GRADE & MIDDLE SCHOOL BASKETBALL RULES
I. LEAGUE PLAYING RULES
The following rules will govern league play for the Glenview Grade School and Middle School Basketball Leagues.
Glenview Park District will follow the 2014 – 2015 IHSA Basketball Rules for any rule not covered within these rules.
1.
Based on rule #2 below, each half is divided into 3 “periods of substitution”. Each period is six (6) minutes in length.
Playing time must be distributed as follows:
5 Players Present – Each player plays 6 periods
6 Players Present - Each player plays 5 periods
7 Players Present – Two players play 5 periods
Five players play 4 periods
8 Players Present - Six players play 4 periods
Two players play 3 periods
9 Players Present – Three players play 4 periods
Six players play 3 periods
10 Players Present – Each player plays 3 periods
Situations may arise making even playing time impossible: injuries, players leaving early, players not wanting to
play, or for discipline reasons.
If a player arrives late that player must sit out the remainder of the period before he/she is allowed to play. For
example: if a player arrives two (2) minutes into the first (1 st) period he/she may not play until the start of the second
(2nd) period. Once the player is eligible to play the team must use the above substitution rule based on the number of
players present. If a player arrives in the 5th or 6th period, the coach may put him/her in for the 6th period only. If a
team only has 4 players or if a player has to leave early or is injured, the late player may be immediately inserted into
the game. These are the only situations this will be allowed.
If a player leaves early the coach must use the substitution rule for the number of players remaining.
In conjunction with Rule #4, the scorekeeper will keep track of players coming into the game. It is, however, the
responsibility of each coach to double check substitutions. Once a player is recognized by a coach as playing
illegally, he must be replaced immediately. If the scorekeeper is in error, there is no ground for protest, as again, it is
up to the coaches to double check substitutions. The referee’s decision regarding such matters is final.

SUBSTITUTIONS
There will be mandatory substitutions at the 12 & 6 minute marks of each half. Substitutions may only take place at
these times, unless there is an injury or unsportsmanlike conduct by a player.
All players going into the game must report to the scorer’s table and will enter into the game at the referee’s next
whistle.
The clock will stop for approximately 30 seconds during substitutions which is not to be used as timeouts to discuss
strategy.
Coaches may substitute freely during overtime periods. Players must check in at the scorer’s table.
FORFEITS/PLAY CLOCK/DEFENSE

Teams may play with four (4) players, but not three (3) (except after a player fouls out). If a team starts with only four (4)
players the opposing team may still play with five (5). In this situation the team with five (5) cannot press at any time, and
may not double team on defense. The 5th player must also defend in the lane only.
7. There will be a 5-minute forfeit time. If at least four (4) players fail to show up by five (5) minutes past the start time, that
team must forfeit their game.
8. If a team has to play with less than five (5) players after a player has fouled out, the opposing team may STILL play will
five (5) players.
9. If a coach is aware ahead of time that the team will not be able to meet the game requirements, the Youth Athletic
Supervisor should be contacted as soon as possible.
10. Games will consist of two (2) 18-minute halves. A running clock will be in effect, except the last two (2) minutes of each
half when the clock will stop on all whistles.
11. Teams will change direction for the second (2nd) half.
12. Each team will be allowed two (2) time outs per half. They do not carry over to the next half.

