in line with the IT SBU Service
Level Agreement and overall IT service delivery plan for assigned customer.
Liaising with business SBU colleagues to anticipate and help channel IT Demand appropriately through the IT SBU. Use this insight to contribute to development of overall
NSS IT strategy and plan.
Accountable for the technical and commercial design of major IT information systems, solutions and contracts underpinning the work of the NSS IT SBU.
Responsible for the management of the design, development, test, implementation and support of major IT information systems and solutions across the NSS.
Constantly review external sources and network with peers in the both the public and private sectors to maintain depth of knowledge in the specialist field.
Plan the multiple activities required to meet the annual objectives of the Department.
Delegate responsibilities for projects and coordinate activities within the Department and across the IT SBU. A significant part of this work will include the adjustment of individual plans across a wide spectrum of projects to avoid contention. Manage cross-project risks for strategic projects; escalate these risks and issues as required to ensure quality and progress.
Participate in the development of a set of standard operating procedures (SOPs).
Continuously review policies and procedures, implementing improvements as required.
Action performance and risk management, and monitor activities to ensure Department objectives are met.
Deal with highly complicated issues by making decisions and giving instruction, often under pressure, where no precedent exists and relevant facts and consequences may be unknown. Access to advice may be available rarely .
Develop, motivate and monitor staff within the Department to ensure that individual and collective objectives are achieved and an acceptable workplace climate is sustained.
Define training programmes for the Department and monitor staff development. Manage contentious or sensitive staff issues within the Department.
Evaluate and consolidate highly complex information and present this technically complex information to a wide range of technical and non-technical audiences in a manner which ensures understanding.
Implement IM&T investment at Department level. Manage budgets for operations and projects to deliver Department objectives. Responsible for the procurement of goods and
services required within the Department, with subsequent payment authority.

7. ASSIGNMENT AND REVIEW OF WORK and DECISIONS AND JUDGEMENTS
The Senior Department Manager (ITBP) reports to the Head of Service (Business IT).
The Head of Service delegates responsibilities to the Senior Department Manager based on annual objectives set out in the IT Business plan and appropriate timescales are agreed. The
Senior Department Manager then sets and monitors targets for staff in the Department in order to achieve them. Objectives are reviewed quarterly.
The post holder’s workload derives from the management of activities within the Department.
The Senior Department Manager is required to set priorities for activities within the
Department in order to meet these demands. He/she must apply initiative to prepare for and resolve difficulties within the Department and instigate action to prevent recurrence.
The Senior Department Manager must work closely with the other IT Managers to ensure overall IM&T objectives are met.
8. COMMUNICATIONS AND RELATIONSHIPS
Internal
Direct reporting on both an informal and formal basis to the Head of Service (Business IT) to update on key performance indicators, and the status of the Department.
Direct liaison with Director, senior managers and other department managers across the IT
SBU on implementation and business issues associated with projects and activities within the
Department.
Direct contact on both an informal and formal basis with NSS SBU / Functional Directors,
Heads of Service and other business managers to understand and discuss current issues and ongoing initiatives.
External.
Liaison with the Scottish Executive and NHS Scotland Boards and other Public Sector bodies as required.
Direct management of external consultants and 3 rd party service providers.
Alignment with respective customer business representatives specifically around management of the IT SLA
Liaison with peers in the public and private sectors to maintain depth of knowledge in the specialised field.
9. MOST CHALLENGING PARTS OF THE JOB
Balancing priorities and activities within the Department to ensure timely delivery of major IT systems and solutions while providing maintenance and support of existing business-critical applications.
Training, coaching, mentoring and managing staff to maximise potential and increase efficiency and effectiveness.
Keeping up-to-date and advising on new and emerging technologies while ensuring the strategic direction of the Department is in line with overall NHS and NSS IM&T strategies.
Ensuring stakeholder expectations are managed in this rapidly developing environment.
10. SYSTEMS
The primary responsibility of the post holder is the delivery of SBU wide Information Systems and
Development / Maintenance Services delivered to the various Functions and SBUs across NSS.
This includes planning of requirements, agreements on architectural solutions and the oversight of delivery to end-customers.
Current national level systems under NSS Business IT management include ( but not restricted to) all practitioner payment / control systems, all blood product related control systems, epidemiology monitoring systems, logistics management systems, clinical / business information analysis systems and general business admin systems. The post holder ensures that all IT SBU provided services match NSS customer requirements and are delivered in line with all architectural, commercial, security, patient and other data confidentiality requirements, as well as meeting audit and other service quality review targets.
Responsible for the design, development, test, implementation, maintenance and support of major IT information systems and solutions across the agency incorporating: operating systems (e.g. Unix, Linux and NT); database and warehousing software (e.g. Oracle, SQL
Server); web technologies (e.g. JSP, ASP, Java, Apache and Tomcat); web services monitoring (e.g. Big Brother and Nagios); Business Information software (e.g.
BusinessObjects, Crystal Reports); communications infrastructure (e.g LANs, WANs and associated security hardware); desktop application support (e.g. Microsoft Office suite), backup and recovery procedures (e.g. Commvault) and Helpdesk support (e.g. Assyst).
Use of NSS financial reporting systems to monitor budgets and to provide transparency of
national level IT spending to Scottish Government and eHealth governance groups across
Scotland. Use of national level procurement systems as required to manage IT systems purchasing and payment transactions.
Ensure staff work, store and transmit data in accordance with data protection, freedom of information and confidentiality principles.

13. KNOWLEDGE, TRAINING AND EXPERIENCE REQUIRED TO DO THE JOB
Educated to degree level with an appropriate postgraduate qualification in an IT, Business
(e.g. MBA) or other technical / management discipline, or equivalent experience (at least 8 years in IT role).
The Senior Department Manager must have at least 3 years experience as technical authority within the specialist area, and at least 3 years’ experience working in a management role within Information Technology. A strong commercial background / experience in a technical environment is also highly desirable.
A working knowledge of NHS infrastructure and/or systems is highly desirable.
The Senior Department Manager will have excellent communication and interpersonal skills and will have the ability to effectively lead and motivate staff. The ability to liaise effectively with senior internal NHS managers and senior external managers is essential.
Proven customer facing skills and the ability to work well under pressure are also essential qualities for the post.
