1. LOAD---Option for DC/AC Load

Light Source White Light Emitting Diode (W-LED)/CFL
The LED solar lighting system should be designed to operate for average 10 hours a
day, under average daily insolation of 4.5 kWh /sq.m. on a horizontal surface.
Light Output 900 lumens or more will be preferred.

2. PV MODULE—Crystalline or Poly-crystalline module


The power out put of the PV module .: 16.4 Volt to 48Volt loading voltage.
The terminal box on the module should have a provision for opening for replacing
the cable, if required.
3. BATTERY---Battery should conform to latest BIS/International standards



2 V high current battery units
At least 75 % of the rated capacity of the battery should be between fully charged &
load cut off conditions.
Low maintenance/maintenance free battery
4. ELECTRONICS—Standard systems

The total electronic efficiency should be at least 80 %.

Electronics should operate at 12 V and should have temperature compensation for
proper charging of the battery throughout the year.
The light output should remain constant with variations in the battery voltages.
Necessary lengths of wires / cables, switches suitable for DC use and fuses should
be provided.


5. ELECTRONIC PROTECTIONS--- For batteries, modules and ECU




The system should have protection against battery overcharge and deep discharge
conditions.
Fuses should be provided to protect against short circuit conditions.
A blocking diode should be provided as part of the electronics, to prevent reverse
flow of current through the PV module(s), in case such a diode is not provided with
the PV module.
Full protection against open circuit, accidental short circuit and reverse polarity
should be provided.
6. MECHANICAL COMPONENTS— For batteries, panels, lighting



Metallic frame structure (with corrosion resistance paint) to be fixed on the roof of
the building to hold the SPV module. The frame structure should have provision to
adjust its angle of inclination to the horizontal between 0 and 45, so that it can be
installed at the specified tilt angle.
It should be possible to mount the light source on a wall or ceiling or hang it from the
ceiling in a stable manner.
Acid proof corrosion resistance painted battery racks should be provided.
7. OTHER FEATURES— Operation schedule, autonomy





The system should be provided with protection against overcharging and deep
discharge condition of the battery.
Provision for data collection, computer interface with real time data accessibility
option through internet.
Provision for 5 days autonomy.
Provision for daytime operation through panels.
Automatic switch for dusk-to-dawn operation under average daily insolation of 4.5
kWhr/m2/day.
8. QUALITY AND WARRANTY— For PV Panel and BOS



Components and parts used in White LED based solar lighting systems should
conform to the latest BIS / international specifications, wherever such specifications
are available and applicable.
The PV module will be warranted for a minimum period of 15 years from the date of
supply and the White LED solar system will be warranted for a period of at least 5
years from the date of supply.
The sealed maintenance free battery should be warranted for a period of atleast two
year.The lead acid flooded type battery or VRLA battery should be warranted for a
period of 5 years.
9. DOCUMENTATION— Hard as well as soft copy

An Operation, Instruction and Maintenance Manual must be provided.
Terms & Conditions.
1. The rates should be quoted along with specifications and supporting documents (technical details and
brochures, etc.).
2. Quotations should be accompanied byi. A call deposit (earnest money) amounting to Rs. 5,000/- pledged in favour of the Registrar, Tezpur
University, payable at Tezpur.
3. Quotation for each category/departments if applicable should be given in separate covers.
4. The rates should be exclusive of taxes and applicable tax % should be clearly indicated.
5. The University is exempted from Custom & Excise duty.
6. Terms and Conditions of supply should be clearly indicated in the quotations.
7. The supplier should be in a position to deliver and install the ordered items within the stipulated time
mentioned in the supply order.
8. Items must be delivered at Napaam campus of the University at the cost of the supplier.
9. The rates should be valid at least for a period of six months.
10. Lowest quotation will not be sole criteria for qualification/selection.
11. Proprietary items should be quoted with sole Manufacturer’s/ Distributorship’s certificate.
12. The University reserves the right to accept or reject any or all the quotations without assigning any
reason.
13. Applications clearly stating the Quotation Notice No. & Date should be submitted to the Registrar for
release of call deposit/earnest money against unaccepted quotations.
14. No separate tender paper will be issued from the office; one should only download the specifications from
the web site.
15. Successful bidder(s) has to submit 10% bank Guarantee in case of advance payment through LC/Foreign
Draft/Wire Transfer which will also be retained as Security for the warranty period of not less than (01)
one year.
