While not being spectacularly warm the season was largely dry compared to recent past years which meant an on-time finish for most of our competitions. The cold winds of the nation’s economic state did significantly impact on the Union with the loss of sponsors for the Challenge Cup and the Twenty20 competitions. Finding new sponsors in the present economic climate has proved difficult though efforts continue to have these prestigious competitions sponsored in 2011. Regrettably the failure to fulfil fixtures has continued to be all too prevalent in the junior leagues. In an effort to address the issue the Union established a taskforce consisting of representatives of teams from the junior leagues. They considered a range of issues including size of leagues, length of matches and starting times and a number of proposals for change will be brought to the 2011 AGM. The Union in conjunction with clubs considered the report of Cricket Ireland’s Review of Domestic Cricket and gave a broad welcome to many of its recommendations. Cricket Ireland however has been slow itself to react to the report which in turn has left the Union finding it difficult to progress an update of its development plan. It is clear that Cricket Ireland must embrace a closer working relationship with the provincial unions if the development of the domestic game is to move forward. The need for the Union to have its own development officer was clearly identified during the year and discussion is ongoing with Cricket Ireland regarding the funding for such a position. The European U19 World Cup Qualifying Tournament took place in the Union’s area in July 2010 and thanks are due to all those clubs who made their playing facilities available. During the course of the year the Union took on responsibility for the running of its own website and many clubs and individuals have commented favourably on the excellent and regularly updated coverage of the local scene. The Union now looks forward to its 125th Anniversary in 2011 when we hope to have a range of events to celebrate this noteworthy milestone in our history. OBITUARIES Brian Anderson The death took place in April 2010 of Brian Anderson known to most as ‘Brandy’. In the course of a long career Brian played for Cregagh, Queens, Instonians and Cooke. He led Queens to the Senior League title in 1959 and took a hat-trick in the Challenge Cup final for Instonians when they defeated Sion Mills in 1964. Brian taught chemistry at RBAI and was closely involved with cricket at the school for many years. He was a real character in many ways and will be fondly remembered by all who knew him. Dermott Monteith Ireland’s greatest wicket-taker and one of the most indomitable personalities ever to grace the cricket circuit, died at home, in his sleep, on 5 December 2009. He was 66. His death came just three days after Kyle McCallan, Ireland’s most capped player and, for a while, considered the best off spinner in Europe, announced his retirement. Monteith’s self-opinion was that, at his own peak, he was the third best left arm spinner in the world behind Bishen Bedi and Dilip Joshi. No-one dared disagree. Dermott Monteith was the maverick cricketer good enough to not only captain Ireland 37 times but also to play county cricket for two years with Middlesex. Although he went to school at RBAI, it was Lisburn where he played his club cricket, breaking into the all-conquering Wallace Park side in the late 1950s as a teenager. He played his first NCU Challenge Cup final as an 18 year old in 1961 against Woodvale at Ormeau, taking 10 wickets in the match. He would play in five more cup finals, captaining two, but lost them all, his last in 1977. By the time Lisburn reached the final again, in 1985, Monteith’s career had been cut off, if not in its prime then certainly with plenty more to give, the victim of a hit-and run accident at the start of that year. For months it was not just his cricket career which had been ended, his life was in danger. But Dermott fought his way through that personal battle and even attempted a comeback but it was to be off the field that he would continue to give to Irish cricket. He had won the first of his 76 international caps in 1965, fittingly against MCC at Lord’s where he would play his county cricket 16 years later. Batting at No 4, he scored a half century on debut but, remarkably, didn’t bowl. Nowadays, Ireland cricketers can chalk up 76 appearances in barely two years. It took Dermott 19 summers. He missed 25 matches including Ireland’s most famous at the time, at Sion Mills when the West Indies were dismissed for 25. Although his bowling would not have been needed in that match, no one has bowled more overs for Ireland. With one-day games almost non-existent during the majority of Dermott’s international career, Monteith bowled 2,404 overs, 267 more than McCallan who played exactly 150 extra