Full Planning Permission – Extension (in a Conservation Area)

Proposal:
New glazed roof enclosure over existing access stairway to serve the
second floor flat.
1. Features of the existing site.
The house is c.150 years old and built of London stocks with
white painted sash windows and simple rendered features.
To the top is a rendered parapet wall. The roof is a flat roof
hidden by the parapet at the front, but showing a V-shape
with railings at the rear.
2. Access
Internal access to the roof is from the existing staircase
located next to the bedroom within the second floor flat.
3. Layout
The proposed glazed enclosure allows safe access to the existing flat
roof. Contained within it there is a small platform at the top of the stairs
and safety railings around the opening. There is a door out onto the
flat roof and a single window for ventilation if required. A shallow
sloping roof minimizes the height of the structure. The enclosure is
located in the middle of the flat roof and away from either the front or
rear elevations.
4. Scale / Appearance
The proposed new glazed roof enclosure will not be visible from
the street or from neighbour’s properties. There is no change
visible within the conservation area. Photos accompanying this
application show all potential views locally within the
conservation area.
It is a small scale addition and we have been careful to minimize
the height of the structure. As a result the entire structure is flat
roofed and of the minimum height required for easy access.
There are several similar enclosures at roof level within the
immediate terrace. At No 64 there is a similar structure shown in
the accompanying photos. No 62 has a wooden boarded
structure painted white serving the same purpose.
Both of these two structures are taller than our proposals and
the roof scene is shown on drawing 66PRI/1213/001.
Our proposals are for a white painted frame with glazed infill
panels. The flat roof will be of grey painted grp. The enclosure
will be constructed from Andersen window panels as detiled on
the companies website:

5. Landscaping

6. Heritage Assets
The property forms part of the Norland conservation area.
It is felt that there is no impact on the conservation area and that
the proposals do not contravene any of the council’s policies for
conservation areas.
7. Street-view and Precedent for this type of development at neighbouring
properties.
The proposed roof enclosure is already present on most of the houses
in the immediate terrace in Princedale Road.
The roof line in this area is already a varied collection of piecemeal
extensions. Our proposed extension would add to this roof line and is
not visible from the street.
There is no alteration in the street-view in the CA as the proposed
room is not visible from the ground.

The Council’s own Unitary Development Plan (adopted May 25th 2012)
This document outlines when the council may resist unsuitable roof extensions.
The grounds given are:
a) There is significant overlooking of properties or gardens.
b) If the roof structure is not to a satisfactory design, would visually intrude or
would harm the street scene.
We would like to point out that there will be no overlooking of gardens or of other
properties and that we have endeavoured to reflect the existing roof enclosures in
the detail of our own design. The enclosure is located in the middle of the roof
well away from either the front or rear elevation and is a replacement for an
existing roof hatch.
