NAME The Committee will be called the " Integrated Environmental Management (IEM) Sub-Committee" 2. REPORTS TO Environment and Health Committee (EHC) 3. MEETING STRUCTURE The IEM Sub-Committee will rotate on a three (3) meeting basis: Meeting 1: General IEM issues Meeting 2: General IEM issues - Bushcare focus Meeting 3: General IEM issues - Public Transport focus 4. MEMBERSHIP Membership of the Committee shall consist of: (a) Chairperson (Chairperson appointed by Council) Councillor who would have the bushcare portfolio Councillor who would have the public transport portfolio The Councillor with the portfolio takes on the role of Chairperson for that agenda item. (e) Community & User Group Representatives Integrated Environmental Management Sub-Committee Five (5) community representatives. (These community members should represent the target areas identified in the charter objectives; namely air, water, bio-diversity and sustainable land use.) Bushcare Forum Representatives of the Sutherland Shire Volunteer Bushcare groups. Integrated Public Transport Committee A representative from: Sutherland Shire Environment Centre Sutherland Shire Economic Development Committee Combined Residents/Precincts of Sutherland Shire Transport Operators (2) (f) Linkages to existing organisations and individuals (as required) The committee may wish to seek the advice and input of various organisations and individuals. ROLE AND PURPOSE To research and make recommendations to Council via the Environment and Health Committee on strategies and actions relative to Shire-wide integrated environmental management. COMMITTEE VISION "The committee will work towards an ecologically sustainable future by: Identifying trends and emerging environmental issues and risks Adopting an integrated strategic approach to improving the environment Encouraging all disciplines to work together within Council and with partners to achieve implementation of environmental policies" OBJECTIVES IEM Incorporate integrated environmental management into Council business Provide a process for communicating Environmental Services Division policy to the Environment and Health Committee. Bushcare Promote native vegetation areas in the Shire Provide a process for communication of bushcare needs and progress to the Environment and Health Committee Public Transport Promote public transport and alternatives to car dependency in the Shire Provide a process for communication of transport policy issues to the Environment and Health Committee. 7. PROCEEDINGS a) Committee Members All Committee members shall be bound by the provision of this charter, the Code of Conduct for Councillors and Council Staff and the Code of Conduct for Representatives on Council Sub-Committees. b) Vacancies A vacancy on the Committee shall be filled in the same manner as the original appointment is made. c) Tenure of Office Members of the Committee shall hold office: D:\116099951.doc In the case of the Councillors, as determined by Council each year in accordance with the provisions of the Local Government Act. In the case of staff, while such persons continue to hold the position as stated. In the case of the community representatives, for a two year period commencing each Council Election. d) Meetings Meetings of the Committee shall be held on 12 occasions per year with the following cycle: IEM - general IEM issues IEM - general IEM issues with bushcare focus IEM - general IEM issues with integrated public transport focus Business will not be conducted at any meeting of the Committee unless a quorum is present. e) Quorum The quorum of this committee shall be three voting members and must include one Councillor. f) Voting Each committee member (not including Council staff) shall be entitled to one (1) vote in respect to any matter and the decision of the Committee shall be by the majority of votes cast in favour. The chairperson shall have a casting vote. g) Venue The venue shall be at Council’s Administration Centre. h) Procedural matters In relation to any procedural matter, the ruling of the Chairperson shall be final. i) Variation of this charter This charter may be added to, repealed or amended by resolution of the Council in consultation with, or upon the recommendation of the Committee. j) Term of this committee The term of this Committee is set by Council or is subject to the completion of the Committee’s objectives. k) Review of this charter This charter should be reviewed with each Council election or as required.
