The proceedings of the 121st State Level Review Meeting for the year
ended March, 2009 held on 25th June, 2009 were circulated to all the
members on 22.07.2009.
No comments/amendments have been
received from any member. The House is, therefore, requested to

FOLLOW-UP ACTION ON DECISIONS TAKEN IN LAST MEETING :
2.1
Setting up of Rural Self Employment Training
Institutes (RSETIs)
The process of setting up of RSETIs in Gujarat State has gained
momentum. As informed in last SLBC meeting, Dena Bank established
two more RSETIs - one in Ahmedabad district at Ahmedabad and
second in Banaskantha district at Palanpur in June, 2009.
Bank of
Baroda established one more RSETI at Alipura in Vadodara district on
29.06.2009.
At present, there are 17 RSETIs established in 17 districts out of 26
districts in Gujarat, as under :

Proposed plan for RSETIs in remaining 9 districts
Dena Bank will establish 1 RSETI in Patan district before 30.09.2009. As
informed, Bank of Baroda will establish 5 RSETIs during the year 200910 (Anand and Narmada districts by September, 2009. Valsad district by
December, 2009 and Bharuch and Navsari districts by March, 2010).
However Bank of Baroda may apprise the House about their
planning to establish RSETIs in remaining 3 districts, viz. Dangs,
Dahod and Tapi.
The Ministry of Rural Development, Govt. of India vide letter No.I12011/18/2009-SGSY-Credit dated 12.06.2009 addressed to Smt. Usha
Thorat, Deputy Governor, Reserve Bank of India (forwarded to SLBC by
Dy. General Manager, RPCD, RBI, Mumbai vide letter dated 25.06.2009)
has drawn the attention to Chapter - II, Para - IV (Point-3) of RSETI
guidelines, reading as under :
"In situations where the land transfer is likely to take time due to lengthy
revenue procedures, the Banks may start functioning immediately from
hired premises. Rent for hiring of premises may be borne upto a
maximum of Rs.10.00 lakh, for a period not exceeding three years, out of
the Rs.1.00 crore grant of Government of India.
It is, therefore, requested that banks who have submitted proposal for
construction of RSETIs may make all efforts to start the functioning of
RSETIs from hired premises immediately, pending completion of
construction of the RSETIs."
As regards allotment of land by State Government for setting up RSETIs,
the land has been allotted in following 9 (nine) districts by the concerned
District Collector in favour of Rural Development Department, till
10.08.2009.

In this context, we may mention that as per the guidelines for "RSETI"
forwarded by Ministry of Rural Development, Govt. of India, it is
mentioned in Para No. II (b) - iii in Chapter - II that "Land for setting up
the RSETIs will be allotted to the concerned banks, free of cost, by the
State Governments."
The Commissioner & Secretary, Rural Development Department, Govt.
of Gujarat vide letter No.CRD/SGSY/821/09 dated 11.02.2009 had
referred the matter to the Joint Secretary (SGSY-Training), Ministry of
Rural Development, Govt. of India stating that as per the provision of
Land Revenue Rules of Govt. of Gujarat, the Government land cannot be
transferred or allotted to a Bank or any Private Organisation, free of cost.
It can only be allotted to the Bank on payment basis as per prevailing
market price of the land. Thus, it would be difficult to transfer
Government land free of cost to the Banks for establishing RSETI as
provided in the guidelines.
It was suggested by Govt. of Gujarat to Govt. of India that instead of
making a provision for transferring land free of cost to the Bank, an MoU
can be made between Govt. of Gujarat (Rural Development Department)
and the Bank concerned in this regard and bank can construct building
and infrastructure thereon, so that the RSETI project can be carried out
without any legal issue.
The Govt. of India, Ministry of Rural Development vide letter F.No.I12011/19/2008-SGSY (Credit) dated 19.02.2009 have informed that they
have no objection to the said proposal for having an MoU between Rural
Development Department of Govt. of Gujarat and the concerned bank for
provision of land by the State Government to the bank for constructing
infrastructure for running RSETI project, if the same is agreeable to the
concerned banks. These matters are to be decided in State SLBC.
Accordingly, the said matter is put up in the SLBC meeting. In the
meantime, we have received a draft of MoU between Rural Development
Department, Govt. of Gujarat and RSETI prepared by the RDD vide letter
No.CRD/SGSY/MoU-3405/09 dated 24.08.2009 from the Additional
Commissioner, Commissionerate Rural Development, Gandhinagar with
a request to send our valuable suggestions, so that necessary
corrections can be made and the file can be submitted to Revenue
Department, Govt. of Gujarat for final approval.

In this context, we propose to set up a small committee consisting of
representatives from three major Banks viz. Dena Bank, Bank of Baroda
and State Bank of India and Rural Development Department, Govt. of
Gujarat which will study the contents of MoU in consultation with the
Legal Department of respective Banks to arrive at a common view on
MoU.
House is requested to deliberate on the said matter.

Financial Literacy and Credit Counselling Centres
(FLCCs)
At present, there are 29 FLCCs established in 24 districts, out of 26
districts in Gujarat, as per following details :

* Out of 12 lead districts of Bank of Baroda, it has opened 12 FLCCs in
its 10 lead districts (Valsad - 2 and Surat - 2) and remaining 4 FLCCs are
opened in other than its lead districts viz. Jamnagar, Patan, Mehsana
and Amreli.
Dena Bank established one more FLCC in Gandhinagar district on
30.07.2009 as assured in the last SLBC meeting.
There are 2 FLCCs in some districts. Bank of Baroda has established 2
FLCCs in Surat and Valsad districts, whereas there are 2 FLCCs in
Jamnagar (one by Bank of Baroda and second by State Bank of India)
and Amreli districts (one by State Bank of India and second by Bank of
Baroda).
It was informed by Bank of Baroda in last SLBC meeting that they will set
up FLCC in Dangs and Tapi districts before the end of July, 2009.
Hence, Bank of Baroda is requested to apprise the House regarding
further developments in the matter.
2.3
Increase in exemption limit for Stamp Duty from
present level of Rs.1.00 lakh to Rs.5.00 lakh for the
loans under various Govt. Sponsored Schemes
The Commissioner & Secretary, Cottage & Rural Industries, Govt. of
Gujarat vide letter No.CCI/SLBC/Chh-1/201/09 dated 19.02.2009 has
informed to the Principal Secretary, Revenue Department that the
Commissionerate of Cottage Industries has enhanced loan limit from
Rs.3.00 lakhs to Rs.5.00 lakhs in “Vajpayee Bankable Scheme” as also
maximum loan limit is Rs.25.00 lakhs in case of “Jyoti Gramodhyog Vikas
Yojana” and “Prime Minister’s Employment Generation Programme”.
Therefore, it becomes essential to increase stamp exemption limit
as proposed by SLBC for the proper implementation of the
programme. This matter is pending with Revenue Department for
last 2 years, and requested for expediting the matter.
The Dy. Secretary, Revenue Department vide letter dated 24.04.2009
informed SLBC that they have sought certain information from the Suptd.
of Stamps vide their letter dated 28.07.2008 and in turn Suptd. of Stamps
has been provided with the required details by SLBC vide letter dated
12.11.2008 (which was reportedly not received by them) and same has
again been sent to the Principal Secretary, Revenue Department by
SLBC vide letter dated 06.05.2009 for further necessary action.
SLBC vide letter dtd. 29.8.2009 has once again taken up this mater with
the Principal Secretary, Revenue Department, Govt. of Gujarat.
The Revenue Department is requested to apprise the House
regarding further developments in the matter.
2.4
Penalty charged by RTO in case of Tractor seized by
the Banks and selling them off for recovery of dues
by action - Transfer of Tractor in the name of
purchaser is treated at par with the Commercial sale
of vehicle
As informed in last SLBC meeting, the Jt. Director of Transport, Gujarat
State, Gandhinagar vide letter dtd. 30.12.2008 has advised that proposal
for simplification of tax for the tractor seized by banks, is under active
consideration of Govt. of Gujarat and necessary proposal for the same
has already been sent to the Government.
The said matter is pending since 110th SLBC meeting held on 29.9.2006.
This matter is taken up with the Secretary, Ports & Transport, Govt. of
Gujarat by SLBC vide letter dtd. 13.11.2006 and follow-up in the
subsequent SLBC meetings.
Lastly the SLBC, vide letter dtd. 29.6.2009 and 31.8.2009 has followed
up the same with the Jt. Director of Transport, Office of the Transport
Commissioner, Govt. of Gujarat.
Hence, the representative from the Ports & Transport Department,
Govt. of Gujarat is requested to apprise the House regarding
developments in the matter.
2.5
Setting up of a Small Cell for monitoring the
progress under MoUs signed during Vibrant Gujarat
Summit, 2009
As advised during the course of 120th SLBC meeting by Chief Secretary,
Govt. Of Gujarat, the SLBC took up the matter with the Principal
Secretary, Industries & Mines Department of State Govt. vide letter dated
06.05.2009 to set up a small group consisting of representatives from few
major Banks and SLBC and to convene a meeting at the earliest to work
out modalities to monitor the progress under MoUs signed during Vibrant
Gujarat - 2009.
In response, a communication from Industries Commissionerate was
received desiring the contact details of major banks, which has been
provided by SLBC on 03.06.2009 for further necessary action.
This matter has again been followed up with the Principal Secretary,
Industries & Mines Department, Govt. of Gujarat by SLBC vide its letter
dtd. 29.8.2009 to convene a meeting of said Cell to monitor the progress
under MoUs signed during Vibrant Gujarat Summit, 2009.
The representative from Industries & Mines Department, Govt. of
Gujarat is requested to apprise the House regarding further
developments made in this regard.
2.6
Proposal to RBI to allow Village Computer
Entrepreneurs (VCE) as Business Correspondents
In the 120th SLBC meeting held on 24.03.2009, it was suggested that
State Govt. may submit a proposal to RBI to allow VCE as Business
Correspondents. This issue was also discussed in last SLBC meeting
held on 25.6.2009.
It was informed by the Principal Secretary,
Panchayat, Rural Housing and Rural Development Department, Govt. of
Gujarat that they will send a proposal to RBI to allow VCE, appointed by
the E-Gram Vishwagram Society set up by Govt. of Gujarat, as Business
Correspondent.
SLBC vide letter dtd. 29.8.2009 has once again taken up this matter with
the State Government.
The representative from Panchayat, Rural Housing and Rural
Development Department, Govt. of Gujarat is requested to apprise
the House regarding the latest position in the matter.

