This unit standard is intended for a person working in a
recreation facility in a supervisory or managerial role.
People credited with this unit standard are able to: evaluate the
hazards and risks associated with a specific aquatic facility;
develop and implement a plan to eliminate, isolate, or minimise
the hazards and risks associated with a specific aquatic facility;
develop an emergency action plan for a specific aquatic facility
and conduct a simulated emergency response according to the
plan; and evaluate the effectiveness of the risk management and
emergency action plans in a specific aquatic facility.

1
An aquatic facility includes the pool or pools, their fixtures and surrounds, shower and
changing areas, fun equipment, play areas, and attached facilities where they exist.

Competence in this unit standard includes compliance with the Health and Safety in
Employment Act 1992 (HSE Act), as it applies to the safety of staff and the supervision
of patrons in an aquatic facility.

Hazards and risks associated with an aquatic facility include those related to the aquatic
facility itself, activities in and out of the water, the conduct of patrons using the aquatic
facility and its services, and those outlined in the National Pool Lifeguard Award
Manual, 3rd edition, 2009, and the School Swimming Pool Guidelines, 2004.

Outcomes and evidence requirements
Outcome 1
Evaluate the hazards and risks associated with a specific aquatic facility.
Evidence requirements
1.1
Inspection of the aquatic facility identifies and evaluates potential hazards and
risks to determine the level of risk in terms of the safety of patrons using the
aquatic facility.
1.2
Evaluation identifies the resources and interventions required to eliminate, isolate,
or minimise the identified hazards and risks.
Range
1.3
resources may include but are not limited to – signage and/or flags,
rules, well-maintained equipment and structures, well-maintained
rescue equipment, trained staff, uniformed staff;
interventions – enforcement of rules, management of equipment and
facility, supervision by trained staff, implementation of risk
management plan.
Prioritisation of the identified hazards and risks is used as a basis for the allocation
of resources to eliminate, isolate, or minimise the hazards and risks.
Range
prioritisation – evaluation of extent of potential danger and/or harm,
evaluation of likelihood of potential danger and/or harm, statutory
obligations, visibility to patrons.

Develop and implement a plan to eliminate, isolate, or minimise the hazards and risks
associated with a specific aquatic facility.
Evidence requirements
2.1
Essential components of a risk management plan are identified for the aquatic
facility according to the requirements set out in the National Pool Lifeguard Award
Manual and the School Swimming Pool Guidelines.

2.2
essential components – number of patrons in each area, areas
equipment may or may not be used, methods of restricting use of
equipment, supervisor to pool patron ratios, systems for supervision
and communication, supervision of ancillary activities and
equipment, assisting people with special needs, safety rules,
complimentary and contra-indicated uses or activities.
The risk management plan is developed in consultation with health and safety
specialists, and complies with local and regional authority bylaws and the HSE
Act.

2.3
The risk management plan is documented and communicated to staff according to
the requirements of the plan.
2.4
The plan is implemented according to the identified priorities.
2.5
Implementation of the plan is monitored according to procedures documented
within the plan.
Outcome 3
Develop an emergency action plan for a specific aquatic facility and conduct a simulated
emergency response according to the plan.
Evidence requirements
3.1
Essential components of the emergency action plan are identified for the aquatic
facility according to the requirements in the National Pool Lifeguard Award Manual
and the School Swimming Pool Guidelines.
Range
essential components – availability of resources and equipment, use
of communication systems, emergency response, identification of
emergency services, procedures for public information, reporting
procedures, schedule of staff training.
3.2
The emergency action plan is developed and complies with the HSE Act.
3.3
The emergency action plan is documented and communicated to staff according
to the requirements of the plan.
3.4
Staff are trained for an emergency response according to the requirements of the
emergency action plan.
3.5
A simulated emergency response is conducted, according to the requirements of
the emergency action plan of the aquatic facility.
Outcome 4
Evaluate the effectiveness of the risk management and emergency action plans in a specific
aquatic facility.
Evidence requirements
4.1
Evaluation methods are developed and implemented that are appropriate to the
nature of information sought.
Range
4.2
evaluation methods may include – test through simulated
emergencies, focus groups, evaluation by outside expert, feedback
from staff and patrons.
Evaluation results are presented in a written report according to the requirements
of the aquatic facility.

4.3
Recommendations are supported by the evaluation results documented in the
written report.
4.4
The risk management and emergency action plans are reviewed as a result of
documented recommendations, and modifications are made as required.
