The re-introduction of inter-provincial cricket at three-day, 50 over and Twenty20 formats was the
most significant feature of the year. Discussing the detailed procedures for the various tournaments
with Cricket Ireland and the appointment of the necessary officials kept the Management Board
busy throughout the winter months. In the event the new tournaments dovetailed well with the
domestic cricket structures though further refinement will likely follow an end-of-season review.
The Union’s Northern Knights won the 50 over tournament and finished second to Leinster
Lightning in the other two. They could be considered unlucky not to have enjoyed even more
success.
What was obvious however was that the inter-provincials failed to attract significant interest from
the cricket public in the Union’s area with small crowds at most home games. A strategy to raise
the profile of the competitions will have to be considered in the close season.
For the first time in several seasons the sun shone for much of the summer with the Premier
League coming to a dramatic conclusion in the final weekend of August. Some observed however
that the dry weather had taken some groundsmen by surprise with relatively low-scoring games at
a number of venues. Just as we have learned to cope with the problems thrown up by wet
summers so to the lessons of what to do when the sun shines for a lengthy period will have to be
taken on board.
While on-field indiscipline is not widespread there are more instances of it occurring than the Union
wishes to see and it will continue to work with colleagues in NIACUS to have it eradicated. Rather
disappointingly occasional instances of poor behaviour have been noted in youth cricket. While
some may attribute this to young people mimicking what they see and hear from adults including
through television, club coaches must take every opportunity to make clear that such behaviour will
not be tolerated.
Mindful of the fast moving developments at international and inter-provincial cricket in Ireland the
Management Board held an awayday in February 2013 at which it considered how the Union’s
governance structures might be updated to reflect the changing scene and to consider its priorities
over the next few years. The outcome is a revised management structure which as well as having
Directorates for Domestic Cricket and Finance & Policy includes a new Directorate dealing with
representative cricket at both senior and age-group levels. It also provides for direct election to the
Management Board for club representatives and will be decided on by clubs at the 2013 AGM.A
new Development Plan is being worked on and should be with clubs by January 2014.
Cricket Ireland’s push for full membership of the International Cricket Council is likely to mean that
there will be no let-up in the pace of change but the Management Board believes that it is putting
in place a structure that will help keep the Northern Cricket Union to the forefront of cricket on the
island.
OBITUARIES
Ian Gourley
Ian Gourley, one of the stalwarts of the Northern Cricket Union for over twenty five years, died in
hospital on 7th December 2012. He was 70.
Ian attended Belfast Royal Academy where he earned his school cricket colours and in his last year
was selected for Ulster Schools in their annual fixture against Leinster Schools, opening the batting
with the great Mike Gibson.
His first club, Cliftonville, was, at that time, four hundred yards up the Cliftonville Road from BRA
and he remained there until 1970. He then joined Woodvale in 1971 and served that club with
distinction, on and off the field, for the next forty two years.
As a player he represented all the club teams with his highlight being captain of Woodvale II when
they lifted the Junior Cup in 1976. When his playing career ended in the late 1980’s he held office
as club treasurer and then chairman before being elected President for four years from 2007 to
2010.
Ian held almost every post in the Northern Cricket Union, being a League Secretary from the 1980’s
until he was elected NCU Chairman for 1994 – 1995 seasons and afterwards served as a Divisional
Chairman from 1996 until 2007. He was an NCU selector for over ten years, represented the Union
on the old Irish Cricket Union Executive Committee throughout the nineties until he succeeded
Murray Power as ICU Treasurer from 2000 – 2006 and was deservedly elected NCU President for
the 2008 and 2009 seasons. At the NCU AGM in October 2009 Ian was confirmed as an Honorary
Life Member.
I have many fond memories of Ian and would like to share some of these with you.
As ICU Treasurer for six years, the December accounts were audited in the second week in January
and the AGM was held on the last Sunday in January or first Sunday in February - for a variety of
reasons the AGM is now held in April.
Ian loved counting takings from international cricket matches in his Shankill Road Office of the
Ulster Bank whilst using a rubber thumb and talking about cricket at the same time.
I will never forget Ian’s last cricketing appearance as NCU President in the middle of September
2009. He arrived unexpectedly at Waringstown (having been in hospital for the previous month)
and later that afternoon he presented the Premier League trophy jointly to Jonathan Bushe
(Waringstown) and Eugene Moleon (Instonians). That photograph of the “wee man” standing
between the two captains formed the centre piece of the front page of the 2010 Fixtures and Rules
Booklet.