Levying services charges to NREGA / NOAP
Accounts - Formation of Working Group on Financial
Inclusion
As suggested by the Chief Secretary, Govt. of Gujarat in the 120th
meeting of SLBC held on 24.03.2009 , a Working Group under the
Chairpersonship of the Principal Secretary, Rural Development
Department, GoG has been formed consisting members from concerned
departments of State Government and major banks operating in the
State, as under :

NREGP and NOAP payments and how both these programmes
could be utilised in speeding up the pace and quality of Financial
Inclusion.

Biometrics / Smart Card of the Government for integrating the
banks requirements.
3.
To look into finer technological issues, operational details, cost
factor and cost sharing.
Accordingly, the meetings of Working Group under the Chairpersonship
of Principal Secretary, Rural Development Department, Govt. of Gujarat
have been convened at Gandhinagar on 26.05.2009 and 11.08.2009.
The group report is under final shape and the same will be placed before
the House, if it is ready.
AGENDA No.3
3.1
Need for expansion of banking network in the
Country towards the areas that remain un-banked or
under-banked
SLBC is in receipt of a letter No.15/3/2009-Dev dated 18th August, 2009
from the Department of Financial Services, Ministry of Finance, Govt. of
India which is addressed to the CMDs of all SLBC Convenor Banks,
giving the reference of the Budget Speech 2009-10 of Hon'ble Finance
Minister, Govt. of India regarding the need for expansion of banking
network in the Country, has stated as under :
"Despite the expansion of banking network in the Country, there are still
some areas that remain under-banked or un-banked. A Sub-Committee
of State Level Bankers' Committee (SLBC) will identify such areas and
formulate an action plan for providing banking facilities to these areas in
the next 3 years."
It is requested by the Ministry of Finance to identify the under-banked /
un-banked areas of State and take steps to ensure the under-banked
areas approach the national average in terms of Average Population Per
Bank Branch. Also, in un-banked areas, after due identification, steps
may be taken for opening of a bank branch of the Lead Bank of the
district or of the RRB duly following RBI guidelines. Appropriate use of
Business Correspondent (BC) / Business Facilitator (BF) may also be
made to reach the remote areas in under-banked and un-banked areas.
It is suggested that a Special Sub-Committee of the DCC may be set up
for providing banking services in these areas as recommended by the
Committee on Lead Bank Scheme of the RBI.
It has been proposed in the Budget 2009-10 to set aside Rs.100 crore
during the current year as one time grant-in-aid to ensure provision of
atleast one centre / Point of Sales (PoS) for banking services in each of
the un-banked blocks in the Country.
It is requested to take necessary action of preparing a roadmap for SLBC
in the State in order to achieve total Financial Inclusion, duly addressing
issues of un-banked and under-banked areas as outlined above, with a
target of covering most of the under-banked areas with atleast one
branch of the Lead Bank or the RRB, by 31.03.2010.
Coverage of under-banked / un-banked areas should be a regular
agenda item in every quarterly meeting of the SLBC / DLCC and a
summary report of which should be sent to the Ministry of Finance,
Department of Financial Services on a regular basis as per prescribed
Annexure - B & C.
In this context, we would like to inform the House that the matter
regarding un-banked blocks in Gujarat State was taken up in the 120th
and 121st SLBC meetings. The SLBC Secretariat had collected the said
information from all the 26 Lead District Managers in Gujarat and it is
reported that there is no such un-banked block in Gujarat. Each block in
the districts is having the branch of Commercial Bank / Regional Rural
Bank. However, recently the SLBC Secretariat had carried out the
mapping of bank branches in all the districts with the help of
"Bhaskaracharya Institute for Space Application & Geo-informatics
(BISAG)", Gandhinagar and there are 405 villages in 14 districts of
Gujarat, which are without bank branch in the radius of 15 KMs, as per
following details, which may be termed as under-banked areas :

The House is requested to deliberate on the said matter. We propose for
further course of action, as under.

discuss the Branch expansion in under-banked areas.

The Sub- Committee may convene the meeting of RRBs & Lead
Banks to take stock of the developments and put up the same
before SLBC for discussion.
The Sub-Committee of DLCC to be constituted and time frame to
be decided for identification of under-banked areas / centres.

3.2
Loans to Denotified Nomedic Tribes (DNTs)
A National Commission for Denotified Nomadic and Semi-Nomadic
Tribes (NCDNSNT) was constituted by the Government of India, in
November 2003, to specify the economic interventions required for
raising the living standards of Denotified, Nomadic and Semi-Nomadic
Tribes by asset creation and self-employment opportunities. The
Commission submitted its report on July 2, 2008 containing a total of 76
recommendations. The Commission has considered no distinction
between nomadic and semi-nomadic tribes, on grounds that the
differences were largely theoretical, and has clubbed the two groups
together as Nomadic Tribes.
The Commission has indicated that roughly about 10 per cent of the
country's population is Denotified (about 150 Tribes) and Nomadic (about
500 communities). It has also observed that while Denotified Tribes are
not largely settled, the Nomadic communities continue to be largely
nomadic in pursuit of their traditional profession. Further, a large number
of Denotified Tribes and Nomadic Tribes (DNTs) are now listed in either
of the three categories viz. SCs, STs and OBCs, and some still do not
figure in any of the three categories.
The Commission has, inter-alia, recommended that "To ensure that the
bank loans reach the DNTs to enable them to undertake suitable
economic activities, it is necessary that an appropriate percentage is
fixed for them within the overall target of the priority sector lending and
the sub-target of 25 per cent for the weaker sections, and the progress of
disbursement of loans to DNTs may be reviewed and monitored regularly
by the District Level Consultative Committees and State Level Bankers'
Committees so as to ensure that the DNTs receive an equitable portion
of the bank credit.
In terms of survey conducted among 122 communities in 10 States and
one Union Territory by the Commission, about 58 per cent of Denotified
Tribes and 55 per cent of Nomadic Tribes are already categorized as
SCs or STs. These are included as a part of Weaker Sections category
in terms of Master Circular dated July 1, 2008 on Lending to Priority
Sector. Since 42 per cent of Denotified Tribes and 45 per cent of
Nomadic Tribes are not within the present ambit of Weaker Section
category, as also the DNTs being the more disadvantaged sections of
the society and are not economically well off, the Reserve Bank is of the
view that the 'DNTs with an upper ceiling on credit limit of Rs.50,000/-'
may be brought within the definition of "Weaker Sections" under the
priority sector category. In this connection, it is also proposed to advise
banks that loans to DNTs with credit limit upto Rs.50,000/-, may be
reviewed and monitored by the DLCCs and SLBCs at regular intervals.
In this context, Indian Banks' Association (IBA) vide its letter dated 22nd
June, 2009 has informed that RBI has written to them to identify and
examine the operational problems / issues that the banks may face and
the support required from State Government for identification /
verification of beneficiaries as also other modalities in implementing the
recommendation made by the National Commission.
The House is requested to deliberate upon the operational problems
/ issues that the banks may face and the support required from
State Governments for identification / verification of beneficiaries
and other modalities in implementing the recommendations made
by the National Commission to enable Banks to extend finance to
DNTs.
The Social Justice & Empowerment Department, Govt. of Gujarat is
also requested to apprise the House in the matter.
3.3. Performance Review of RRBs - Action Points Minutes of meeting held by Finance Secretary on
April 27, 2009
RBI, Ahmedabad vide its letter No.RPCD (AH) No.260/03.13.001/200910 dated 7th July, 2009 has informed that in the Review meeting of
RRBs held by the Finance Secretary on April 27, 2009, some of the
RRBs voiced their grievance over the treatment given by the State
Governments / Departments in the matter of banking with them. It is
requested by RBI to include this as an agenda item to ensure that State
Governments / Departments treat RRBs at par with other commercial
banks and to avoid discrimination against RRBs and give a fair share of
business / deposits to RRBs.
The Addl. Secretary & Director (IF), Finance Department is
requested to take up the issue with the departments of State Govt.
with a request to them to give a fair share of business / deposits to
RRBs.
3.4
Rural Housing - Difficulty in creation of mortgage
Bank of Baroda vide letter dated 18th August, 2009 has informed that as
per the present law prevailing in the State, the agriculture land cannot be
mortgaged / taken as security for the facilities granted for non-agriculture
purposes. In view of this, most of the branches of banks situated in rural
/ semi-urban areas are not in a position to consider housing loans which
are normally constructed on agriculture land and if this land is to be
mortgaged for housing purpose, a land conversion order from the
Revenue Authority is to be obtained, which is a long drawn and difficult
process.
It is further informed that in similar situation in the State of Uttar
Pradesh, the SLBC had taken up the matter with State Government and
the State Government made an amendment in the respective act thereby
allowing rural housing as an agriculture activity for the purpose of
creation of mortgage. A copy of the Order dated 13.09.2005 issued by
the Uttar Pradesh Government is enclosed as Annexure - E. A
request is made to take a similar step by the State Governement to
enable banks in Gujarat to increase their housing loan portfolio and also
to provide housing facility to the rural mass.
The Revenue Department, State Government is requested to look
into this matter for doing further needful.
3.5
Poor performance under Swarnajayanti Gram
Swarojgaar Yojana (SGSY) during the year 2008-09
Addl. Commissioner, Rural Development Department, Govt. of Gujarat
vide letter dated 21st July, 2009 has made available the districtwise /
bankwise list of branches, which have performed poor (i.e disbursement
of loan less than 25% of target) under SGSY during the year 2008-09
and requested for ensuring 100% achievement in the year 2009-10. The
said list is enclosed as per Annexure - F.
The details of Bank branches whose performance remained “ Zero”

3.6 Inclusion of Indira Awaas Yojana (IAY) under DRI
Scheme
Commissioner & Principal Secretary, Rural Development Department,
Govt. of Gujarat vide letter dated 20th July, 2009 has informed that the
Ministry of Rural Development is implementing IAY with a view to provide
financial assistance to the rural poor living Below Poverty Line for
construction of pucca house. The districtwise target for the year 2009-10
received from Rural Development Department, Govt. of Gujarat vide their
letter dated 1st September, 2009 are as under :

