Purpose
Reference:
To ensure safe and proper vehicle operation for vehicle operators and occupants
utilizing Suncor-provided transportation both on and off site.
This rule applies to Suncor employees, contractors, suppliers, vendors, and
visitors operating vehicles on Suncor Energy Inc., Oil Sands lease operations.
This rule applies to all Suncor employees, contractors, suppliers, vendors, and
visitors utilizing Suncor Energy Inc., Oil Sands provided vehicles or
transportation off site.

Application Unless otherwise required in this rule which may exceed legislated or regulatory
requirements (e.g. seat belt & cell phone use) the following apply:
All Alberta provincial rules of the road shall apply to operating, utilizing or
occupying vehicles or Suncor provided transportation on the Suncor Oil Sands
main plantsite roads.
All provincial, state or international traffic safety rules shall apply to operating,
utilizing or occupying Suncor provided transportation off site.

Definitions
A "main plantsite road" refers to any thoroughfare where access to more than
one business unit or work area is permitted for the purpose of operating or parking
of vehicles. (See Appendix I).
“Suncor provided transportation” refers to any and all modes of transport
required or approved for use and/or insured directly by Suncor, including but not
limited to aircraft, motor coaches, yellow buses, taxis, rental and leased vehicles,
etc.
Senior management represents the vice presidents and their direct reports, namely
departmental directors, general managers and managers.

Enforcement
4.1

Traffic violations that vary in severity are subject to progressive discipline up to and including
termination of employment (see Appendix II).

4.2
The direct supervisor/manager or contract coordinator is accountable to follow up and provide
corrective feedback immediately upon being notified of infraction.
4.3
Senior Management shall ensure a review system is in place to monitor traffic safety
infractions in their respective business units.
4.4
If more than one rule is violated during a single incident:

The most serious transgression will be actioned via the disciplinary process

The incident will be treated as a single traffic violation

Corrective action will be administered as follows:
4.5.1
Suncor Employees (CEP and Staff) – The employee’s immediate supervisor is
responsible for administering the appropriate corrective action.
4.5.2
Contractors – The Suncor Contract Coordinator (vehicle pass authorizer) is
responsible for notifying contract company management. This notification must
include the details of the violation and the required corrective action.
4.5.3
Visitors – The Suncor Department Manager that authorized the visitor’s vehicle
pass is responsible for notifying the visitor’s company management. This
notification must include the details of the violation and the required corrective
action.
All corrective actions must be documented.

5.1

Rules of Conduct - all areas
5.1.1
All posted speed limits and traffic signs will be observed and the right of way
yielded to pedestrians.
5.1.2
All motor vehicles, operated on main plant roads, shall meet the Department
of Transport, Province of Alberta Mechanical certification standards.
5.1.3
The wearing of seat belts where provided is mandatory in all vehicles and
Suncor provided transportation, at all times, both on and off site.

5.1.4
All licensed vehicles shall only be driven by operators who have a valid driver's
license for that class of vehicle.
5.1.5
Vehicles and mobile equipment used on site shall only be driven and/or operated
by those with specialized licenses, certificates or have obtained training and
demonstrated competency to operate the equipment. Documentation must be
made available upon request.
5.1.6
Prior to operating vehicles &/or mobile equipment, the operator must complete a
visual inspection of the vehicle/equipment and the surrounding areas to ensure
that the vehicle/equipment is in safe operating condition and that no worker is
endangered when the equipment is started up.
5.1.7
In the event of an incident, vehicle collision or traffic violation on or off site, the
vehicle operator must ensure that they notify their supervisor and participate fully
in providing information necessary for insurance and investigation purposes.
5.1.8
The maximum number of persons permitted in a motor vehicle will be one per
seat belt available, and no passengers will be allowed to ride in a truck box.
5.1.9
Headlights or running lights must be turned on when operating a vehicle on plant
site. Headlights (including taillights) shall be turned on ½ hour before dusk until
½ hour after sunrise or during conditions of poor visibility e.g. smoke, fog and
rain.
5.1.10
A bus will not be passed when the four-way flashers are activated during
passenger loading and unloading.
5.1.11
Motorcycles and off-road vehicles are not allowed on Suncor main plant site
roads.
5.1.12
All slow moving vehicles must comply with the Department of Transport,
Province of Alberta requirements, and all requirements identified on the Business
Unit safe work permit.
5.1.13
Back-up alarms are mandatory on all vehicles over 5 tons.
5.1.14
Smoking shall not be permitted in Suncor owned or leased vehicles, except in
designated Mine and Tailings areas. Smoking may be allowed in these vehicles
only when there are no passengers.

5.2

5.1.15
Smoking will not be allowed in contractor vehicles except in designated areas.
5.1.16
Personal identification cards will be visibly displayed or readily available at all
times.
5.1.17
Passengers only on Suncor business may occupy Suncor provided transportation
on or off site.
5.1.18
The right of way shall be given to Heavy Haulers at all times as well as
Emergency Response vehicles with emergency lights flashing.
5.1.19
A revolt system specifically designed with male/female plugs that are connected
together must be used to boost a vehicle battery.
5.1.20
All motor vehicles required to enter permitted work areas of the plantsite shall be
equipped with a fire extinguisher that is certified (as per Alberta Fire Code Part
6.2) and up to date, installed and easily accessible for emergency use.
5.1.21
Motor vehicles with permit/pass for access to Business Unit Administration areas
only are exempt from the fire extinguisher requirement. These include Suncor
Class A, B, & C permits/pass, contractor (blue) and visitor vehicle (light green).
5.1.22
Restricted areas will require proper motor vehicle authorization prior to entry.
5.1.23
Mining areas and posted Extraction areas require amber revolving/flashing lights
and buggy whips. Buggy whips must be twelve feet in height from ground level.
5.1.24
Material will only leave the plantsite under the authority of a valid Material Gate
Pass or appropriate Bills of Landing.
Additional Off Site Requirements
5.2.1
Employees required to drive or operate licensed vehicles off site must be
appropriately licensed for the class and type of vehicle being operated.
5.2.2
All vehicle operators and occupants shall obey all laws and safety requirements in
the jurisdiction they are traveling whether it is by air, ground or water, unless
otherwise indicated.