He is much missed by the whole cricketing fraternity but especially by his own family, his wife
Jennifer and their children, Claire, Stephen and Helen. RJJ
Ernie McCleary
Ulster sport lost a genuine all-rounder with the passing of Cliftonville cricketer and footballer Ernie
McCleary after a long illness. He was 88.
Ernie excelled at Cliftonville after moving from Lurgan in the 1950s. He was also an outstanding
centre-half for Cliftonville Football Club and won many honours including an international cap
against Wales.
After spells at both Newry and Annadale Grammar Schools Ernie taught at The Friends' School
Lisburn and amongst many others coached Jimmy Kirkwood and Neil Doak. He represented Friends'
on the Ulster Schools Committee and often accompanied them on their annual tour.
He was passionate about sport and the spirit of the game.
Dessie Kane
The former Ballymena and Ireland opening bowler died aged 60.
Kane, who joined Ballymena in the mid-1970s after graduating from Queen’s, was called up by
Ireland in 1981 for a one-day game against Middlesex led by England captain Mike Brearley. After
an impressive debut, when he took the wicket of Clive Radley, he retained his place for the
NatWest Trophy game against Gloucestershire.
Again used as third seamer, behind Simon Corlett and Roy Torrens, Kane did not enjoy such a good
day and conceded 76 runs in his 12 overs. He never played for Ireland again.
Ballymena’s most successful year in that era was also 1981 when they reached the NCU Cup final as
a Section Two team and won promotion in the same season. Kane took 20 wickets in the four
games to get the Eaton Park side into the final, including seven for 30 in the second round against
Muckamore, and added six more in the two-innings decider.
The 1981 defeat to North Down, when Kane was top scorer with 45 in the first innings, was not
Dessie’s first cup final appearance. As a 21 year old, he played for Queen’s against the formidable
Waringstown team in 1973 at Ormeau, when he again impressed with the bat, scoring 33.
When he retired from cricket in 1986, he went into his father’s insurance business.
CONGRATULATIONS

Mark Hawthorne on being selected to umpire at the ICC Women’s World Cup in India;
Jareth McCready on his appointment to the ICC Europe Umpire Panel;
Paul Stirling on making his 100th appearance for Ireland;
Robin Walsh on his election as President of Cricket Ireland;
Andrew White on making his 200th appearance for Ireland.
COMPETITIONS DIRECTORATE
The Directorate confirmed the Registrations Guidance for clubs for the 2013 season which was duly
circulated.
A Registrations Committee was established to consider applications from clubs for the registration
of players not eligible for Ireland.
The Directorate was represented at a meeting between Cricket Ireland and the provincial Unions to
draw up Premier League fixture lists in order to accommodate the new inter-provincial series.
The Directorate drew up a calendar for the 2013 season which was endorsed by the Management
Board.
The Directorate recommended venues for the various cup finals for consideration by the
Management Board.
A revised schedule of fines for the 2012 season was drawn up.
The Youth Competitions Committee made up of the convenors of the various youth competitions
under the chairmanship of the Assistant Director organized sections of the youth leagues and the
various cup competitions. A review of the rules of youth league competitions was held.
Following consultation with clubs the U15 League was reorganised into three divisions.
The Competitions Committee consisting of the league and cup secretaries met regularly throughout
the season to monitor progress of the various competitions.
CRICKET DEVELOPMENT DIRECTORATE
The Directorate took forward a scheme by which the Union in partnership with Cliftonville CC
contributed to the refurbishment of the indoor cricket facility at UUJ in Jordanstown. The facility
gave a home base for the union and its work with its Regional Development Squads.
The Regional Development Squads at U13 and U15 levels met regularly throughout the winter
under a group of coaches. The squads eventually formed the basis for the Union’s sides for the U13
and U15 inter-provincial competitions.
A Groundsman’s Association was formed with twenty people initially taking out membership. A
pre-season course for groundsmen was held in conjunction with the Institute of Groundsmanship
and a further at the end of the season. In addition Philip McCormick, grounds man at Stormont held
a master class on winter preparation for cricket squares.
Close liaison was held with NIACUS and clubs were encouraged to nominate members who would
be willing to umpire on a casual basis. NIACUS ran a well attended short training course for those
wishing to participate on such a basis.
The Directorate continued to monitor the Club Accreditation Scheme and it was pleased to note
that all Premier League clubs have now embarked on the accreditation pathway. All Senior League
1 clubs are expected to have embarked on the process by the beginning of the 2014 season.
Contact was made with Monaghan CC who expressed an interest in joining the Union. Following
successful discussions with the club Monaghan will join the Union for the 2014 season.
Consultation was held with Senior League 1 clubs in light of the size of their fixture lost and number
of competitions. Clubs indicated that they were content for a ten club league to continue for the
present.
