Summary of the Position
Provides overall direction for the village operations as directed by the Village Mayor and
Council. Interprets and observes Federal and Territorial Legislation; enacts and enforces the
municipal bylaws; Provides advice to Council; Effective and efficient management of all
village assets and employees; other duties as set out by the Municipal Act and the Village
Mayor and Council.
Supervision
This position supervises the Treasurer, Public Works Foreman, Recreation Programmer and
Administration Assistant.
Licenses, Certificates, Courses Required
Completion of Post Secondary Education in Municipal Administration or several years of
progressive experience in a municipal environment, enhanced by various management and
accounting courses.
Financial Accountability and Decision Making
Village requires two signatures, one of which is the Treasurer or the Chief Administrative
Officer.
Prepare O & M budget in excess of $1,000,000 dollars and capital budget that ranges between
$300,000 and $5,000,000 dollars for approval by Council.
Purchase Order signing authority to $10,000 within budget authority.
Establish and maintain accounting procedures, systems and financial policies. Ensures that the
Village treasurer follows acceptable accounting procedures and all ledgers are balanced and
accurate. Ensures that investments are maximized.
Responsible for making all decisions on day to day matters as it relates to infrastructure
maintenance and problems and personnel related matters.
Interprets and applies bylaws, policies and procedures and deals with issues arising out of the
interpretation of same.
Prepares and submits budget to Council for approval; Monitors and ensures expenditures are
within the budget guidelines.
Skills and Knowledge Required
Knowledge of the Yukon Workers Health and Safety Regulations
Knowledge of the Municipal Act; Municipal Finance and Community Grants Act; Assessment
and Taxation Act;
Knowledge of Computerized Accounting Software Programs
Knowledge of Computer Application Programs (Wordprocessing and Spreadsheets)
Knowledge of Emergency Measures Operations and the Emergency Control Centre
Ability to communicate with residents, council, employees, and officials in various levels of
government and to do so in a courteous, tactful and diplomatic way as required.
Ability to prioritize and organize schedules to complete daily, weekly, monthly and yearly
tasks.
Ability to balance the ongoing needs of Council with the demands arising from the day to day
administration of program delivery and the actual hands on delivery of all programs.
Ability to represent Council as required at various functions and meetings
Ability to analyze and interpret various forms of legislation; requests of council
Ability to utilize office equipment. (photocopier; fax machine, calculator, shredder)
Ability to travel and operate a motor vehicle
Duties and Responsibilities
Clerk of Council

Record all minutes and decisions of Council and committee meetings and maintain
these documents in a secure manner to preserve a record of all transactions of the
municipality;

Retain and affix the Village seal on documents as appropriate;

Attend all meetings of Council to provide advice and receive direction;

Attend meetings of boards and committees of Council as requested by Council to
provide direction and advice to members of these boards and committees.
Administrative

Oversee the development and preparation of tenders and contracts under the direction
of Council and ensure that all work is performed in accordance with tender
specifications through discussion with consulting engineers, contractors and project
managers and provide timely reports to council;

As directed by Council, provide draft bylaws as required or authorized under the
Municipal Act, Municipal Finance and Community Grants Act, Assessment and
Taxation Act; Recreation Act;

Ensure compliance with audit requirements as required by the Municipal Act and as
directed by Council on the recommendation of the municipal auditor.

Serve as the Emergency Measures Coordinator for the Village of Teslin.
Financial Administration

Provide general advice and guidance to Council on budget variances and related
matters;

Provide advice to Council on the financial impact of proposed changes and on the
implementation of policy, bylaws and programs;

Prepare the annual O & M budget and capital budget in draft for Council’s review and
direction;

Coordinate and assist treasurer to ensure that all statutory deadlines for financial
reporting are met;

Work with the recreation programmer to provide for an effective recreation program in
the community; develop relationship with the recreation society to get input and meet
the needs of the community.

Ensure the integrity of the financial affairs of the municipality; ledgers are balanced
and reconciled; financial statements are accurate; expenditures are properly authorized
in accordance with accepted accounting policies and procedures; return on investments
are maximized;
General

Provide efficient and effective administration of municipal affairs for the delivery of
municipal services;

Monitor the status of all municipal infrastructure and report regularly to council

Develop mid and long term plans to meet the projected growth and development of the
municipality;

Develop mid and long term plans with the recreation programmer to meet the
recreational needs of the community.

Provide advice and information to Council on matters within the control and purview of
the Council, in the manner directed by council;

Provide regular and timely reports to Council on all aspects of the municipality’s
operations;

Provide leadership , advice and guidance to municipal staff on administrative or general
responsibilities; prepare performance evaluations

Assist employees in all municipal departments, and/or fill in when needed in any
municipal department or position;

Direct personnel in the performance of their tasks, preparation of reviews and
supporting the developing employee skills to work more effectively and efficiently and
report to council on personnel matters;

Establish human resource management policies as required, including procedures for
recruitment, selection, evaluation, compensation, discipline, training and development,
and employee relations;

Liaise with colleagues in other Yukon municipalities and other jurisdictions to
determine current practices, systems, and techniques in municipal administration;

Maintain confidentiality of municipal affairs as directed by council;

Serve as the representative of Council in ongoing daily contact with the public
exercising tact and diplomacy in explaining procedures or calculations, answering
questions, gathering and disseminating information;

Ensuring overall adherence to all municipal bylaws, policies and procedures;

Providing advice to Council on the operational impacts of proposed changes to existing
policies and programs or proposed introduction of new policies and programs and the
preparation of any policies and programs directed by council;

Implement and report on the impact of all Council decisions;

Bring respect , tact and diplomacy to all interactions with the Mayor and Council,
members of the public, municipal employees, officials of other orders of government,
and contractors;

Maintain an overview, as the municipality’s Chief Administrative Office, to ensure that
unrelated actions or decisions are considered to avoid any unexpected impact on the
performance of the municipality through on going review of program delivery;

Serves on relevant community agencies and groups as the Village of Teslin
representative;

Make decisions on an immediate basis with the Public Works Foreman and recreation
programmer to deal with specific occurrences in a timely and efficient manner so as not
to render the village negligent or liable.

Prepares long range plans on solid waste system, water system, wastewater systems,
and report to the various regulatory bodies by way of report on an annual basis.
Working Conditions

Position is in an office environment.

There is considerable sitting, with some change of position required as it relates to
waiting on the front counter, which requires some standing.

Considerable use of computers, which could cause some eye strain.

Minimal exposure to the elements as it relates to project supervision; inspection of
infrastructure; emergencies

Some travel is required to attend relevant meetings