5.2.3
Reference:
Employees have an obligation to declare their ineligibility to drive, in the event that
their license to drive off site has been suspended or expired.
5.3 Use of cell phones and Hands Free Devices
5.3.1
Hand held cell phones &/or hands free devices will not be used while operation any
vehicle on or off the Suncor Site.
5.3.2
A Suncor issued hand held cell phone &/or hands free devices will not be used
while operating any privately owned vehicle on or off the Suncor site.
5.3.3
Cell phones are strictly prohibited in and around all Upgrading Operating areas and
Facilities, in Extraction plants 4, 16, 87 and IPS and while refueling vehicles.
5.4 Use of Personal Electronic devices
5.4.1
Personal Electronic devices like satellite radio, I Pod etc... that are used to listen to
music through the installed sound system of vehicles are allowed at the discretion of
the area VP. The use of headphones and inserts into the ears for purpose of listening
to music is prohibited.
5.4.2
The usage and/or operating of portable electronic devices, for any other purpose
excluding 5.4.1, while operating any Suncor vehicle or mobile equipment, is strictly
prohibited.
5.4.3
These restrictions do not apply to Suncor issued 2 Way Radios.
5.5 Loads, Cargo, and Trailer Rules - Rules for all areas

5.5.1
All loads will be properly secured to the appropriate racks, cages or decks on vehicle
and/or trailers during transportation.
5.5.2
General trailer safe towing practices will apply. To ensure load security these practices
will include, but not be limited to:
•
Safe trailer axle weight limits
•
Identification of safe connecting points for towing
•
Hitch systems with safety chain, such as a pintle or ball hitch
•
All vehicle or trailer loads will display the proper illumination/reflective markings
for indication of the length and height of the load

5.5

Reference:
Trailers hauling scaffold material must comply with LMS0071A.
Transportation of Dangerous Goods (TDG), Containers for Flammable &
Combustible Liquids - Main Plant Site Roads
5.5.1
Any carrier transporting or shipping dangerous goods between areas on site shall
affix the appropriate TDG placarding as per the 500kg rule except in the case of
mobile welding equipment and transporting radioactive materials.
5.5.2
Mandatory placards/labels are required for Class 1 (explosives), Class 2.3
(corrosives), Class 2.4 (poisonous), Class 4.3 (flammable when wet), Class 5.2
(organic oxidizer), and Class 7 (radiation).
5.5.3
Compressed gas cylinders (CGC’s) transported as cargo, must be upright with
valve closed, secured and capped regardless of volume.
5.5.4
Propane and Oxygen cylinders are not transported together.
5.5.5
Propane must not be stored inside cabinets after transportation.
5.5.6
Welding and Service Vehicles carrying CGC's within an enclosed cabinets/
compartments shall meet criteria as listed in LMS0005A.
5.5.7
Portable containers for flammable and combustible liquids (jerry cans) with a
capacity of 25 litres (5 gal) or less will be of metal construction and conform to
CAN/CSA B376 (plastic jerry cans/containers are not allowed).
5.5.8
Portable jerry cans shall be removed from a motor vehicle prior to filling. (Proper
grounding protocol to be followed).
5.5.9
CGC’s and jerry cans shall remain outside of passenger compartments at all
times.
5.5.10
Gasoline or diesel fuel transported in slip tanks (tanks mounted in the bed of pickup trucks) with a capacity of 454 L (100 gal) or less must be designed,
constructed, filled and closed so that under the normal conditions of handling and
transporting no leakage will occur. TC 57 (CAN/CSA B620 - 1987).
5.5.11
Plastic box liners are not to be installed between the slip tank and frame
(electrostatic grounding properties are removed).

5.5.12
Reference:
Containers permanently installed on service vehicles for the transportation of
flammable or combustible liquids, and having a capacity of 2500 litres (500 gal)
or less, will conform to ULC - Subject C142.13:
"A cargo tank that is not permanently attached to or integral with a vehicle chassis
will be secured by turnbuckles or equally efficient securing devices for drawing
the tank down tight on the frame. Anchors, stops, or other means will be provided
to prevent relative motion between the tank and the vehicle chassis when the
vehicle is in operation."
5.6
Unattended Vehicles
5.6.1
It is strongly recommended that all unattended personal and light duty vehicles
not be left running while on site.
5.6.2
All unattended vehicles/mobile equipment will not be left running unless the
equipment is secured against unintentional movement by an effective method of
immobilizing the equipment such as applying the park brake, wheel chalks, etc.:
5.6.2.1 Vehicles with automatic transmissions will be left in “PARK” position
5.6.2.1 Vehicles with manual transmission will be left in “NEUTRAL” position

All discipline of Bargaining Unit Employees (CEP) at Oil Sands will be carried out in accordance with the Interactive Management guidelines for
progressive discipline.

Note:
Speeding violations will be looked at on an individual basis. The actual speed versus the speed for the zone will
help determine the final severity. Driving 15 km/hr over the speed limit in a 15 km/hr zone will be looked at
differently then driving 15km/hr over the speed limit in a 70 km/hr zone.