Lead District Managers are requested to reallocate the target
amongst bank branches and review the progress in BLBC and
DLCC meetings regularly on quarterly basis.
RBI has been requested by Ministry of Finance to include IAY houses
under the DRI scheme for lending upto Rs.20,000 per unit at an interest
rate of 4%. Banks to make special efforts so that housing finance can be
made to beneficiaries for IAY under DRI Scheme. It is requested that all
the IAY beneficiaries should be educated by Bank branches to avail the
benefit under DRI Scheme.
SLBC, vide letter dated 24.08.2009, have informed in this regard to all
Member Banks and Lead District Managers.
Member Banks are requested to instruct their branches to educate
the IAY beneficiaries to avail the loan under DRI Scheme.
3.7 Issuance of Credit Cards to Artisans and their
coverage in Financial Inclusion
SLBC Secretariat has received a copy of communication addressed to All
General Managers (DICs) and TDOs by the Commissioner & Secretary (
Cottage ), Industries & Mines Department, Govt. of Gujarat informing that
there are 3.32 lakh artisans in rural Gujarat as per the Rural
Development online BPL list information and their coverage under
financial inclusion is the priority area of the Government of Gujarat.
An artisan gets Rs 25,000/- cash credit, if he/she has Artisan Credit Card. He/she needs
identity card of the Development Commissioners Handlooms & Handicrafts, GOI too.
There is a need to fill up prescribed form to speed up artisan identity card work. The
Cottage Inds. Department tried through the DICs, cottage boards / corporations, paper
advertisement but still need more numbers. To speed up the I-card preparation and
distribution, they have assumed responsibility and taken up the I-Card work in the Rural
Technology Institute. The RTI does data entries and prepare cards. The forms are
available with the DIC. The sample form is made available to all GMs (DIC) and TDOs.
The same can be used for application. The form will be up loaded on IMD web site
immediately which can be down loaded from the E-Gram centre.
Amongst others, the GMs (DICs) and TDOs have been advised to ensure
Artisans Credit Cards facility to all of them from the service area branch.
There are approximately 35,608 artisans who have been issued Identity
Cards. The Artisan Credit Card data as per banks information is approx.
6000 plus. Therefore, there is a need to speed up performance in this
area. They have been requested to :
1. Ensure the financial inclusion of all the artisans (rural+urban) by Artisan Credit
Cards and No frills accounts.
2. Ensure credit facilities to them by reviewing performance in the BLBC and DLCC
meetings.
3. Include the item in the agenda of taluka level committee constituted to review &
speed up beneficiaries oriented schemes.
4. Fill in I-card forms with the help of employees, NGOs, Gram Level functionaries and
Civic Bodies.
5.
Distribute all Identity Cards to artisans if remained undistributed in the DIC.
6. Develop a data base of all the artisans of the district with their names, I-card
number, Artisan Credit Card number, Bank Account number for the rural and urban
area.
7.
Ensure their coverage under the GOI insurance schemes.
8. Collect data on Artisan Credit Cards, bank accounts from the various branches in
the district.
Member Banks are requested to instruct their branches to extend co-operation to
General Managers (DIC) and TDOs in their drive for issuance of Credit Cards to all
Artisans and their coverage in Financial Inclusion.
3.8
Release of subsidy under Capital investment
Subsidy Scheme under Gramin Bhandaran Yojana
for construction of Rural Godown - Pending subsidy
claims with NABARD
There are 104 subsidy claims pending under Gramin Bhandaran Yojana
for construction of Rural Godown of Dena Bank, Rajkot Region with
NABARD, out of which 59 accounts are pending for 50% advance
subsidy claims amounting to Rs.19.40 lakhs and 45 accounts are
pending for final subsidy claims amounting to Rs.9.89 lakhs. The claims
have been forwarded by Dena Bank, Regional Office ,Rajkot vide letter
dated 07.03.2009 and the matter is followed by their Head Office,
Mumbai vide letter dated 25.06.2009.
Similarly, 79 subsidy claims amounting to Rs.38.16 lakhs for various
branches of Dena Bank in Amreli district and 4 cases amounting to
Rs.2.92 lakhs of Surendranagar district are pending with NABARD.
The subsidy claims are pending for more than six months and farmer
borrowers are continuously following up with Bank branches. Hence,
NABARD is requested to consider the above pending claims of
Dena Bank and other banks, if any, and release the subsidy at the
earliest.
3.9
Compulsory Coverage under National Agriculture
Insurance Scheme (NAIS) - Kharif, 2009
The NAIS is a country-wide crop insurance scheme of Govt. of India and
as per the provisions of the scheme, it is compulsory for all financial
institutions disbursing Seasonal Agricultural Operations (SAO) loans, i.e.
crop loans, to the farmers for crops / areas notified by the Govt. of
Gujarat.
The Govt. of India, Ministry of Finance, Department of Financial Services
had requested during Kharif, 2008 season vide letter dtd. 05.06.2008 to
CMD of all Public Sector Banks to enhance the coverage of insurable
crop loans. The Government's endeavour is to maximise the coverage
level under the NAIS. This scheme is highly subsidized by the
Government and it is beneficial to the farmers, as it provides them a risk
mitigation mechanism. It is also beneficial to the Banks.
It is further informed by Govt. of India that the current level of insurance
coverage is around 15% in terms of farmers and around 19% in terms of
acreage. The crop loans insured vis-a-vis the insurable crop loans
disbursed is estimated to vary between 30% to 40%, which indicates that
there is a wide gap between the crop loan insured and the crop loan
disbursed. Thus, there is a big scope for enhancing the coverage level.
The Regional Manager, AIC of India Ltd. has informed that in the F/Y
2008-09, they have received the audit report under Section - 35(6) of the
B.R. Act, 1949 (AACS) for few districts, wherein it was mentioned that
even after disbursal of eligible crop loans,
the DCCB / RRB / Commercial Banks have not taken insurance or if
taken, only partially. The entire South Gujarat have a negligible
coverage under NAIS.
In light of the above, it is requested to all the Member Banks to
reiterate to their branches to follow the provisions of NAIS
scrupulously to ensure compulsory coverage of eligible crop loans.
3.10 Returning of loan applications sponsored by District
Industries Centre (DIC) under Vajpai Bankable
Scheme by ICICI Bank Ltd. Rajkot
The Lead District Manager, State Bank of India, Rajkot has informed that
in the DLCC / DLRC meeting held on 27.02.2009, an action point
emerged in the meeting regarding returning of loan application under
Vajpai Bankable Scheme sponsored by D.I.C., Rajkot to ICICI Bank Ltd.,
with the reason that " neither they have such programme in computer at
their central level nor prepared the product of the scheme at the branch
level."
It was, therefore, decided by the DLCC to take up this matter in SLBC.
The representative from ICICI Bank Ltd. is requested to apprise in
the matter and RBI is requested to intervene by taking up the matter
with Central Office of ICICI Bank Ltd.
3.11 National Rural Employment Guarantee Programme
(NREGP) - Opening of Bank Account in respect of
Job Card holders
SLBC has received a letter dtd. 13.08.2009 from RPCD, RBI,
Ahmedabad addressed to Lead District Managers stating that all
payments under NREGP are to be routed through Bank / Post Office
Savings Account. In this connection, it has been brought to the notice of
RBI by Rural Development Department, Govt. of Gujarat that a large
number of job-card holders under NREGP do not have a bank account.
The districtwise position furnished by the Government in regard to the
number of accounts opened with Banks / Post offices vis-a-vis job-cards
issued as of July, 2009, is as under :

The progress in opening of accounts of job-card holders in Mehsana
(27.99%), Banaskantha (29.82%), Amreli (30.45%), Gandhinagar
(40.03%), Panchmahals (42.05%), Junagadh (44.88%), Vadodara
(46.11%) and Surat (48.64%) districts, which is below 50% and are
required to step up their efforts.
The Lead District Managers of these districts are particularly
requested to monitor this matter talukawise in close coordination
with DRDA / TDO and ensure opening of 100% Savings accounts of
job-card holders, at the earliest.
3.12 Cancellation of Bank's charge on Agricultural land
under Gujarat Agril. Finance (Provision of Facilities)
Act, 1979 :
SLBC has received a letter dtd. 27.08.2009 from Dena Gujarat Gramin
Bank, Head Office, Gandhinagar stating that as per prevailing practice in
banks, the financing branches are creating the charge on agricultural
land at concerned Mamlatdar (E-Dhara) Office to secure agriculture
finance under Gujarat Agril. Finance (Provision of Facilities) Act, 1979
(Namuno "K", Rule - 3).
In this context, it is mentioned that temporary entry of creating the charge
in favour of the bank on Agriculture land is being confirmed by the
competent Revenue Authority after about 35 days. However, bank
branches are disbursing the Agriculture loans after registration of
temporary entry at concerned Mamlatdar (E-Dhara) Office, which is being
confirmed subsequently by the competent Revenue Authority. But, it has
been observed at their Deodar branch, Dist. Banaskantha, that the
temporary charge creation entry was not confirmed by the competent
Authority afterwards, for the reason stating that "looking to the number
of previous charges created, no more charges can be registered."
Further, it has also been observed that Mamlatdar (E-Dhara), Bhabhar,
at the time of temporary charge creation on Agriculture land, is affixing
the Rubber Stamp on land abstract No.6, stating a note that "charge
creation / release can be cancelled at the time of checking.
Therefore, Revenue Department is not responsible, if the finance is
granted after temporary charge creation.
From the above live examples, it seems that bank finance granted
without final confirmation of charge creation from the competent Revenue
Authority is unsecured. Therefore, bank branches have to wait upto the
final confirmation of charge creation from the competent Revenue
Authority, which will create lots of problems at field level, including delay
in disbursement of loans at right time.
In view of the above, the Revenue Department, Govt. of Gujarat is
requested to pass on necessary instructions to all the District
Authorities in general and District Authority, Banaskantha district in
particular to safeguard the Bank's interest and ensure smooth
financing by Banks under Agricultural Sector.
3.13 100% Financial Inclusion - Progress
RBI Governor during his interaction with Bankers and others at the time
of his visit to Ahmedabad on 11.02.2009 announced that SLBC
Convenor, Gujarat to review the status of Financial Inclusion in the State.
As informed in the last SLBC meeting, it is reported by all the 26 Lead
District Managers that the task of 100% Financial Inclusion is achieved in
the State.
Further, as advised by the Ministry of Finance, Govt. of India, it has been
observed by the Reserve Bank of India that though all the districts have
been declared as 100% Financial Included, yet actual Financial Inclusion
has not been to that extent in 26 districts, during the studies got
conducted by RBI.
Moreover, most of the accounts that have been opened as a part of
Financial Inclusion drive have remained inoperative due to various
reasons cited in study. It has also been observed by the RBI that there is
a need to actively step-up the awareness with regard to "NO FRILLS
Accounts", as this continues to be poor in many districts. There is an
urgent need for making these "No Frills Accounts" fully functional through
financial education / banking awareness, involving State Government
and Banking Sector.The State Governement and Banks are requested to
launch a systematic plan for awareness and education of the illiterate
and poor population in rural areas by involving the functionaries of
DRDA, NGOs, Local Bodies, etc.

