
(C5) Percent of infants and toddlers birth to 1 with IFSPs.
.79% target 1.30%
Proficiency of Special Education Students

(B3C) Proficiency rate for children with IEPs against grade level standards and alternate
achievement standards. ITBS and ITED data significantly lower across all grade levels in reading
and math.
Transition

(B13) Percent of youth aged 16 and above with an IEP that includes coordinated, measurable,
annual IEP goals and transition services that will reasonably enable the student to meet postsecondary goals. Offsite region demonstrated 85% compliance with transition indicators on IEPs
randomly selected. Target is 100%. Specific areas of need were T21a,b, and c, along with T23c.

Description of the ideal state:
 Staff will map their curriculum and connect it to Iowa Core Curriculum standards and concepts.
 Staff will utilize formative and summative assessment on an ongoing basis, using this data to guide
instruction.


Students will be adequately prepared for the worlds of living, learning and working by the time they finish
their K-12 education.
Staff and students will utilize technology on a daily basis to provide optimal instruction and learning for
students. This technology will be at least equal to that offered in public schools.
Critical element: Vision + Skills + Incentives + Resources + Action Plan = Change
Goal #1: Literacy Proficiency/Assessment – All teachers will provide instruction that meets the Iowa Core Curriculum
essential skills and concepts.

participate in transition activities and planning for all students.

Need to align with general education core content to ensure students are receiving the same level of instruction in
offsite programs that they are receiving in public schools.
LEA staff will need to be involved with IEP development so they can ensure transition activities and supports are
feasible as students work back to resident districts.
Consideration of what LEA classrooms have for technology to determine what is appropriate and necessary for
students.
