45 Annex .IV Details activities undertaken under the Plan Scheme, TECHNICAL ASSISTANCE & CAPACITY BUILDING in 2010-11 (a) Training in Managerial Skills and Enhancing Competencies for the Government officials of NE States (i) National Institute Financial Management, Faridabad :- NIFM, Faridabad was sanctioned Rs.64.00 lakhs for imparting trainings to new recruits of the Civil Services and Financial Services officers of the NE State Governments for 16-weeks training in the training programme on “Enhancing Analytical Skills for Rational Decision Making”. The programme was conducted successfully by NIFM with the participation of 24 officers from the NE State Govts. which was completed on 19 February 2010. (ii) National Institute for Training of Highway Engineers (NITHE), Noida :Ministry of DoNER, in association with the Ministry of Road Transport & Highways, has engaged the NITHE for implementation of two training programmes on Detailed Project Preparation & Maintenance of Roads and Quality Control in Highway Road Construction for 800 highway engineers of the NE-State Governments. Out of Rs.48 lacs borne by the Ministry of DoNER a sum of Rs.36 lacs has already been released to NITHE for the programme which is currently in progress. (iii) Engineers Projects (India) Ltd. : A three-days workshop on “Project Management and Contract Management” was conducted by EPIL for senior officers of the NE-State Governments. An expenditure of Rs.5.70 lacs was incurred in the programme. (b) Training for the youth in Computer & IT Related Skills (i) DOEACC Society, an organization under Department of Information & Technology, has conducted a training programme on Digital Animation programme for 120 students from the NE region. The institute has been provided an amount of Rs.93.48 lakhs for conducting training on computer ‘0’ and ‘A’ level courses at its centres at Guwahati, Kohima and Imphal and Bio-informatics ‘A’ level programmes at DOEACC Kolkata for students from the NE region. (ii) M/s. KEONICS, Bangalore (a PSU under Government of Karnataka) M/s. KEONICS, which is a public sector undertaking of Govt. of Karnataka, has completed its first phase of the training programme on IT-ES for 800 students from the NE-region for which an amount of Rs.83.68 lacs was released as first installment. The second phase of trainings in the remaining 8 centres in the NE-States will benefit another 800 students. (iii) Tally (India) Pvt. Ltd. An amount of Rs.60.45 lacs has been released to M/s. Tally (India) Pvt. Ltd. for conducting a short-term training programme on Tally.ERP 9 Accounting programme for 400 unemployed NE youths. The programme has already started. 46 (c) Training in Vocational Skills and other trades (i) Training in Hospitality, Travel/Tourism and Aviation — M/s.Ashok Institute of Hospitality and Toursim Management. ITDC, New Delhi has been released an amount Rs.92.03 lacs for training of 120 youths in Hospitality. Travel/Tourism and Aviation to students from the North —Eastern Region at Bangalore. The course has already started. (ii) Skills Training in various Construction Trades — With the objective of providing adequate skilled manpower for the downstream projects of Assam Gas Cracker plant, the National Academy of Construction (NAC). Hyderabad has been engaged to conduct short-term residential training programmes in various construction trades to 400 unemployed youths with special focus on tea gardern & ex-tea garden communities of Dibrugarh, Tinsukia and Sibsagar Districts of Assam at a total cost of Rs.55 lacs. The trainings will be held at the NAC’s training institutes. (iii) Indo-German Institute of Advance Technology (IGIAT), Visakhapatnam IGIAT, an Institute set up as a partnership project of Govt. of Andhra Pradesh. Govt. of Germany and Gayatri Vidya Parishad (A&G) have provided short-term training courses to 819 candidates out of which 580 got employment/ self-employment in high-tech areas like Industrial Automation Engineering, Hardware / Software Development, Site, Surveying, Work Supervisors and CNC Machine Operators. A total amount of Rs. 1.62 crores was released to the institute. (iv) Indo-German Tool Room, Indore and Indo-Danish Tool Room, Jamshedpur are imparting training to unemployed youth of NER in high tech CAD/CAM area, tool making and operations and advanced machinist course, at a cost of Rs.86.22 lacs and Rs.1.54 crore respectively An amount of Rs.58.42 lacs and Rs.93.04 lacs has already been released to the respective institutes. These programmes are very useful and provide ample employment opportunities. 58 students at IGTR, Indore and 119 students at IDTR, Jamshedpur, are being trained. (v) Rural Enterprise Development in Bamboo Sector (Govt. of Tripura) :- The Tripura Bamboo Mission, an enterprise of the Govt. of Tripura in collaboration with IL&FS, is implementing a programme for entrepreneurship skill development in bamboo sector at a total cost of Rs. 1 .08 crore, out of which Rs.97.63 lacs has already been released so far for targeted 4970 beneficiaries/ rural artisans. (vi) International Marketing (NEDFI) :- North East Development Financial Institution (NEDFi) has been engaged to provide training to potential exporters in the region for promoting the international trade. NEDFi will be conducting workshops and will also conduct exposure trips to outside the Region. The total cost of the project is Rs.41.50 lakhs against which Rs.20.75 lakhs has been released. (vii) National Institute for Entrepreneurship and Small Business Development, Noida (Ministry of Micro, Small & Medium Enterprises) :- NIESBUD, Noida, has successfully conducted training to 120 candidates from North East with a minimum qualification of 12th pass, in Retail Management and Apparel Merchandising at a total cost of Rs.1 .27 crores. The trained candidates have found job placements. (viii) Apparel Export Promotion Council (AEPC), an organization under the Ministry of Textile, has been released Rs.29.75 lacs as 1stinstallment for training of 300 unemployed youths of NE region in SMO course. The main target beneficiaries of this programme are school dropouts and candidates from the remote and rural areas. 47 II. Financial Achievements: An amount of Rs.19.50 crore was allocated under the scheme for the year, 2010-11. against which Rs.13.40 crore has already been spent (as on 3 1.01.2011). Ill. Outcome: The outcome of these training programmes cannot be measured in quantitive terms. The training programmes sponsored by the Ministry are quite useful for the people of the Region as it not only provides them an insight into the latest technological advancements but also enhances their capacities and skills to take up new employment opportunities or initiate a new entrepreneurial activity. The impact of these trainings will be visible after sometime when the skilled manpower from the North East initiates new business enterprise or takes up new employment thereby improving their livelihood and also bringing about the development of the Region. ***
