EXPERIENCE SUMMARY
Over four years experience with world-class consulting firms with a strong emphasis in
process-based project design and implementation in over a dozen countries including
Costa Rica, Nicaragua, Guatemala, Peru and Puerto Rico. The process-centric character
of Mr. De León’s academic development and professional experience has allowed him to
work in a wide array of fields His endeavors have ranged in subject matter from the
conceptual development of web-based services with Viastra Networks to process
optimization projects in the healthcare sector and gap analysis for Vision and Scope
development for ADFAN, the Puerto Rican family services agency. Over two years of
specific experience in the Clean Development Mechanism of the Kyoto Protocol
including the ground-up design of energy efficiency and wind related CDM projects;
analysis of the small-scale and large-scale emissions factors for electric generation in
Costa Rica; comparative analysis of existing legal and fiscal incentives for renewable
energy projects in Peru and current international best practices. In the private sector Mr.
De León has also been involved in the validation of the Project Design Document for a
conventional scale wind-power project in Costa Rica and is leading the development of
the Project Design Documents for a series of small scale hydroelectric power plants in
the same country; his responsibilities in both cases include ERSA/ERPA negotiations.
Pro bono services provided for the public sector have included advisory duties on the
conceptual design of a voluntary market for potential development based on the ISO
14064 standard and representation in a international events including CarbonExpo 2007
and the Austrian JI/CDM Workshop 2008, at which he was a speaker. All of the above
have led to recognitions as a young leader in the CDM by a variety of governments and
government institutions including the Costa Rican DNA, the Japanese government and
the German InWEnt organization

Anaconda Carbon; Haarlem, The Netherlands
Consultant – CDM Project Development Advisor January 2008 – present
Carbon Market specialist of the interdisciplinary team which makes up
Anaconda Carbon, leads CDM activities within the company. Activities included
project prospecting, contract negotiation and PDD development as well as CER
ERPA/ERSA negotiations.

Consultant – PIN Development for CarbonExpo 2009
Tasked with conceptualization and Project Idea Note (PIN) development
for Fundecooperacion. The project resulted in the development of six
PINs which will be searching for funding at Carbon Expo 2009. The
projects will be implemented through the Programme for South-South
Cooperation in Costa Rica, Benin and Bhutan and include solar, methane
recovery and forestry projects.

Responsible for the analysis of the Coopesantos project portfolio,
identification of CDM potential within the portfolio and recommendation
on course of action to realize CDM potential.

Project Manager – Chocosuelas II&III HPP CDM Project
Responsibilities include conclusion of ERPA negotiations initiated during
tenure as in-house CDM Consultant for Nordteco, additionality and
baseline scenario development, PDD development, validation
coordination and follow-up.

Consultant – Business Process Management Design November 2007
Part of a two-man team brought in to map the macro-processes of the ADFAN,
and identify integration points for the newly developed WISACWIS toolkit
resulting in a Vision and Scope which would maximize positive impact of the
multi-million dollar investment. Activities included macroprocess mapping and
validation with top ADFAN personnel (“As Is”), ADFAN requirement
identification, mapping of WISACWIS integration into ADFAN processes,
validation of WISACWIS-ADFAN integration with top ADFAN personnel (“To
Be”} and gap analysis between “As Is” and “To Be” for ADFAN-WISACWIS
integration.

In-house Consultant – CDM Specialist March 2006 – November 2007
Tasked with developing and leading CDM as a business line for Nordteco; in
charge of all CDM activities within the company as well as support activities for
the Windpower Department. CDM activities included project prospecting,
contract negotiation, baseline and PDD development as well as CER
ERPA/ERSA negotiations and company representations at international events.
Windpower support activities included wind resource monitoring equipment
and services proposal, wind resource monitoring equipment installation and
maintenance support.