games! In three successive matches in 1971, he took 37 wickets, as many as most bowlers take in a season. He finished his international career with a staggering 326.He averaged only 20 with the bat but he rarely went in above No 8 and his highest score was 95, in what was to be his last match. From 1989 to 2001 he was an outspoken Irish selector, a spell interrupted in 1999 when he was a proud ICU president. Dermott was never the same after his accident and a heart attack some years ago was a setback from which he would not fully recover. He is survived by his two sons and a daughter, two sisters and his brother Roger, an inter-provincial cricketer. IC Alan Waugh Alan Waugh died on 14 September 2010. He was an active member of the Northern Ireland Association of Cricket Umpires and Scorers (NIACUS) having been a past Chairman and the editor of the Association’s magazine, The Follow On. Alan also served as secretary and treasurer of the Irish Association of Cricket Umpires and Scorers. A school teacher by profession Alan had commenced instructing on umpire courses. His cricketing career had been spent at Greenisland and then Cliftonville were he demonstrated his ability as an off spin bowler. Alan also found time for a number of years to serve the Union as a league secretary. As an umpire Alan was a much respected and popular figure with players at all levels and this was well demonstrated at his funeral which saw a large turn-out from all sections of the cricket fraternity. CONGRATULATIONS The Union extends its congratulations to: Dr Basil McNamee on his election as President of Cricket Ireland; Kyle McCallan on his award of the MBE in the Queen’s Birthday Honours and on his Belfast Telegraph Award to mark his retirement from international cricket; Tony Phillips on his award of the MBE in the Queen’s Birthday Honours; NIACUS on the occasion of their 60th Anniversary; RBAI on the occasion of its 200th Anniversary; The following players who represented Ireland in full internationals P Connell JD Hall NG Jones GE Kidd RD McCann PR Stirling AR White GC Wilson OFFICERS AND COMMITTEES 2010 Three years have elapsed since the Management Board and four Directorates replaced the former Executive Committee. The more streamlined structure continues to provide a sharper focus on the key issues facing the Union. Many people give much time and energy serving on the various Union Committees while others do so by their work with young players over the winter months and during the course of the season. Their commitment deserves the thanks of all. CRICKET DEVELOPMENT DIRECTORATE Tom Flintoft (former ECB Inspector of Pitches) was again invited to the Union area and he viewed several club and school grounds. Valuable verbal and written feedback was given to the various clubs and schools. It is pleasing that he has noted a gradual improvement in grounds in the Union area on his annual visits. The Directorate offered advice to clubs throughout the season and made visits were necessary. The Grounds Report for the season is shown at Appendix 1 to this report. The Directorate established a Taskforce to review junior cricket especially with a view to keep adults involved in the game and to encourage more young people to play. The Taskforce consisted of a group of people with experience of junior cricket together with the Director and Assistant Director. A series of roadshows was held to discuss the Taskforce proposals with clubs including size of leagues, length of matches and start times. It is intended to bring proposals to the 2010 AGM. The Directorate agreed that Cricket Ireland (Belfast Office) should take the lead in processing applications from clubs to Access NI. Due to a change in government policy there was a delay in getting the application process underway. The Management Board adopted the policies: Process for Managing Information received from Access NI; Employing People with a Criminal Record drawn up by the Child Protection in Sport Unit of the NSPCC. The Directorate liaised with Cricket Ireland on the pilot Club Accreditation Scheme which it is hoped will roll out to all clubs in 2011. Discussion took place with Cricket Ireland on the funding of a cricket development officer post in the Union. In the meantime Michael Hingston was appointed to co-ordinate the 2010/11 U13 and U15 regional development squads. FINANCE AND SPONSORSHIP DIRECTORATE The Union’s insurances were reviewed during the year. The Directorate was able to confirm from inspection of the FSA rules, where an entity pays a premium for personal accident cover and recharges that premium on a pro-rota basis to members associated with entity, then providing the entity is not making a profit on the recharge of premiums, or is only making sufficient profit to cover administration charges, it is not deemed to be acting as a financial intermediary or considered to be providing