13. In case of a tie game, a two (2)-minute running clock, overtime period will be played. The clock will only stop for
free throws. Teams will not be given a time out. A maximum of one (1) overtime period will be played. If the game
ends in a tie, it will remain a tie.
 During playoffs in case of a tie game, two (2) minute overtime periods will be played with the clock
stopping on ALL whistles until there is a winner.
 During playoffs, one (1) time out during the overtime period will be allowed.
14. Overtime will start with a jump ball.
15. Grades 3rd-5th boys and girls will play man-to-man defense. No zone defense will be permitted. Help defense will be
permitted below the free throw line (extended) only. If grade levels are combined, default to the higher grade’s rule
on man-to-man v zone.
16. Middle School Boys and Girls (6th-8th grade) have the choice of playing a zone or man-to-man defense. If grade
levels are combined, default to the higher grade’s rule on man-to-man v zone.
 HELP DEFENSE is defined as: when an offensive player with the ball beats their defender on the pass to the basket.
Another defensive player may come over to cut off the offensive player's path to the basket, or to challenge the offensive
player's shot. The defender then must go back to their assigned offensive player.
 NO DOUBLE TEAMING ALLOWED AT ANY LEVEL.
BALL/BASKET SIZE
17. 3rd grade will use a 9-foot basket. 4th-8th grade will use a 10-foot basket. 3/4th grade girls will use a 9.6-foot basket.
18. 3rd grade boys and girls will use a junior size ball.
4th grade girls will use a junior size ball.
4th-6th grade boys and 5th-8th grade girls will use a 28.5 women’s ball.
7-8th grade boys will use a regulation size men’s ball.

FOULS
19. With the exception of shooting fouls and technical fouls, all fouls will be taken out of bounds. On the eighth (8 th) team foul
of the half, the bonus situation will be in effect, wherein the fouled player will have a one-and-one (makes first, get the
second attempt). Super bonus rule will not be in effect.
20. An individual player will foul out of the game on his sixth (6th) personal foul.
21. Any intentional/technical foul (official’s judgment) will be two shots (clock will not stop).
22. No plays blatantly designed to isolate a player on offense one-on-one will be allowed. Technical fouls will be given to the
coach at the discretion of the referee.
23. Two (2) technical fouls by any one (1) player and that player is automatically ejected from the game. This includes all
coaches, players, parents, and spectators.
24. Any flagrant foul will result in two shots and possession of the ball
PRESS
25. Once the opposing team gains clear possession of the ball (by rebound or steal) in their own half of the court, the defending
team must back off to the top of the 3-point line (extended sideline to sideline), and let the offense freely bring the ball up
past the mid-court line. After the ball crosses the mid-court line, the defense may move forward and defend.
3rd & 4th grade - if a team is ahead by ten (10 points) or more that team must back off to the top of the key extended
sideline to sideline and allow the opposing team to freely bring the ball up the court. Defense will not be allowed to cover
the ball handler until the offensive team carries the ball past the top of the key extended. Once the ball has been brought
past the top of the key regular defense rules apply. The defense is no longer restricted to play from the top of the key
extended to the baseline.

PRESS BEGINS:
3-4th grade: There will be NO press for the first five (5) games of the season. For the remainder of the games,
press will only be allowed during the last two (2) minutes of the game.

5th -6th grade: In the last two (2) minutes of 2nd half only, full court man-to-man press will be permitted. If a team
is leading by ten (10) or more, that team will not be allowed to press the last two minutes of the game.

