Typhoon summary (Data source: Central Agency of Disaster Mitigation and Prevention.)
The eye of typhoon Linfa was observed approximately on the sea surface 20 km north-northeast of Kinmen today (June 21) at 22:15 CST. The
Beaufort 7 storm radius of typhoon Linfa is 120km and is traveling with a speed turning from 20 to 24 km-per-hour and with a direction
turning from north-northeast to northeast. According to the most updated weather data, the eye of the 3rd typhoon had entered Mainland China
through Kinmen at approximately 22:00 on June 21. The strength of the typhoon had been slightly decreased during the past 3 hours, the storm
radius had also been shrunken, and the traveling speed had been decreased with a traveling direction of north-northeast. Rain and wind in
Kinmen area will continue and increasing strength of wind and amount of rain in Mazu area are all expected; however the strength of this
typhoon has a trend of decreasing in the future.

C.
Other damage and trapped victims:
a.
Sea encroachment due to dike leakage in Yentien village of Chigu in Tainan county. There was a leakage

of about 4 to 5 meters observed on the dike near Xiashanchishi to the direction of lagoon and near the
sea entrance in Yentien village of Chigu town and the fish farm in that area is flooded due to thesea
encroachment; sand bags has been used for emergency processes by Chigu town office. Water resource
agency is now handling the leakage on the dike and is now using steel plate to temporary block the
leakage and the blocking processes are had been done at 20:30
b.
6 news reporters and crews are trapped in Shanlinxi in Nantou county. Chao-Min Wang (program
director in TVBS), Pei-Chi Chen (filming assistant in TVBS), Shan-Ren Ma (magazine reporter of
Tienshia magazine), Xi-Yin Liu (magazine reporter of Business Weekly magazine), and Xien-Chun Yu
(local guide of Lu-Ye mountain climbing club) leaded by manager of Shanlinxi recreation area (Rei-Du
Liu, 0919-806228) were lost (location is reported to be Nantao 10 page 7U near Xichitou area). All
personnel does not have safety threats; 2 helicopters from National Airborne Service Crop had been sent
for rescuing but due to weather condition, rescuing processes were not successful. In addition, 12
volunteer police and firefighters were send for land rescuing by Fire department of Nantou county and 7
personnel (5 firefighters and 2 local rescuing team members, the other 5 personnel had left mountain
area) stayed at abandoned wood storage in Lucheshan due to weather condition and will resume rescuing
process tomorrow at 06: 00. Helicopters from fire department will incorporate with Airborne Service
Crop and rescuing processes will resume tomorrow at 06:00.
c.
All flights to and from off-shore islands were cancelled and all tourists were trapped. The manager of
Penhu county fire department Tun-Yi Chen was asked through telephone at 13:30 and said all the flights
were cancelled. Tourists traveled to Penghu area, including 1700 people in hotels and 600 people in local
mansion resorts (total of 2300 people). All flights will be operated normally tomorrow (June 22)
d.
Protective dike was flushed to break and awaiting for repair. This particular case is from the broken dike
damaged by typhoon Karmaegi of last year and is the upstream of the site of Shishuiko river construction
case; due to the incapacity of original designing corporation, they have been withdrawn from the contract
and Taichung county government had called for tender online again and the bidding processes will be
opened on June 29. Due to typhoon Linfa, Taichung county government had contacted contracted
companies to the site for basic fortification on June 18; the contracted companies were asked to retreat
from the construction site due to substantial amount of rainfall upstream and the repairing processes had
been resumed in the morning of June 20.
e.
Blocked flood drainage sewer in Tungshi of Chiayi. The site was inspected and this particular area is
close to the dock on Tsai-Xia Blvd in Tungshi village in Chaiyi county and is partially flooded with a
diameter of length of 100m and depth of 10cm. The flood does not affect traffic flow and communication
of personnel and no injured or trapped. 2 pumping machines were sent by Tungshi town office to the
tidal land for pumping the flood; the flood had been naturally receded and should not affect vehicles and
personnel communication.

Rescuing vessels sent for rescuing missions ( Data source: National Rescue Command Center)
5 helicopters and 8 vessels were mobilized up to 17:00 on today (June 21)
1.
Sand pump dredger (Anchin 1st) was broken down and abandoned at 23-22N, 120-07E (0.9 miles off-shor of
Budai shore) and 4 crew members were trapped. 1 aircraft from Ministry of National Defense and 2 vessels
from Coast Guard Agency were sent for rescuing and 4 crew members were rescued.
2.
May Day SOS signal from Colombo Queen (original vessel name: Taiyomaru No.3), MMSI 431400159, 498
Tons and 9 crew members were received at 20:25 on June 20 by Keelung shore station and the site is at
N21-45 E 120-49 (9 miles south of Eluanbi) and the central agency were notified through fax. 2 rescuing
aircraft from National Airbrone Service Crop and Ministry of National Defense, 5 vessels from Coast guard
agency, and one vessel from Ministry of National Defense were sent for rescuing. Safety boats were found at
04:06 on June 21 at off-shore of Jialoshui and 9 crew members were all safe.
3.
6 people were lost in Shanlinxi during mountain climbing and were reported at 13:39 on June 21 with one of
them dropping body temperature. They have requested helicopters for rescuing and 2 helicopters were sent for
rescuing but due to the weather condition, the helicopters were sent back and leave the land rescuing
personnel for rescuing.
