JOB SPECIFICATION
PRIMARY PURPOSE OF POSITION:
The Senior NRM Project Officer is responsible for the development, implementation and
management of the Board’s Land Management - Rangelands Rehabilitation and Ecosystem
Management Understanding (EMUTM) Projects or equivalent programs. This includes
development of sound project briefs and action plans, assisting with the management of project
budgets, undertaking appropriate procurement processes and contract management,
implementing risk management strategies and monitoring, evaluating and reporting on project
outcomes. It also includes management of project staff.
The position is also responsible for developing effective working relationships with the community
and key stakeholders (including NRM Groups) and raising the awareness and understanding of
the community about NRM issues, land management, EMU and rangelands rehabilitation.
The position assists with or manages the planning, development and delivery of complex natural
resources management projects that address community natural resources management needs.
KEY ACCOUNTABILITIES:
Ensure that an integrated natural resources management approach is taken in
development, implementation and leadership of the Board’s Land Management Rangelands Rehabilitation and Ecosystem Management Understanding (EMU)
Projects and other natural resources management projects by :









Assisting the NRM Board, NRM groups, industry, community and key stakeholders with the
identification of priority EMU, land management and rehabilitation issues;
Developing comprehensive project briefs and work plans, including deliverables, budgets,
human resources requirements, milestones and stakeholder requirements;
Delivering project milestones and outcomes within specified budgets and timeframes, and
with appropriate risk management strategies.
Supervising the work of NRM project officers including:
 Determining and prioritising workload and responsibilities;
 Promoting sound personnel practices including equal opportunity, occupational
health and safety standards and practices; and
 Undertaking regular performance development reviews.
Assisting with or managing project contracts and monitoring progress of contractors /
consultants and highlighting issues in a timely manner;
Ensuring the effective consultation and engagement with community, industry, government
agencies and other key stakeholders in relation to NRM Projects;
Providing regular and well-researched reports on progress of projects to the senior
management, the Regional Manager, NRM groups and the NRM Board;
Supporting the function of NRM groups through provision of NRM information, general
technical advice, meeting support and coordination, regular attendance at meetings, and
through well prepared briefing notes, as required.
Supporting NRM group involvement in regional, state and Australian Government NRM
programs.
Contribute to the planning, development and management of complex natural
resources management projects that address community needs by:


Located at the Port Augusta Office
Australia necessitating occasional overnight stays will be required.

PERSON SPECIFICATION
QUALIFICATIONS:
Essential - Nil
Desirable - Tertiary qualifications in natural resources management, or a related area.
ESSENTIAL KNOWLEDGE/SKILLS/EXPERIENCE;

Sound experience in managing and delivering complex natural resources management
projects including monitoring of budgets, managing contracts and consultancies and use of
relevant project management software.

Sound experience in consulting and negotiating with a broad range of stakeholders.

Experience in supervising staff to achieve agreed outcomes and deliverables.

Demonstrated sound interpersonal skills and the ability to develop constructive
relationships/networks and work effectively with a broad range of stakeholders and within a
team.

Knowledge of the principles of community extension and participation.

Demonstrated ability to communicate in a clear and effective manner both verbally and in
writing and the ability to present complex or technical information so that it is relevant and
accessible to a wide range of audiences and purposes.

Demonstrated high level initiative, judgement and autonomy in planning and prioritising work
to meet agreed objectives, deadlines and budgets.

A demonstrated commitment to and awareness of public sector requirements for ethical
conduct, occupational health and safety, diversity in the workplace and equal employment
opportunity.

Knowledge of key issues and standard practices for the sustainable management of natural
resources including ecosystem management understanding, land management and
rangelands rehabilitation.
DESIRABLE EXPERIENCE / SKILLS / KNOWLEDGE:


Knowledge of the natural resources management issues for the Arid Lands Natural
Resources Management region of South Australia
Knowledge of South Australian and other State and Commonwealth legislation on natural
resources management.