Annexure -25.
3.14 Monitoring of progress under finance extended to
MSMEs, Housing and Auto Sectors
As advised by RBI and Govt. of India, special monthly meeting of SLBC
is being held to oversee the resolution of credit issues of MSMEs by
banks and to monitor the progress in prescribed format.
During the month ended August, 2009, credit of Rs. 278.80 crore was
sanctioned in 668 new units under MSME Sector. Total Rs.2,724.22
crore was sanctioned in 9,377 a/cs after announcement of IBA Package.
Incremental working capital limit to existing units of Rs. 59.77 crore was
sanctioned in 155 a/cs during August, 2009. The cumulative sanction
reached Rs.921.39 crores in 2,465 a/cs.
Under Restructuring of MSME a/cs, no account is restructured during the
month August, 2009 as reported by Member Banks and hence there is
no change in the cumulative figures of 6,628 accounts amounting to
Rs.1,020.82 crores reported for the month ended July, 2009.
Under GEN SET, 1 a/c to the tune of Rs.0.25 crores was sanctioned. So
far, total 25 a/cs amounting to Rs.0.62 crores have been sanctioned.
Under Housing package upto Rs.5 lakhs, 2,170 a/cs were sanctioned
amounting to Rs.168.44 crore during August, 2009. Total Rs.531.73
crores have been sanctioned in 14,784 a/cs.
Housing loan amounting between Rs.5 lakhs to Rs.20 lakhs, 1,513 a/cs
were sanctioned amounting to Rs.182.31 crores during August, 2009.
Rs.808.22 crores in 7,904 a/cs have been extended since announcement
of housing package.
Under Housing loan above Rs.20 lakhs, 1,399 a/cs amounting to
Rs.230.18 crores were sanctioned during August, 2009. Rs.1,305.56
crores in 6,115 a/cs have been extended since announcement of housing
package.
As regards finance under Auto Sector, Banks have sanctioned Rs.199.45
crores in 3,058 accounts during August, 2009. Total sanction comes to
Rs.972.95 crores in 30,060 accounts.

The Bankwise details on interest rate (range) charged on loans sanctioned

Despite repeated requests from SLBC, it is observed that Member Banks
do not submit the monthly progress on or before 5th of succeeding
month resulting into delayed submission of the progress to Ministry of
Finance, Govt. of India on or before 15th of every month. Member Banks
are, therefore, once again requested to ensure submission requested as
above.
Details of instructions issued by State Govt. to State Public
Enterprises (STPSEs) and Electricity Boards
Finance Department, Govt. of Gujarat has given instructions vide their
letter No.STS-102009-CM 1-A dated 03.02.2009 for making prompt
payment of bills of Micro, Small & Medium Enterprises, so that their
liquidity can be improved.
Similarly, Dy. Industries Commissioner (MSME), Inds. Commissionerate,
Govt. of Gujarat vide letter dated 29.06.2009 has informed that they have
advised Boards / Corporations and Municipalities to release the payment
to MSME units for the goods purchased from them on priority, if not done
in stipulated time limit.

The aggregate deposits of the banks in Gujarat increased by Rs.5,113
crores in absolute terms from Rs.1,91,871 crores as of March, 2009 to
Rs.1,96,984 crores as of June, 2009 registering a growth of 2.66% as
against 5.01% growth for the corresponding period of the previous
year.
The Private Banks have registered a negative growth of 5.54% as
against the growth of 8.17% for the corresponding period of the
previous year.
The highest percentagewise growth was registered by SBI Group
(9.14%) followed by GSCARDB (8.74%) over the previous quarter.
During the quarter under review, the NRI deposits increased by Rs.572
crores and stood at Rs.21,816 crores forming 11.08% of the total
deposits as of June, 2009 as against Rs.21,244 crores (11.07%) as of
March, 2009.
CREDIT EXPANSION :
During the period under review, credit increased from Rs. 1,31,842
crores to Rs.1,32,943 crores i.e. an increase of Rs.1,101 crores or
0.84% over March, 2009. The bank groupwise details are given in the

The data reveal that the overall growth in outstanding advances was
0.84% during the quarter, which was contributed mainly by SBI Group 10.02% (Rs.2,902 crores) followed by Nationalised Banks - 1.49%
(Rs.929 crores) and RRBs - 0.93% (Rs.16 crores).
Private Sector Banks and DCCBs have registered a negative growth
of 7.86% and 3.20% during the quarter under review as against the
growth of 1.99% and negative growth of 5.35% respectively for the
corresponding period of the previous year.

and stood at 67.49%.

All above districts have shown negative growth of 0.01% to 3.42% over
March, 2009. The Lead District Managers of the districts having CD Ratio
below the benchmark of 60% need to initiate immediate action to reach
atleast to the stipulated benchmark of 60%.
CD Ratio BELOW 20%
As of June, 2009, Navsari district in the State is having CD Ratio below
20%.
As per the RBI instructions, the districts having the CD Ratio less than
40% were requested by SLBC vide their letter dated 03.12.2005 to set up
Special Sub Committee (SSC) of DLCC to monitor the CD Ratio and
draw up a Monitorable Action Plans (MAPs) to increase the CD Ratio.
The reasons for low CD Ratio and suggestions to improve the same in
respect of Porbandar district as submitted by the Lead District Manager,
Porbandar have already been discussed in 121st SLBC meeting. The
report submitted by LDM of Kutch, Anand, Kheda, Navsari and Dangs
districts are presented as per Annexure - G.
The main reasons for low CD Ratio are summerised herebelow:

Backward and hilly/rocky areas. (Dangs & Kutch)

Part area is Dry land - No irrigation facility. (Dangs, Porbandar &

Units operating in the district availing Bank finance from outside
district / State.

Deposits and Advances of Urban Co. Op. Banks are not being
taken into
account for considering CD Ratio of districts.

Absence of large & heavy industries in the districts.

Reducing trend of financing by District Central Co.Op. Banks.
In this context, we propose to set up a Sub-Committee of SLBC
consisting the representatives from major banks viz. Dena Bank, Bank of
Baroda, State Bank of India, General Manager, RBI (RPCD), General
Manager, NABARD, three RRBs (DGGB,BGGB & SGB) and Finance
Dept.,Govt. of Gujarat, who will look into the various issues mentioned in
the report and submit their final findings/ report within the period of one
month so that the matter can be taken up further with concerned
departments of the Government and Banks/ RBI/ NABARD, etc. for its
implementation and taking corrective measures to improve CD Ratio of
above districts.

debentures, commercial papers, bonds, etc. are also taken into account,

It reveals from the above data that the Priority Sector Advances, Agril.
Advances & advances to Weaker Sections are increased in absolute
terms but the same have decreased in percentage terms during the
quarter under review. DRI advances have reduced in both i.e. in
absolute and percentage terms.
SLBC has received a D.O letter dated 24.07.2009 from Shri R.M.Patel,
IAS, Principal Secretary, Labour & Employment Department, Govt. of
Gujarat expressing his concern regarding finance under DRI scheme, as
under:

The objective of the scheme is to improve the economic
conditions of the weakest of the weaker sections of the society by
providing financial assistance for productive purposes at
concessional rate of 4% interest per annum. Targets under the
DRI scheme are as follows.
(a) Banks should lend a minimum of 1% of their aggregate
advances as at the
end of previous year.
(b) 2/3rd of the advances under the scheme should be routed
through Rural
and Semi-Urban branches in order to insure
40% of the lending should be to
eligible borrowers belonging
to SC/ST categories.

As
we are organising a drive for speedy disposal and
convergence of individuals oriented programmes and schemes, it
is requested that Scheduled Commercial Banks ( excluding
RRBs) should provide loan and advances under DRI scheme to
the Rural and Urban poor to the extent of minimum of 1% of their
aggregate advances as at the end of previous year.
In this context, all member banks are requested to take serious note of
above and initiate all necessary steps to reach to the stipulated
benchmark.

The overall growth rate of 9.89% in SACP is envisaged for the year
2009-10. The overall achievement in disbursement under Service Area
Credit Plan by all the Banks was 32.38% for the quarter ended June,
2009 as against 24.81% during the corresponding period June, 2008.
The highest percentage achievement was recorded in Agri.&Allied36.50%, followed by AVCI/SSI-26.58% and Trade & Services - 23.34%.
Under Agriculture Sector, as against cumulative disbursement of
Rs.5241 crores, Rs.4509 crores (86.03%) was for production credit and
Rs.732 crores (13.97%) for investment credit.

As regards the performance under SACP during the quarter under
review, only 11 districts are above average and remaining 15 districts are
below average, particularly the performance of Panchmahals (9.65%),
Dahod (11.57%), Kutch (12.54%), Kheda (14.11%), Valsad (14.70%),
Banaskantha (14.80%), Anand (15.46%) and Narmada (18.99%) districts
remained very poor. . Hence, Lead District Manager concerned are
requested to monitor and review the same Bankwise and Talukawise in
BLBC and DLCC meetings critically to improve their performance under
SACP during the year 2009-10.