7th-8th grade boys & girls: In the last two (2) minutes of each half, full court press will be permitted. It will be
permitted in overtime as well. If a team is leading by ten (10) or more, that team will not be allowed to press the
last two minutes of each half.
Overtime: Press permitted at all times.
JUMP BALL
26. If a team is behind by ten (10) points or more, the ball will automatically be given to the trailing team if a jump
ball situation occurs. All other jump balls will alternate possession.
FREE THROWS/BASKET WORTH
27. 3rd and 4th grade league will have a free throw line at 13 feet; 5-8th grade league will use the regulation free
thrown line.
28. 3rd-5th grade league at half-time will have every player from both teams shoot one free throw (each successful
attempt will count as one point on the official scoreboard). If a team has fewer players than the other (Ex. team
of 8 v. team of 10), the team of 8 will shoot 2 more free throws, to be tried by the first two (2) players who miss
on their first attempt. A 2 MINUTE HALF TIME CLOCK WILL BEGIN AFTER FREETHROW BASKETS.
29. 3 point shots will count as 3 points in all grade levels.
TEAM ROSTERS
30. Teams are allowed a maximum of ten (10) players who must be registered, paid, and appear in the Glenview
Park District registration system.
31. Players may not participate in any basketball game or practice unless they are listed on the official Park District
roster, which are available at all games.
32. Using another player from another team to fill a roster spot is not permitted. If a team does not have the amount
of players needed (4) to begin a game, the team must forfeit.
33. Players may be added or deleted at the discretion of the Youth Athletic Supervisor.
34. Players must be in the grade of the league for which they have registered. Players cannot play up or down no
matter what the ability level. Any player who is found to be playing for a team and they are not on the roster, or
are too old will subject themselves and possibly the team to automatic forfeiture and a possible suspension of
that team’s coaches from the league for the remainder of the season.
35. Any team that is found to be in violation of team roster regulations is subject to forfeit of the game in which the
violation occurs.
GAME ATTIRE
36. All players must wear their Park District issued game jersey. Shirts must be tucked in and shoelaces tied.
37. All jewelry must be taken off including bracelets, necklaces and earrings. Wristbands are acceptable if worn
below the elbow. If a girl has just gotten her ears pierced and cannot take them out yet, she must cover her
earlobes and earrings with medical tape.
GAME RESULTS AND TEAM RECORDS
38. Scores of all games will be recorded by the Scorekeeper, verified by the League Director, who will
submit them to the Youth Athletic Supervisor.
A team that forfeits a game or match will go on record as losing the game. Double forfeit games will
be recorded as losses for both teams.
LEAGUE STANDINGS
39. No standings will be sent out for 3rd-5th grade leagues. There are no participation awards given for 3rd-5th grade.
40. Standings will be sent out to 6th-8th grade teams that will culminate their season with playoffs and a tournament.
Trophies will be given to the league champion, tournament champions and tournament runners up.

41. Regular season champions will be determined by the following order
 Win-loss ratio of games
 Most games won in head-to-head competition
 Point differential in head-to-head competition
42. Tie breakers will be determined by head-to-head competition. If teams are tied in head-to-head then point
differential in head-to-head will be the next tie breaker. If that is also a tie then points allowed for all games
combined will be the next tie breaker. If either team forfeited a game during the season then that will be the
first tie breaker after head-to-head competition.

Each coach will be held responsible for the conduct of his/her team players and is responsible to see
that all rules are observed. The coach must maintain complete control of him/herself and his/her team
members at all times; this includes before, during or after a game and any other time involved with
the Glenview Park District Basketball Program. The key to a successful program is in the hands of
the coach, and in turn, his/her players. Good leadership will insure a good program.
Officials and their decisions will be respected and not interfered with at any time. Unsportsmanlike
conduct, disrespect, vulgarity, or profanity will not be tolerated at any time. Any coach, player, or
spectator removed from a game will receive disciplinary action given by the Youth Athletic
Supervisor. The type of disciplinary action given will depend on the severity of the offense.
A game will be forfeited in the event a team or team’s spectators fail to respect the official’s authority
or decisions; one warning will be given prior to such action.
Personal harassment of officials (referees, directors, scorers, supervisors) may be cause for either the
team or individual to be suspended from league play and/or tournament.
In any discussion on the court with an official, only the coach will be permitted to enter the
discussion. The threatening of an official will have an automatic removal for the season, in both
league and tournament play.
Any player, coach or spectator guilty of physically striking an official will be immediately
suspended for the season and the team put on probation with possible suspension resulting.
Suspension for such an infraction is a league suspension for a minimum one calendar year from the
date of the infraction.
In the event that a more serious battery takes place toward and official, supervisor, or scorekeeper,
expulsion up to life can be directed after referral and review by the Executive Director of the
Glenview Park District.
III. ALCOHOL
1. Alcohol or smoking are NOT allowed on Park District or School District property
2. No food or beverage allowed in the gymnasiums!
3. Any player, coach or spectator suspected of being under the influence of alcohol or drugs during a
game, practice or any other event associated with the Glenview Park District Youth Basketball
League will be removed from the facility immediately with possible disciplinary action to follow.
