Title of Job: Head of Apprentice & Skills Training
Responsible to: Assistant Principal – Enterprise & Employment
Key Purpose: To lead the delivery of our Apprentice and Skills training, including commercial services for London and the UK. As Head of Apprentice & Skills Training, you will be ensuring the efficient running of the programmes to our clients, making sure they are delivering a world class learning experience to match the business future resourcing needs. You will be working on projects and networking with clients, skills funding agency and other government bodies and key stakeholders, keeping abreast of changes in the apprentice, commercial opportunities and partnership arena across London and the UK. You will also be responsible for building and increasing our commercial opportunities.

Tasks and Responsibilities:
1.
To ensure that the colleges apprenticeship provision for internal and partnership contracts meets Ofsted grade 1 rating in delivering high quality Apprentice Training Across the businesses.
2.
Develop the college’s recruitment service to fill our client’s apprenticeship vacancies and place employability candidate into client’s general vacancy or gain a guaranteed interview.
3.
To develop and lead an Enterprise and Employment Hub team to ensure effective delivery of the financial income targets
4.
To provide operational leadership and management of the College’s partnership/subcontractor, contracted in and externally funded project activity.
5.
To develop, manage and sustain strong partnering relationships with the College’s subcontractors, maximising the benefits to both parties.
6.
To identify opportunities to bid for contracts and external funding, and then oversee the project/bid development process.
7.
To develop and coordinate effective plans to ensure curriculum departments, partners and subcontractors meet or exceed the performance, compliance and quality assurance requirements of the College and/or funding bodies.
8.
To support curriculum departments in the development and delivery of externally funded projects, coordinating input with identified project leads as necessary.
9.
To develop online college and blended learning courses for commercial opportunities.
10.
To represent the College on appropriate provider forums at local, regional and national level to build the College’s reputation.
MAIN DUTIES
1.
To work with the Assistant Principal - Enterprise and Employment, other members of the Senior Leadership & Management Team and external stakeholders in developing well targeted plans for partnership, subcontractor’s contractors and externally funded project activity.
2.
To work with the Directors of Curriculum, Prospects and Bid Writer, Partnership
Manager and the Apprenticeship Implementation Manager to maximise the opportunities to diverse income streams in support of core business.
3.
To lead and manage the Partnership Office function in the College and to work across curriculum departments and business support functions to ensure activity is aligned to the College’s Strategic Plan.
4.
To report on a regular basis to the Assistant Principal – Enterprise and Employment on contract performance and risk management.
5.
To identify and secure subcontractors through an efficient procurement process working with the Prospects and Bid Writer which ensures strategic alignment and extends the College’s market reach.
6.
To work with the partnership manager to ensure all subcontractors meet the due diligence requirements of the College.
7.
To co-ordinate the annual subcontracting process, ensuring its timely and accurate completion, preparation of contracts to pre-defined criteria and providing regular updates to subcontractors on progress.
8.
To develop, actively manage and sustain strong, trusted partnering relationships with the College’s subcontractors, maximising the benefits (business opportunities, financial, reputational) to both parties.
9.
To regularly and systematically review tender portals with the Prospects and Bid Writer to identify opportunities to bid for commercial and public sector contracts, which align to the College’s delivery capability.
10.
To source opportunities to bid for funding through maintaining a contemporary understanding of the external funding landscape and developing links with funding bodies, charitable trusts and other similar organisations.
11.
To work with the Assistant Principals – Enterprise and Employment and other senior members of staff to prioritise which bids to progress and to sign-off those bids prior to submission.
12.
To oversee the project/bid development process to ensure the timely submission of high quality, impactful proposals; co-ordinating the input of the curriculum and drawing prospects and bid writers expertise, where appropriate.
13.
To work with the curriculum and Finance department to provide accurate costs for project delivery in order to ensure the financial viability of the projects/contracts prior to submitting the final proposal.
14.
To oversee the collation and maintenance of curriculum department, partner and/or subcontractor, contract, finance and audit related information and documentation, and ensure that data is accurate and analysed in a timely manner.
15.
To develop, implement and review College-wide policy, procedures and processes/systems to support the effective delivery of apprenticeships, subcontracts and projects.
16.
To work with the identified lead managers in the College to ensure announced and unannounced quality, compliance and audit visits to subcontractor/partner premises are undertaken.
17.
To carry out annual training sessions for partners on enrolment processes, assessing benefit evidence and status etc., and college processes and procedures relating to course requests, approval of tutors, registers and exam entry
18.
To work with Directors of Curriculum, Curriculum Leaders and/or project leads, and other curriculum and business support staff, in the setting up, maintenance and administration of apprenticeships, contracts and externally funded projects.
19.
To ensure apprenticeships, contracts and externally funded projects delivered by the
College meet all aspects of compliance and funding rules, and progress against agreed targets/outputs is regularly reviewed.
20.
To ensure reporting requirements of funding bodies are met in a timely manner
21.
To develop, coordinate and manage the Apprenticeship Development Group to ensure effective working practices that lead to the delivery of the colleges apprenticeship targets
22.
Set and monitor progress targets for all staff in Leading Edge for the team to ensure the success of the recruitment and financial targets, and report fortnightly to line manager
23.
Carry out appraisal and ongoing performance reviews for relevant staff
24.
Manage the service level agreement, including the finances between the ATA and
Partners
25.
Liaise with local providers to understand their portfolio of provision when setting up partnerships and ensure there is no overlap with the colleges provision
26.
Engage with SME’s and large employers to carry out a training needs analysis (TNA) that will identify Apprenticeship and skills training opportunities and training needs
27.
Take a ‘key account’ approach with businesses to ensure they are continually supported throughout the process of appointing an Apprentice and until the end of the programme
28.
Engage with all business sectors in London to gather intelligence on business needs and potential skill shortages
29.
Ensure that confidential records of business correspondence are kept in line with
CNWL policies and procedures and populate the relevant database as required for the project
30.
Ensure agreed output targets are met, appropriate procedures are followed and acceptable evidence provided to meet project and other funding body requirements
31.
Develop and lead a marketing approach utilising a range of media routes to promote success stories, share good practice and quality of services being delivered
32.
Ensure that project information and data is reported appropriately and in a timely fashion support the development and evaluation of the project
33.
Ensure the maintenance of accurate recruitment data, reports and records as required by management and external funders
34.
Ensure that Employer Surveys are carried out, analysed, reported to key stakeholders and action feedback as appropriate
35.
Maintain confidentiality in respect of the policies and procedures
36.
Develop an engagement strategy to ensure that business and sector networks are involved to ensure effective delivery of the SFA, ESF, EFA or other contracts or projects meet the needs of local businesses and funding agencies

Special Conditions
1. The nature of this post means that the post holder may need to travel from time to time to all the College centres and to other external venues
2. The post holder will be contracted to work for a defined number of hours per week but it is a requirement of this post that the holder will flex these hours to reasonably meet external needs which may include working evenings and weekends.
3. This post falls within the scope of the regulations requiring a Disclosure & Barring Service (DBS) check.