The overall recovery performance is reduced by 2.71% from 72.03% as
of June, 2008 to 69.32% as of June, 2009. While the performance under
Agriculture Sector is improved marginally by 1.32%, the same is reduced

The financial targets have been achieved by 7.61% upto the quarter
ended June, 2009 as against the achievement of 7.32% for the

There are 351 SHGs and 13,075 individuals applications pending at the

PRIME MINISTER’S EMPLOYMENT GENERATION PROGRAMME
(PMEGP)
As per the districtwise progress received from KVIC upto the quarter
ended June, 2009, 1,368 applications were sponsored to Bank branches
by all the three implementing agencies viz. KVIC, KVIB and DIC. Out of
1,368 applications sponsored to Banks, 138 applications amounting to
Rs.1007.21 lakhs were sanctioned by Banks and 1,072 applications
remained pending at the end of the quarter under review. Member
Banks are requested to dispose off these applications at the earliest.
SELF EMPLOYMENT SCHEME FOR REHABILITATION OF MANUAL
SCAVENGERS (SRMS)
The achievement of target in terms of percentage was 3.70% upto the
quarter ended June, 2009. 427 applications were sponsored to bank
branches, of which 74 applications were sanctioned by banks, leaving
326 applications as pending at the end of quarter ended June, 2009.
There was no sponsoring in Bharuch, Bhavnagar, Dangs, Gandhinagar,
Kutch, Narmada, Navsari, Rajkot, Sabarkantha and Surendranagar
districts.
SLBC received a D.O letter dated 07.08.2009 from Shri P.K.Taneja,IAS,
Secretary, Social Justice & Empowerment Department, Govt. of Gujarat
regarding performance under the scheme. It is mentioned that the
scheme is one of the priority scheme of Hon'ble Prime Minister and the
same is being reviewed at the highest level in Govt. of India. Shri Taneja
had attended 120th SLBC meeting held on 24.03.2009 wherein the
support of Banks was sought for early disposal of sponsored loan
applications. However, progress made in this regard has not been
satisfactory and it is matter of concern. He added that desired support
from the Banks is not forthcoming.
In this context, SLBC vide letter dated 12.08.2009 has requested all
Member Banks and Lead District Managers to look into the matter for
better performance under the scheme. The Member Banks are requested
to undertake this activity as a mission and to put in an extra efforts for
upliftment of poorest of the poor of the society.
Bank of Baroda vide letter dated 13.07.2009 has written to Gujarat Safai
Kamdar Vikas Nigam Ltd. that subsidy in respect of six accounts
financed under the scheme by their Khodiyar Colony, Jamnagar branch
is yet not released even after constant follow-up since 04.08.2006 with
the Nigam. Since the subsidy is pending for more than three years time,
the Nigam is requested to release the same at the earliest.
SWARNA JAYANTI SHAHERI ROJGAAR YOJANA (SJSRY) :
The achievement of target in terms of percentage remained at 3.71%
upto the quarter ended June, 2009 as against 3.17% for the
corresponding period of the previous year. The Banks have disbursed
loans to the tune of Rs.170.65 lakhs to 739 beneficiaries during the
period under review.
There were 9,308 loan applications pending as at the end of quarter
under review, of which 7,791 applications were pending at the end of
March, 2009 which are carry forward to the current year (2009-10).
Member Banks are requested to dispose off these pending applications
at the earliest.

VAJPAYEE BANKABLE SCHEME (VBS) :
The achievement of the target stood at 11.46% for the quarter ended
June, 2009 as against the achievement of 11.00% for the corresponding
quarter of the previous year.
Out of the total sanction of 4584 applications (Rs.3174.05 lakhs), 613
applications (Rs.342.29 lakhs) sanctioned to S.T. beneficiaries, 618
applications (Rs.354.13 lakhs) to S.C. beneficiaries. However, 17,873
applications are pending at the quarter ended June 2009 ,out of which
12,200 applications were pending for the previous year ended March
2009 .The member banks are requested to dispose off the same on
priority basis.
The achievement in Banaskantha, Bharuch, Dahod, Gandhinagar,
Jamnagar, Junagadh, Kutch, Mehsana, Navsari, Rajkot, Sabarkantha,
Surendranagar, Tapi and Vadodara districts remained poor. The Lead
District Managers of these districts are advised to review the
performance in BLBC / DLCC meetings very critically, so as to ensure
that set targets are achieved for the year 2009-10.
During the quarter ended June, 2009, the DICs have released subsidy in
2564 cases amounting to Rs.295.41 lakhs, of which S.C. - 214 cases
(Rs.22.18 lakhs), S.T. - 126 cases (Rs.15.67 lakhs), Minorities - 379
cases (Rs.46.29 lakhs) and others - 1042 cases (Rs.121.52 lakhs), which
includes 419 cases of Women (Rs.41.00 lakhs) and 62 cases of
physically handicapped beneficiaries (Rs.13.33 lakhs). The DICs should
release subsidy in the remaining 2,020 cases also at the earliest.
GUJARAT SCHEDULED CASTES DEVELOPMENT CORPORATION
(GSCDC) :
The achievement of target in terms of cases sanctioned stood at 16.98%
for the quarter ended June, 2009 as against the achievement of 8.75%
for the corresponding quarter of previous year. Thus, the performance
has improved by 8.23% over previous corresponding quarter. However,
the performance in the districts like Ahmedabad, Banaskantha,
Bhavnagar, Gandhinagar, Kheda, Mehsana, Porbandar, Surat and
Surendranagar and Valsad remained below average. The Lead District
Managers of these districts are advised to discuss and review critically in
District Level and Block level meetings to achieve the set targets for the
year 2009-10.

Member Banks are also requested to give priority to dispose off pending
4074 loan applications at the earliest, since this forms a part of Weaker
Section advances. The performance under Weaker Section finance is
below the stipulated benchmark and financing to SC / ST will help in
improving the same.
GUJARAT BACKWARD CLASS DEVELOPMENT CORPORATION
(GBCDC) :
The achievement stood at 9.21% of the target as against 5.39% for the
corresponding quarter of previous year. Thus, the performance has
improved by 3.82% over corresponding quarter. However, the
performance in Banaskantha, Dahod, Narmada, Kheda and Kutch
districts needs much improvement and Lead District Managers of these
districts are advised to improve upon their performance in achieving the
set targets for the financial year 2009-10.
Banks are requested to ensure that 4,935 pending applications are
disposed off on merits at the earliest.
GUJARAT WOMEN ECONOMIC DEVELOPMENT CORPORATION
(GWEDC) :
The achievement was 2.92% of the target as against 6.70% for the
corresponding period of the previous year.
Sponsoring of loan applications by GWEDC was NIL in 15 districts and in
the districts where the applications are sponsored, the same are very
poor.
JYOTI GRAMODHYOG VIKAS YOJANA (Margin Money Scheme) JGVY:
Jyoti Gramodhyog Vikas Yojna is newly introduced scheme by
Government of Gujarat, which is implemented by DIC. As per report
submitted by DIC, sponsoring under the Scheme was only 47
applications, of which only 4 applications are sanctioned to the tune of
Rs.53.93 lakhs. The achievement stood at 2.00% only.
There was no sponsoring of loan applications in Amreli, Bharuch, Dahod,
Dangs, Kutch, Mehsana, Narmada, Porbandar, Tapi , Vadodara and
Valsad districts during the quarter under review.
However, 38 loan applications are pending for quarter under review,
which require immediate disposal by the concerned Member Banks.

Fresh loans of Rs.215.65 crores were disbursed by the banks to 10,683
beneficiaries belonging to Minority Communities during the quarter ended
June, 2009. The outstanding reached the level of Rs. 1,784.05 crores in
1,32,959 accounts as of June, 2009.
SLBC Secretariat received a copy of letter F.No.7(60)/2008-CM (Part)
dated 24th August, 2009 from Department of Financial Services, Ministry
of Finance, Govt. of India. As per road map, the Public Sector Banks
(PSB) are required to step up their lending to Minority Community to 15%
of their Priority Sector lending by 31.03.2010. In order to achieve this,
State-wise targets have been fixed by each PSB based on the targets
reported by individual PSB for 2009-10. The aggregate target based on
the targets reported by individual PSB for Gujarat State is Rs.5,341.21
crores for the year 2009-10.
Accordingly, Member Banks are requested to make available the
target of their Bank to SLBC Secretariat as informed by their Head
Office to the Ministry of Finance, Govt. of India vis-a-vis outstanding
as of June, 2009 so as to enable the SLBC Secretariat to incorporate
the same in Agenda booklet for reviewing the same on quarterly
basis.

In case of Women Entrepreneurs, the fresh credit to the tune of
Rs.509.04 crores was disbursed to 35,172 beneficiaries in the State

the level of Rs.4,006.01 crores in 3,67,460 accounts and stood at 3.03%
as against target of 5% of Net Bank Credit. Bankers are requested to
boost up the financing to the Women Entrepreneurs in order to reach this
stipulation.

Self Help Groups (SHGs) :
(a)
As per the information received from Member Banks, upto June,
2009 total 1,15,321 SHGs have been formed, of which 85,127 i.e.73.82
% have been promoted exclusively for Women in the State. Out of
1,15,321 SHGs, 27,438 SHGs have been linked with Bank finance with
an outstanding of Rs.205.53 crores. During the quarter, the formation of
SHGs has increased from 1,07,320 to 1,15,321 i.e. by 8,001 SHGs.
SHGs are having a total membership of 14,41,566 of which women were
10,58,249 i.e. 73.41%. The bankwise details have been given in
Annexure - 16.
(b)
Districtwise / Bankwise information on Sakhi Mandals
In the 120th SLBC meeting held on 24.03.2009, it was decided to review
progress of Sakhi Mandals under regular agenda of SLBC and
Commissionerate of Rural Development to provide details of Sakhi
Mandals districtwise / bankwise to SLBC Secretariat.
The bankwise and districtwise details of Sakhi Mandals as of August,
2009 as provided by Principal Secretary & Commissioner, Rural
Development Department are as per Annexure - 16 (A) & 16 (B).

