Children and Young People’s Integrated Services Introduction The process of interviewing and the appointment of staff to the new structure is now complete. Whilst a few posts will be subject to external recruitment, most have now been filled – see the structure charts below for details. Many thanks to all who have been involved in this process for your cooperation without which we would not have made the progress that we have so far. Changes Sadly, the restructuring process will mean that a number of people will be leaving the council over the course of the next few months. Jane Spouse left in May and Mike Connolly will be leaving on the 22nd July. Others will follow over the course of the next two months. Confirmation of final dates in service and in work will be provided to them over the course of the next few days. The New Structure The new structure will take effect as of the 5th September when the two new locality hubs open for business. Council staff involved in this move should already have received a briefing on when they will need to pack (by Friday 2 nd September) in preparation for the move. Some staff may move to their new posts / locations slightly before or after that date – please discuss with your line manager. Tracey Allison (the newly appointed Head of Integrated Services) will have joined us by then and be well into her induction process which will include getting around tomeet staff within the Integrated Services Division. There is still more work to be done in clarifying some of the operational details of the new structure. Social Care Services have a work flow protocol which sets out the links between the new team structures – this was considered at a recent half day event for social workers, seniors and their managers to introduce the new structure. Teams within the Preventative Services and Specialist Services will also be producing information which will confirm / define their roles. This should have been completed by the time of the implementation of the new structure in September. There have also been two further half day conferences for staff moving into the new locality hubs which have considered issues of confidentiality in a multi-disciplinary office, the practicalities of car parking and moving as well as an introduction to the buildings. Peer Review Following the restructuring, the council has commissioned a “Peer Review” of Safeguarding Services. As well as providing preparation for the Ofsted Safeguarding and Looked After Children Inspection, this should provide a helpful reflection on the arrangements for safeguarding services during the course of the autumn – for further details, please see below. What The Safeguarding Children Peer Challenge is a supportive but challenging approach to help councils and their partners acknowledge what they do well and identify their own areas for improvement. The main purpose is to stimulate local discussion about how the council and its partners can become more effective in delivering improved outcomes for children and young people. This is not an inspection but will help us to examine our practice and consider any implications for inspection. 2. Who A team of five or six local government officers from other authorities together with a lead member and a health service representative will be onsite for a week. 3. When This onsite work will be from October 17th to the 21st 2011. There will be preparatory work before that time including the completion of a survey and a case mapping exercise (see below). 4. Themes that will be explored The broad areas for investigation will be: The quality of frontline practice The effectiveness and impact of early intervention services Care planning for children looked after The service response to diversity and equality issues in frontline practice How the council and its partners are monitoring and improving performance including the quality of practice The impact of the Local Safeguarding Children Board (LSCB) and its role in the future 5. Preparation A number of colleagues from the council, health, the voluntary sector, police and other partners will be invited to complete an online questionnaire. We will consult partners and inform participants well in advance of the survey period. This survey will be very important in helping the team to get an accurate picture of practice in South Gloucestershire. A set of documents and a Data Summary will be produced and sent to the challenge team. The case mapping activity will involve several colleagues from the authority and its partners in examining four or more randomly chosen cases that meet specific criteria. The aim is to get a snapshot of the partnership working regarding safeguarding in the area. The group involved in this activity will need to meet three of four times to complete this work. Participants will be invited well before the first meeting. 6. What will happen during the Challenge Week? The peer challenge team will present the provisional findings of their offsite analysis at the beginning of the week. There will be interviews, focus groups and visits from Monday afternoon on the 17th Oct until Thursday afternoon. We will organise the schedule for this during September and inform participants as soon after this as we can. On Friday 21 st Oct there will be a Feedback and Prioritisation Conference for key partners. At this important event there will be a presentation of the initial findings as well as an opportunity to explore the reality of safeguarding in South Gloucestershire and to help form the priorities for action that will result from the Peer Challenge. 7.