FINANCE AND SPONSORSHIP DIRECTORATE
In accordance with the current Development Plan, during the 15 month accounting period from
January 2012 to March 2013, the Finance and Sponsorship directorate continued to engage in
activities to progress the development of key objectives including:



The establishment of effective budgetary control mechanisms and cost control;
Investigation of potential sources of new revenue; and
Increase total income from sponsorship of Union competitions.
With a backdrop of continuing financial pressures, and in the context of an overall objective,
common to all of the directorates, of the promotion of cricket in the NCU area, highlights of the
period comprise:
 Growth of approximately £2k in revenue following the increase in annual registration fees
from £2 to £3 per player;

Growth of 13% in revenue from sponsors, largely attributable to the securing of a new
sponsor for the Twenty 20 competition, Lagan Valley Steels;
 New additional sources of income, including a grant of £1k from Belfast City Council and in
excess of £2k from Cricket Ireland to assist with coaching and cricket development costs.
Our strong opening financial position has enabled us to part fund the post of a permanent Cricket
Development Officer, employed by Cricket Ireland in the NCU area, and this in turn has resulted in
an increase in cricket development and coaching activities. The inclusion of 15 months of cost,
against 12 months of revenues (most of the Union’s income being seasonal in its nature) has
contributed to a deficit for the year and we will therefore continue to pursue new funding
opportunities going forward. To facilitate this we have appointed two advisors in the 2013/14
financial year to assist in the identification of sources of grant funding and identify new sponsorship
opportunities.
The success of the 125th Anniversary Dinner in 2011 boosted the Union’s bank balances and whilst
we did not anticipate a repeat of this bounty, we continue to secure value for money for the Union
through our catering contract for the annual dinner. Indeed, careful monitoring of costs is
demanded across our activities, including ball and medal spend, tour costs, insurance premiums,
and catering costs.
We are grateful to our sponsors for their support during the period, to the clubs for their
engagement with the Union, both financial and on the field, and to those many volunteers who
support the Union’s activities in so many ways on a weekly basis, for no financial recognition.
FORWARD PLANNING DIRECTORATE
During the year the Directorate
 continued to address the ongoing requirements of the McMorran award;
 Monitored changes in the Disciplinary procedures in Cricket Ireland (CI) and the ICC and
where necessary include them in the Union’s bye-laws.
 Reviewed the IT procedures and its development to provide census information centrally;
 Worked with CI to provide information on participation in cricket in the Union area;
 Reacted to special initiatives at the request of the Management Board and make
recommendations.
The Directorate also carried out a review of the Union’s Appeals Procedures and based on its
findings, recommended to the Management Board that the Procedures be retained but that the
appeals procedures in the Disciplinary Bye-Laws be replaced by those contained in General Rule 22.
Development Plan
In the 2012 Annual Report an undertaking was given that a roll out of the Development Plan would
take place in early 2013. Once again this was delayed to take account of a major development in
cricket in Ireland.
In early 2013 CI published their proposals for a new Inter Provincial competition which introduced
far reaching requirements for the Provincial Unions in the management and administration of their
teams in the three forms of the competition.
It was decided that the new proposals required an in-depth reappraisal of the way forward for the
Union. Following a number of meetings including a Management Board awayday it was decided
that there was a need to re-structure the Management Board and Directorates and to address the
consequential governance changes. The most significant change is a proposal to create a new
Directorate with responsibility for Representative Cricket.
The proposals were circulated to clubs for information and comment and will be submitted to the
2013 AGM as a Notice of Motion. Work on the Development Plan will continue with an objective of
December 2013 for a draft Plan.

The 2nd Triangular Under 14 Cricket Tournament between Belfast, Edinburgh and Glasgow took
place at Ayr Cricket Club on Monday and Tuesday 12 and 13 August, with Belfast retaining their
title.
After Glasgow beat Edinburgh by 1 run in a rain affected match on Monday morning, the match
scheduled for Monday afternoon between Belfast and Edinburgh was abandoned without a ball
bowled due to heavy rain.
A full day's play was possible on Tuesday with a win by more than 1 run enough for Belfast to win
the tournament. They won by 56 runs to pick up the Charlie Beverland Memorial Cup for a second
time. Carrickfergus opening batsman Jack Burton scored a fine 50, while CSNI medium pacer Harvey
Whiteside picked up 4 wickets, and Lisburn all-rounder Matthew Lightbody scored 32 and took 2 for
23.
The Tournament was first organised last year to fill the considerable void left when it was
announced that the popular Lord's Taverners' Inner Cities Competition had been discontinued, and
the reaction from the three teams was that it was again a great success despite some wet weather
on the first day.