There were 86,616 Sakhi Mandals formed as of 28.02.2009. Thereafter
26,898 new Sakhi Mandals have been formed during last six months.
Likewise, there were 5,761 Sakhi Mandals credit linked amounting to
Rs.12.78 crores as of 28.02.2009. Thereafter 25,766 Sakhi Mandals
have been credit linked amounting to Rs.42.47 crores during last six
months. Thus, good work has been done by Banks in close coordination
with DRDA. However, the performance in districts like Valsad (11.41%),
Bhavnagar (13.84%), Junagadh (23.50%) and Banaskantha (28.17%)
needs further improvement in the area of credit linkage.
(iii)
DIRECT HOUSING FINANCE UNDER NHB SCHEME :
As per the information made available by the member banks, fresh loans
worth Rs.1441.78 crores have been granted to 10,048 beneficiaries
during the quarter under above scheme.
The outstanding level reached to Rs.8,105.57 crores in 1,84,510
accounts as of June, 2009. Bankwise details are given in Annexure -
17.
Under Golden Jubilee Rural Housing Finance (GJRHF) Scheme, fresh
loans worth Rs.29.15 crores have been granted to 833 persons and the
outstanding level reached at Rs.430.62 crores in 15,423 accounts as of
June, 2009. Bankwise details are given in
Annexure - 18.

The outstanding under Education loans reached to Rs.1,346.22 crores in
39,115 accounts as of June, 2009. During the quarter, the Banks have
sanctioned Education loans to 2,810 students to the tune of Rs.59.03

KISAN CREDIT CARD (KCC) :
Upto June, 2009, total 21,20,385 KCCs have been issued by Banks
against total land holdings of about 42.39 lakhs in the State. The bank
groupwise break up is, Nationalised Banks - 3,93,563, State Bank Group
- 4,75,876, RRBs - 2,15,643, Private Banks - 1,670 and DCCBs 10,33,633. The major reduction in number of KCCs as compared to
previous quarter has been observed in DCCBs - 47,405 and Central
Bank of India - 11,127.
The progress under issuance of KCCs is very slow. As per the Working
Group report on Financial Inclusion adopted in last SLBC meeting, each
rural and semi urban Bank branch to increase the number of KCC by
minimum 70% of remaining uncovered Land holders by July, 2009, so as
to reach 100% by May, 2010 coinciding with ‘Swarnim Jayanti’
celebrations of the State Government. The GoG is committed to 100%
coverage of Farmers through KCC as State mission. In this context, the
Revenue Department, Govt. of Gujarat has requested all District
Collectors vide letter dated 10.06.2009 to make available the villagewise
list of uncovered farmers for issuance of KCCs to the LDMs. SLBC vide
letter dated 26.06.2009 informed the Member Banks to visit the website
(www.ruraldev.gujarat.gov.in) of Rural Development Department to down
load the list of BPL & APL families for tracking of uncovered farmers
under KCCs fold. The CDs containing the list of BPL & APL families
provided by Rural Development Department have been circulated to all
Member Banks vide letter dated 15.07.2009 by SLBC to make use of the
same for tracking of uncovered farmers for issuance of KCCs as well as
opening of " No Frill " accounts under Financial Inclusion.
The
concerned Government departments are requested to co-ordidate with
the bank branches at the grass root level for issuance of KCCs to
uncovered farmers to ensure achievement of 100% coverage by May,
2010 as envisaged.
Member Banks are advised to step up issuing more number of KCCs so
that inclusive growth can be ensured. Bankwise details are given in
Annexure - 20.
(vi)
SWAROJGAR CREDIT CARD (SCC) :
Banks have issued 419 SCCs to the tune of Rs.1.38 crores during the
quarter. In all 10,778 SCCs have been issued and the amount
outstanding is Rs.26.19 crores. RRBs have issued 7,446 SCCs whereas
the Commercial Banks could issue only 3,332 SCCs. Bankwise details
are given in Annexure - 21.
(vii)
ARTISAN CREDIT CARD (ACC) :
During the quarter, 64 ACCs were issued by Banks amounting to Rs.0.49
crores. Thus, upto the end of June, 2009, the outstanding ACCs were
numbering 3,839 amounting to Rs.26.50 crores. Bankwise details are
given in Annexure - 22.
(viii) REVIEW OF FLOW OF CREDIT TO SSI SECTOR AND CREDIT
LINKED CAPITAL SUBSIDY SCHEME FOR TECHNOLOGY
UPGRADATION OF SSI (CLCSSTU) :
SSI advances stood at Rs.12,674.41 crores as at the quarter ended
June, 2009, of which Rs.324.01 crores were extended to 2,718 units for
technology upgradation under CLCSSTU. During the quarter under
review, banks have disbursed Rs.102.06 crores to 141 units under
CLCSSTU. Bankwise details are given in Annexure - 23.
MSME Development Institute, Govt. of India, Ahmedabad Office vide
letter dtd. 25th August, 2009 has informed that the Capital Subsidy is
available under the Scheme to the existing as well as new Micro and SSI
enterprises for adopting the technology specified in the scheme by
availing institutional finance. The 7th Technical Sub Committee (TSC) on
the CLCSS has approved the 2nd Supplement to the revised guidelines
on the scheme and the same is available along with the guidelines on the
website www.dcmsme.gov.in It is mentioned therein that the subsidy
benefits for the technology included in the 2nd supplement is available
with effect from 13.07.2009.
Member Banks are requested to pass on necessary instructions to
their branches to give the benefit under the Scheme to the eligible
beneficiaries under SME Sector.
(ix)
ADVANCES TO SC/ST BENEFICIARIES :
The outstanding advances to SC/ST beneficiaries as of June, 2009 was
Rs.2986.15 crores forming 39.99% of Weaker Section advances.
Bankwise and Districtwise position as of June, 2009 is given in
Annexure - 2 & 3.
(x) Progress under "Artificial Recharge of Groundwater
through Dugwells" Scheme as of 31.07.2009
The captioned scheme is under implementation in 112 talukas of 21
districts, out of 26 districts in Gujarat State for 3 years (2007-08 to 200910). Under the scheme, 100% subsidy is available to Small & Marginal
Farmers and 50% subsidy to Other Farmers for constructing structures
for recharge of dugwells in their land. The subsidy released by NABARD
is to be credited in the farmer's bank account in a time bound manner is
vital for successful implementation of the scheme.
As per the progress report submitted by the Central Ground Water
Board, Ahmedabad Office, there are 3,03,104 farmer beneficiaries
identified (eligible) under the scheme, of which 1,53,967 beneficiaries
have opened their Savings Bank Account. Nodal departments have
forwarded the applications of 1,16,028 beneficiaries to NABARD and
NABARD has released subsidy to the tune of Rs.39.85 crores as of
31.07.2009. Subsidy has been credited in 58,297 accounts and 2,626
dugwell recharge structures have been completed.
The Districtwise details are given in Annexure - 32.
(xi)
Reverse Mortgage Loan (RML) Scheme
As discussed in last SLBC meeting, the RML Scheme has been notified
by Govt. of India on 30.09.2008. Ministry of Finance, Department of
Financial Services, Govt. of India has advised to monitor the
performance under the scheme on quarterly basis.
During the quarter, banks have disbursed Rs.2.11 lakhs in 3 accounts
and total outstanding loan amount stood at Rs.48.21 lakhs in 11
accounts as of June, 2009. This scheme is not being implemented by all
the Banks.

ANNEXURE - G
REPORTS SUBMITTED BY LEAD DISTRICT MANAGERS ON LOW
CD RATIO

The Lead District Manager, Porbandar vide letter dated 4th
June, 2009 has submitted suggestions / plan for improvement of
CD Ratio as under:
1.
Policy decision to be taken for exclusion of NRE Deposits while
counting CD Ratio.
2.
Government should declare this area as industrial zone and give
some relaxation in taxes like other backward areas in the state like
Kutch, etc.
3.
Porbandar district is having ample source of natural minerals like
bauxite, white chalk, building stone, etc. Government to give more
leases for these activities.
4.
Transport business is potential for this area due to heavy
industries. Banks should increase their lending in transport
business.
5.
Improve quality of water by way of extending irrigation facilities like
Narmada Water, etc. to this area.
6.
Due to non-submission of IT Returns, etc., the people are not
becoming eligible for grant of loans from the banks. Banks should
finance against Gold Ornaments freely as in this area public is
traditionally having mentality for holding of gold ornaments.
7.
The corporate finance should be considered in the district where
the actual utilization is taking place despite of registered office
outside the district..
8.
Porbandar District is having more than 100 kilometer sea coast.
There are large number of fishermen residing in this area and
fisheries business is very good in this area. As fisheries business
is covered under Agriculture Segment, fishermen should be
considered as Agriculturists and therefore some schemes should
be devised for extending finance to them without production of IT
Returns, etc. Banks should finance housing loans to them by
registering charge over their boats, the cost of which is around
Rs.10 lakhs to Rs.15 lakhs now a days, as a collateral security.

