CONTEXT
Achieving for Children (AfC) was created by the London Borough of Richmond upon
Thames and the Royal Borough of Kingston upon Thames and is commissioned to deliver
children’s services on behalf of the two local authorities. Our vision for Achieving for
Children is simple: by bringing together professional expertise from the two founding local
authorities, and by putting children and young people at the heart of everything we do, we
will be able to deliver improved outcomes for families and give children and young people
the best start in life.
Achieving for Children is divided into seven key business areas: Children’s Social Care;
Education; Early Help; SEN and Disabilities; Health Partnerships; Standards and
Improvement; and Finance and Resources. Each business area is led by a Director or
Associate Director who reports to the Chief Executive Officer. The Youth Service is
located within the Integrated Youth Support in the Early Help division alongside of other
shared youth support services.
Youth Service provides a diverse range of programmes through its universal and targeted
provision for young people age 13-19. This includes provision of personal, social and
development opportunities to young people, information, advice and guidance, positive
activities and volunteering.
The Youth Service provision is aligned with the Locality Teams across both Boroughs; with
a designated area youth work lead, co-ordinating delivery of youth provision within each
locality team.
Achieving for Children continually reviews its structure and business practices in order to
provide the best possible services for children, young people and their families, in the most
effective and efficient way. As a result, the key tasks in any job profile may be varied and
PURPOSE AND RESPONSIBILITIES
This post will lead the wider youth engagement of young people in local communities and
wider society, promoting good citizenship and provide early prevention and support for
those identified individual or groups of young people at risk of not achieving well. The post
will champion and lead on the implementation of the Participation/Engagement Strategies
across both Kingston and Richmond as part of the engagement team.
Job content is listed below:
Professional
1. To develop and improve existing participatory mechanisms for young people in
Kingston and Richmond (i.e. youth forums, conferences, events) in line with the
Strategies of AfC
2. To champion and support engagement of young people in decision making
(including design, evaluation, delivery, commissioning of services and evaluation)
in line with the AfC Participation Strategy and good practice
3. To undertake an agreed level of face to face youth work within the role
4. To work effectively in partnership with key stakeholders in order to develop
effective ways of engaging with service users
5. To maintain and improve the participatory support and mechanism for practitioners
6. To ensure safeguarding and effective risk management is incorporated within
planning and delivery of all participation/engagement programmes in line with local
policies and procedures
7. To support the implementation of Self Assessment and capacity building of other
services in relation to service users engagement
8. To fulfil the regulatory and organisational requirements of AfC including health and
safety, child protection, equal opportunities and financial regulations within the
context of the post.
9. In the performance of all duties to implement all AfC policies and procedures
necessary to meet customer care needs and to reflect the AfC vision and values.
10. To undertake appropriate training, supervision and team meetings as agreed with
line manager and in line with AFC’s requirements.
Communication
1. Engage in and promote effective networking at local, regional and national
levels to ensure that services are responsive to national developments and
leading practice; seek out opportunities to promote the work and services of
Achieving for Children in order to develop and grow the business.
General
1. To provide leadership and line management to youth support workers and/or
volunteers
2. To be involved in and coordinate any recruitment and selection of employees or
placement volunteers in accordance with both Council policies
3. To contribute to the wider development and plans of participation/engagement
across AfC
4. To manage the designated youth service budget for the youth engagement and/or
specific projects
5. The role requires evening and weekend working and possible occasional stays
away from home
6. The role will require at times to provide youth work delivery at different locations to
reflect the current service needs and prioritise completing work and deadlines
7. To champion diversity and equality in all aspects of service delivery; demonstrate
confident application of ethical reasoning to professional practice;
8. To promote well-being at work and actively promote Health & Safety policies;
To undertake any other duties commensurate with the grade of the post, as may be
required from time to time.