financial services. Sponsorship of the Union’s cricket balls for the 23010 season by Tiflex was welcomed and opportunities were explored to enter into a longer term relationship with the company. Discussion took place with the Lord’s Taverners on support for youth cricket and other areas which they might consider sponsorship of. Following errors in the 2010 Fixture and Rules Book the printer produced a booklet containing the Competition Rules and Bye-Laws for distribution to clubs on a no-charge basis. Continuous efforts were made to obtain a new sponsor for the Challenge Cup following the ending of the TCH sponsorship. A new sponsorship initiative for the Challenge Cup and other trophies is being drawn up for the 2011 season. The Financial Report and Statement of Accounts for the year ended 31 December 2009 will be circulated separately. The Honorary Treasurer will draw attention to some aspects of the Union’s financial situation at the Annual General Meeting. FORWARD PLANNING DIRECTORATE The Directorate reviewed progress on the proposals contained in the Development Plan issued four years previously and formulated the roll out for the next 5 years. Progress was delayed due to factors which will have an effect on where the Union will want to be at the end of this period. The two main constraints were the Review of Domestic Cricket undertaken by Richard Holdsworth, ICC Regional Development Manager (Europe) on behalf of Cricket Ireland. He submitted his report in September 2009 and to date there has been no published response which would allow this Union to map its own future development plans. The other was the ending of funding of the Northern Ireland Cricket Association and the Active Communities initiative. The main effect of this change has been the removal of the Development Officer, whose role within the Union was clearly part of how we moved forward. While arguments were made that the Active Communities initiatives would contribute to our development objectives, this, to date has not proven to be the case. This, linked to a decision on the funding of a Union development officer, will require future planning to be based on the presumption that the necessary resources will be in place. The Directorate has a number of “projects” as work in progress. A review of the Unions disciplinary and appeals procedures. Design of an IT system which will cover Competition Entries, Registrations and Result Reports. A Conflict of Interest declaration was approved by the Management Board for its members. A re-write of the existing Disciplinary Bye Laws to reflect the Level of Offences used by the ICC was also undertaken. Regardless of the constraints referred to it is intended to issue a roll out of the Development Plan in early 2011. COMPETITIONS DIRECTORATE The Directorate confirmed the Registrations Guidance for clubs for the 2010 season which was duly circulated. The Registrations Committee met as necessary to consider applications from clubs for the registration of players not eligible for Ireland. A draft calendar for the 2010 season was drawn up and subsequently endorsed by the Management Board. The Directorate recommended venues for the various cup finals for consideration by the Management Board. The Assistant Director established a Youth Competitions Committee made up of the convenors of the various youth competitions. The committee organized sections of the youth leagues and made a number of changes to competition rules. The Competitions Committee consisting of the league and cup secretaries met regularly throughout the season to monitor progress of the various competitions. DISCIPLINARY COMMITTEE Nine players were reported by umpires in the course of the season for Level 1 offences. They each received a reprimand and warned that a further Level 1 offence within the next twelve months would lead to a Level 2 charge which if proven would lead to a suspension of 1 -3 matches. One player was reported for a Level 2 offence and received a 2 match suspension. One player was reported for a Level 2 offence and received a 1 match suspension. A team captain was suspended for three matches for submitting a result form he knew to be false. His club was fined £100. The Management Board decided that from the 2011 season the outcomes of all proven disciplinary charges will be publicised. APPEALS COMMITTEE The Appeals Committee considered one appeal from a club in the course of the season. The appeal was rejected. MCMORRAN AWARD FOR VOLUNTARY SERVICE TO CRICKET The family of the late Jim McMorran (Past President and Honorary Life Member) discussed with the Union instituting an award associated with Jim’s name for voluntary service to cricket. After criteria for the award was drawn up nominations were sought from clubs and the inaugural winner selected by the Management Board. The winner will be presented with a trophy at the 2010 Annual Dinner.