The Lead District Manager, Kutch has submitted the report of
Monitorable Action Plan vide letter dated 13th August, 2009, which
is as under :
Credit Deposit Ratio in Kutch District has remained area of criticism and
could not be moved upward due to some inherent and specific areaoriented reasons. Special Sub-Committee of DLCC was also constituted
in Kutch District to review and deal with the matter and suggest
"Monitorable Action Plan" to improve the CDR. However, despite several
meetings, no such plan could be worked out due to the peculiar
condition in the District . Nevertheless, it is being ensured that credit
deployment projections of Annual Credit Plan which are based on the
Potential Linked Plan prepared by NABARD are achieved and no
genuine entrepreneur / desirous of Bank credit is deprived of Bank
finance in Kutch District and the CDR is also reviewed regularly as one of
the Agenda item of the District Level Consultative Committee as well as
District Level Review Committee.
We would like to summarize hereunder gist of discussions &
deliberations taken place in the earlier meetings of the Special SubCommittee of DLCC on the reasons for low CDR in Kutch, ways & means
as well as progress of CDR since 2001 for your information.
FACTORS RESPONSIBLE FOR LOW CREDIT DEPOSIT RATIO IN
KUTCH DISTRICT AND GIST OF DISCUSSION & DELIBERATION OF
THE SPECIAL SUB-COMMITTEE OF DLCC ON CDR. :
1.
District of Kutch is one of the backward districts of the country
lacking in required infrastructure for development of commercial
as well as industrial activities. Since main and major economic
activity in the District is agriculture and animal husbandry, entire
economy is dependent on rainfall which always remain
unpredicted in this area. Scarcity is regular phenomena of every
year and mostly 3 years remain draught out of every 5 years in the
District.
2.
Such condition prevailing in the District restricts generation of
demand for Bank credit even for agricultural activities. Whatever
demand is generated in agriculture sectors, weaker sectors and
under Govt. sposnored bank linked programmes do not offer
scope to boost up Credit Deposit Ratio and is not even sufficient
to compensate high deposit growth.
3.
Migration of local people for occupying economic activities abroad
is other factor which has resulted in large inflow of inward
remittance which constitute more than 40 % of total Bank deposits
and is main and major source of resources mobilisation here.
There is no off takes from this segment and huge funds continues
accumulating in Bank branches in the District.
4.
After devastating earthquake of 2001, Kutch entered the era of
infrastructure development and fast industrialization on account of
various concessional packages announced by the Govt. Good
number of small, medium as well as large scale industries
established their units in the District investing more than Rs.
30,000 crores. But, even such industrial & economic development
could not pave way to increase advances of local bank branches,
because, all those units managed their financial requirements at
their corporate level availing bank credit from upcountry branches.
Thus, changing economic scenario in the District even could not
help to deploy large bank-funds locally.
5.
On the contrary, agriculture land are reduced due to conversion
into Non-agriculture use on account of industrialisation. Again, sale
proceeds of agriculture land parked in Banks resulted in increase of Bank
deposit. The changing situation resulted in both way negative effect on
the CDR growth.
Under the circumstances, drawing up monitorable action plan was
difficult. But, following suggestions were made to improve the CDR by
the DLCC as well as Special Sub-Committee of DLCC :
1.
The Govt. should make it mandatory for the Industries coming in
Kutch District to avail benefit of tax holidays and other Govt.
packages, to avail finance from any of the Bank branches
operating in the District.
2.
Bank finance granted by upcountry branches to the units operating
in Kutch should be parked in the branch of concerned Bank
functioning in Kutch Dsitrict.
3.
Or, bank credit should be taken into account where it is utilised
instead of where it was sanctioned for calculation of CDR.
4.
There are 18 UCBs in the District. Their figures may also be
included for arriving at CDR in the District.
5.
High inflow of remittance from abroad is a special feature of the
district neutralizing advances growth. This NRE Deposit segment
should be excluded from total Bank deposits for calculating CDR.
In such case, the CDR will go beyond 40 % in the District.
6.
Accute shortage of water resources for irrigation limits agriculture
activities. The Govt. should give priority for completing canal of
Narmada river project for bringing water for irrigation purpose as a
time bound programme. This will generate high demand for bank
finance for agriculture activities.
7.
Looking to the fast industrialization, banks may consider
establishment of Industrial Finance Branch/es in the District and
also post adequate staff trained in the field of credit.
8.
Figures of finance made by IDBI & SIDBI in the District are not
available. Finance made by these Banks may also be reported to
the Lead Bank and included in total bank credit in the District. In
such case the CDR will be lifted at considerable level.
EFFORTS MADE TO IMPROVE CDR
1.
It is ensured to achieve District Credit Plan projections every year
with periodical review and strategic implementation.
2.
Total credit plan outlays are based on the Potential Linked Plan of
NABARD. In other words, it is endeavoured to exploit the
potential assessed in the District by NABARD. Thus most of the
areas quantified by NABARD for bank assistance are satisfied in
the District.
3.
Banks are motivated not to turn down any loan application without
sufficient and justified reasons.
Lead Bank has established Joint Credit Counselling Centre to
create awareness about Bank loan schemes, etc. to increase
demand of credit.
4.
5.
Special focus is given on sanctioning NHB & GGRC projects and
progress is also reviewed under the Chairmanship of the District
Development Officer periodically.

It may be noted that achievement under Credit Plan is based on the data
generated from less than 100 % submission of relative returns by
Branches. In fact, credit disbursement / achievement is substantially
more than reported here above.

Thus, being predominantly deposit oriented region having limited scope
for expanding Bank credit, despite surpassing Credit Plan projections,
the CD Ratio could not be increased. If following points are considered,
the CD Ratio of the District will go more than 60 % without doubt :
1.
Inclusion of advances of upcountry branches in the District in the
total Bank credit of the District.
2.
Exclusion of NRE deposits from total Bank deposits of the District
for arriving at the CDR.
3.
Inclusion of figures of UCBs operating in the District for
calculating the CDR.
Contention of this letter is based on the points sorted out repeatedly in
the meetings of Special Sub-Committee / DLCC / DLRC etc. during
detailed discussion on the Agenda of CDR. However, we solicit your
views and advice on the matter, which, we are sure, will help us in taking
further action for improvement of the CDR.

The Lead District Manager, Anand vide letter dated 23rd June,
2009 has submitted the report of Monitorable Action Plan, which is
as under :
Meeting of Sub-committee of DCC for C D Ratio is convened every quarter regularly.
Suggestions / Plan for improvement of C D Ratio are as under.
1.
Anand District is having NRI Deposits. Hence, C D Ratio for the district should

Banks are advised in the above meeting to prepare moniterable action plan for
improving C D Ratio of their bank and submit us the same.
3.
Banks are advised to give targets to their branches in Anand district for
advances.
4.
Banks are advised to arrange Mega Credit Camps to sanction / disburse large
amount of credit.
5.
Due to Amul Dairy in the district, banks are advised to finance for dairing activity
with the support of Amul Dairy.
6.
Banks are advised to sanction/disburse loans to big units.
7.
Banks are advised to finance new farmers and to issue fresh Kisan Credit
Cards.
8.
Due to large number of NRIs in the district, credit absorption is not much. Banks
are advised to explore financing to NRIs.

The Lead District Manager, Kheda vide letter dated 22nd June, 2009 has
submitted the report of Monitorable Action Plan, which is as under :
The sub-committee to improve the CD Ratio is already in existence.
A meeting of sub-committee of DLRC for implementation of recommendations
of expert groups on CD Ratio is being held regularly on quarterly basis.
All bank branches are advised to give weightage on DRI advances and
advances under other government sponsored programmes.
Branches are advised to sanction more advances of big amount.
Include finance made in the district from outside district Bank branch.

The Kheda district has very good infrastructure of Dairy activity. Hence, AMUL
should take the finance for setting up their chilling plant and for other
development activities from Bank branches.
At the outset, we want to mention here that due to following reasons CD Ratio of the
district can not reach upto the mark.
1.
Kheda district is having large number of N.R.I. persons.
2.
N.R.I. deposits in the district is at large amount.

The Lead District Manager, Navsari vide letter dated 1st August, 2009 has
submitted the report of Monitorable Action Plan, which is as under :
Lead District Manager informed key banking statistics i.e. Deposits, Advances, CD
Ratio which has improved from 16.58% as at 31/12/2007 to 18.79% as at 31/03/2009.
He also informed the house that while the conventional CD Ratio of district is 18.79%. If
we consider the NRE deposits of Rs.2008 crores and add the amount of Rs.250 crores
approx. credit availed from outside the district by the units functioning in the district, CD
Ratio comes to 32.88%.
After the detailed discussion on the issue, it was noted that the followings are the main
reasons for low CD Ratio of the district.
1.
High volume of deposits with banks especially NRE deposits since the district is
NRI dominated area.
2.
Absence of heavy industries in the district.
3.
Financial soundess of the agriculture co operative societies and also of the
individuals which restricts bankers to increase their credit portfolio.
4.
Industries situated in the district are meeting their working capital requirements
by availing finance through their offices situated outside the district.
House suggested and also endorsed by DDM, NABARD Mr.Roy and LDO, RBI
Mr.Fernandees following measures for improvement of CD Ratio in the district.
1.
Finance to agriculture shoud be increased.
2.
Sufficient lending powers be given to branch head to enable them to dispose off
credit proposals expediously.
3.
Credit limits availed by various firms , particularly by diamond industries out
side the district, should be parked with the branches located in the district.
4.
Formation of Bankers Club will also help the bankers to improve their credit
portfolio.
5.
All the Distrct Co–ordinators are not attending the meetings regularly which
results in non reaching of messages of the committee. All the members must
attend meetings.
6.
Pending applications under various govt. sponsored programmes should be
disposed off expediously.
7.
Concerned govt.officials, especially General Manager DIC should be called for
the meeting perticularly for financing under PMEGP.
8.
A scheme for financing to agriculture against agricultural land value should be
evolved by banks and finance to agro based industries should be increased.
9.
Scale of finance for crop loans be substantially increased.
10.
District Planning Officer to attend the meeting regularly with latest infrastructure
developments in the district to enable bankers to know new avenues for
financing.
The banks have worked out the monitorable action plan for improving C D Ratio within
next three quarters as under.

The Lead District Manager, Dangs has submitted the Monitorable
Action Plan Report vide letter dated 19th June, 2009, which is as under :
Reasons for low CD Ratio
1)
Dangs is hilly & rocky area.
2)
No industry in the district (In DLCC meeting dated 26.05.2009. Hon’ble District
Collector also opined that chances of development of industry in the district are
very blick).
3)
There are mainly only two activities for which finance can be given by banker i.e
Dairy & Wadi.
4)
Borrowers are habituated with subsidy. Normally they avail finance only if
subsidy is available.
5)
In case of investment credit, where part of the installments was overdue & was
covered under Debt Waiver Scheme, installments which became due after
relevant date are not paid by the borrower and as such the said A/cs have
become NPA. Due to this, banks could not give fresh finance.

Due to receipt of grant from Govt. in March 2009 and kept with banks
amounting Rs. 50 crores (approx), deposits of Banks are increased drastically
by 18.42% against increase in advances by 8.41% only and as a result, C.D
Ratio is reduced in March, 2009. If we exclude these Govt. deposits, C.D. Ratio
will be 42.88%.
C.D. Ratio of SBI, Ahwa reduced from 22.17% to 17.08% .

C.D Ratio of BGGB, Ahwa reduced from 35.00% to 24.60%.
9)
C.D. Ratio of DCCB, Ahwa reduced from 58.29% to 49.25%%.

