Delete buttons, especially (eg) for org identities and CO roles, should become expire or
invalidate buttons, with delete being harder to find or possibly configured to be executable by
Platform Admin, CO Admin, or COU Admin.

With new CO Person Expunge feature, delete has been removed for CO People. Other attributes
(eg: Address, Name) should keep the delete button (history records will track changes).
This ticket may be pretty close to done/dupe/invalid status.

Delete button restored for CO Person (but moved to sidebar instead of index page), since there
needs to be a way to remove a CO Person record without removing the underlying org identity
(which is what Expunge will generally do). Commit 6c9cbe2e28.

Note that ChangelogBehavior (implemented for CO-944) offers the possibility of undelete.
