The process-centric character of Mr. De León’s academic development and professional experience has allowed him to work in a wide array of fields His endeavors have ranged in subject matter from the conceptual development of web-based services with Viastra Networks to process optimization projects in the healthcare sector and gap analysis for Vision and Scope development for ADFAN, the Puerto Rican family services agency. Over two years of specific experience in the Clean Development Mechanism of the Kyoto Protocol including the ground-up design of energy efficiency and wind related CDM projects; analysis of the small-scale and large-scale emissions factors for electric generation in Costa Rica; comparative analysis of existing legal and fiscal incentives for renewable energy projects in Peru and current international best practices. In the private sector Mr. De León has also been involved in the validation of the Project Design Document for a conventional scale wind-power project in Costa Rica and is leading the development of the Project Design Documents for a series of small scale hydroelectric power plants in the same country; his responsibilities in both cases include ERSA/ERPA negotiations. Pro bono services provided for the public sector have included advisory duties on the conceptual design of a voluntary market for potential development based on the ISO 14064 standard and representation in a international events including CarbonExpo 2007 and the Austrian JI/CDM Workshop 2008, at which he was a speaker.