DCCB is after recovery & they have restricted new finance, which can be
observed from the following facts.
a)
It was reported that DCCB, Ahwa branch has received Rs. 1.5 crores
(Approx) under Agri. Debt Waiver / Debt Relief Scheme, but no new finance
is given to these borrowers.
b)
Performance of DCCB under ACP-2008-09 is Rs. 2.23 crores against a
target of Rs.4.13 crores i.e 54% which is lowest in the district.
11)
Rules for transfer of property is different in Dangs district and there is no
document of title to the property and as a result due to no possibility of creating
equitable mortgage, banks can not disburse housing loans.
12)
Nobody from controlling offices of SBI & DCCB attends any meeting i.e.
DLCC/DLRC or Sub-committee meeting to improve C.D. Ratio.

RBI, SLBC can impress upon SBI & DCCB to depute responsible officer /
executive from controlling office to attend important meeting like DLCC/ DLRC,
C.D. Ratio meeting etc.

Controlling office of SBI & BGGB to take affective steps to improve C.D. Ratio
of their branches situated at Ahwa. C.D Ratio of these branches are lowest i.e.
SBI & BGGB respectively.
2)
District Authority / Govt. to take suitable steps i.e change in rules about transfer
of property by giving incentives etc. so that industry can be established in the

3)
Govt. authority may release grant as and when required but not in the month of
March to avoid increase of deposits with banks (reducing CD Ratio of March)
which being utilized in April, May, June afterwards.
4) RBI / NABARD to monitor about disbursement of new loans to farmers to whom
benefit of Agri. Debt Waiver / Debt Relief Scheme is given. If any bank is not
making disbursement of loan to these borrowers, their controlling offices to be
advised suitably.

Kindly refer to this office letter on the subject mention above. In this
regard 1 am directed to submit that as per Para II b (HI) of Draft Guide lines for
RUDSETI land for setting up the RUDSETI will be allotted to the concerned
banks, free of cost, by the State Govt. As per the provision of land revenue
rules of Govt. of Gujarat, the Govt. land cannot be transferred or allotted to
a bank or any private organization free of cost. It can only be allotted to the
bank on payment basis as per prevailing market price of the land. Thus it
would be difficult to transfer Govt. land free of cost to the Bajtfks for running
RUDSETI as provided in the guideline for the same.
It is suggested that instead of .making a provision for transferring land
free of cost to the bank an MOU can be made between Govt.(Rural Dev.
Dept.) and the Bank concerned in this regard and bank can construct
building and infrastructure thereon , so that the RUDSETI project can be
carried out without any legal issue .
It is therefore requested to kindly arrange to make suitable
amendment in the draft Guideline for MOU with bank at the earliest. We
have already allotted land for RUDSETIs in Rajkot, Banaskantha, Bharuch
and Panchmahal district of Gujarat State.

In this connection, I am directed to say that this Ministry has no objection to your proposal for
having an MoU^ between the Rural Development Department of Government of Gujarat and ihe
concerned bank for provision of land by the State Government to the bank for constructing
infrastructure for running RSETI project, if the same is agreeable to by the concerned banks. These
matters are to be decided in the StrJe SLBC.
It is further informed that one time grant assistance from MoRD for creating infrastructure for
RSETI will be released by NIRD, Hyderabad to the banks directly on receipt of formal proposals from
the bank in the prescribed format (copy enclosed). The proposal would also require £ certification by
the State Government that land has been allotted or will be allotted with in a period of 3 months to the
bank for setting up RSETI. You are accordingly requested to initiate action for ensuring submission of
proposals for setting up of RSETIs by the banks to NIRD, Hyderabad at the earliest.

(A) Purpose -
A government of India is implementing centrally Sponsored Schemes and that Providing Sustainable incom

trainings institutes due to lack of basic entry qualifications, it is difficult for BPL to youth to take up any trad

form of close of skill up gradation training for making then initiative viable and sustainable in it increasing
competitive environment.
With the aim of mitigating the unemployment problem among the youth there is an urgent need for u
scaling the operations in the area of capacity building, Ministry of Rural Development (MORD) is convince
that there is a need for dedicated structure to ensure necessary skill up gradation of the rural BPL youth th
MORD Propose to support establishment of one RURAL SELF EMPLOYMENT TRAINING INSTITUTE type
Institutions in such district to tap the rural BPL youth from the rural areas. Such institute will be managed an
run by the bank with active Co operation from the State Government.
MORD has published and circulated guidelines for SELF EMPLOYMENT TRAINING INSTITUTES.
(B) IMPLEMENTATION OF MOD
WHEREAS,
(1) The Government of Gujarat has allotted _____ bearing __(Area) land

construction of building and furniture for the institute as laid down
under
the guideline by MORD
(5) The Director, Rural Development Agency of the concerned district will act
as representative of Principal Secretary Rural Development Department for
the Purpose of authorized Signatory for obtaining permission from local
bodies or any state government agencies.
(6) The programme structure of the institute, reporting performance, content
of the training, etc will be implemented by the second party as per the
guidelines of MORD.
(7) The First Party or its representative can participate in monitoring and
evaluation and guiding the activities of the Institute.
(8) The First Party shall have right to inspect the books of accounts maintained
in respect of funds provided for infrastructure development and obtain
utilization certificate and audited financial statement periodically.
(C) GENERAL PROVISIONS^
(1) The Second Party will bear all administrative expenses for running the
Institute.
(2) The Second Party will bear the expenses towards, electricity, local
bodies
charges,
educational
cess,
water
charges,
campus
development, cleanliness, maintenance, safety and security of the
Institute etc.
(3) The First Party will bear land revenue.
(4) Both the parties will abide by the general guidelines of the MORD for
the purpose & objective of the institution.
(5) Any dispute arising at district level the decision of the Principal
Secretary of the Rural Development Department will be final and
binding to both the parties.
(6) The Second Party shall keep all proper records of expenditure as
prescribed from all time to time and submit to the authority as
decided.
(7) The institution will be responsible to maintain proper documentation
and records for all activity carried out. It is subjected to periodical
audit.
(8) The Second Party shall submit and provide the periodical reports and
information regarding institution of funds, schedule of training
programmes.
(9) The First Party reserves the right to add, alter or modify any condition
as laid down in this MOU.

(A) Preamble The Government of India is implementing centrally sponsored
Schemes to generate sustainable income to poor rural
families.
However, large chunk of rural youth are unemployed.
Unavailability
of appropriate training institutions, lack of proper skills and
competence are some of the issues concerning the Government
today.
With the aim of providing quality training to the rural youth the
Ministry of Rural Development (MoRD), Government of India
proposes
to
support
establishment
of
a
Rural
Self
Employment
Training Institute (RSETI) type of Institutions in each District
to
uplift the rural unemployed youth belonging to the Below
Poverty
„^
Line category.
Such institute will be managed and run by a
dedicated Trust promoted by the Bank with active cooperation from the Rural Development Department of the
concerned State Government. The Guideline for RSETI
contains provisions for construction, management and
administration of Institute.
(B) Operational Aspects of the MO AWHEREAS,
(l)The Government of Gujarat has allotted land with the
following specifications in the following locations for
the purpose of setting up of RSETI, free of cost in
the name of Principal Secretary, Rural Development
Department as the First Party, the detailed order of
which is annexed herewith by Numbers 1 to 7.

(6) The Second Party would be responsible for organizing
and conducting of training programs, engaging the trainers,
selecting the trainees, and formulating of the training
modules, maintenance of records, accounts, and audits as
laid down in the RSETI Guidelines.
(7)The role of First Party and Second Party in the
implementation, monitoring, planning and supervising of
the training programs would be strictly as per the
guidelines of RSETI laid down by MoRD, Government of
India.
(C) General Provisions-
(1) The Second Party will bear all the administrative
expenses for running the Institute including expenses
towards electricity, charges of taxes by local bodies,
educational-cess, water charges, campus development,
cleanliness, maintenance, safety and security of the
Institute.
(2) The First Party will bear land revenue, if any.
(3) The Second Party shall submit and provide the
periodical reports and information regarding institution
for funds and schedule of training programs to the
concerned authorities, as applicable.
(4)
Land has been allocated for the limited and specific
purpose of setting up of and running of RSETI. This
agreement is by its spirit perpetual in nature as long as
any of the conditions of this MOA is not violated by either
of the two Parties.

1. As you are aware, the Hon'ble Finance Minister, in the Budget
Speech 2009-10, has announced the need for expansion of banking
network in the country. It is stated that:
'Despite the expansion of banking network in the country, there are
still some areas that remain under-banked or unbanked. A sujb-committee
of State Level Bankers Committee (SLBC) will identify such areas and
formulate an action plan for providing banking facilities to all these areas in
the next 3 years'.
2. As SLBC convenor, you are requested to identify the underbanked
/unbanked areas of the State/UT of your bank and take steps to ensure the
underbanked areas approach the national average in terms of Average
Population Per Bank Branch. Also in unbanked areas, after due
identification, steps may be taken for opening of a bank branch of the
lead bank of the district or of the RRB duly following RBI guidelines.
Appropriate use may also be made of Business Correspondent
(BC)/Business Facilitator (BF) model to reach the remote areas in
underbanked and unbanked areas.

It is suggested that a special sub-committee of the DCC may be
set up
for providing banking services in these areas, as recommended by the
Committee on Lead Bank Scheme of the RBI.
4. It has been proposed in the Budget 2009-10 to set aside Rs. 100 crore
during the current year as one-time grant-in-aid to ensure provision of at
least one centre/ Point of Sales (POS) for banking services in each of
the unbanked blocks in the country.
5. In this context, you are requested to take necessary action of
preparing a roadmap for each SLBC in the State/UT where your bank is
responsibleAand as already advised by IBA in its circular to all PSBs
dated 23rd May, 2009,\in order to achieve total financial inclusion, duly
addressing issues of unbanked
and underbanked areas as outlined above, with a target of covering most
of the underbanked areas with atleast one branch of the lead bank or the
RRB, by 31.3.2010.
6. Coverage of unbanked and underbanked areas of the State/UT should
be a regular agenda item in every quarterly meeting of the SLBC, a
summary report of which should be sent to this Department on a regular
basis, alongwith the Quarterly SLBC Report by adding following format as
per Annexure -I&II.
