Liaison with the new Community Health Partnerships in the implementation of agreed region-wide and local health initiatives to tackle poor oral health. Development and management of the Emergency Dental Services. Liaison with the Hospital Dental Services and Secondary Care Services to ensure an integrated dental service for the Borders. SCOPE AND RANGE The service provides NHS dental care to the population of the Borders (approx 115,000) and temporary visitors. 5. MAIN DUTIES/RESPONSIBILITIES 1. To provide strong clinical and professional leadership for the safe and effective delivery and further development of the NHS Public Dental Service which is both evidenced based and cost-effective. 2. Provide guidance and advice on policy in relation to public dental services. 3. Manage the implementation of the public dental service component of the National Dental Inspection Programme in conjunction with NDIP co-ordinator. 4. Provide clinical leadership and governance to maintain a high level of clinical standards and quality of care throughout all dental services by: Developing systems of clinical governance including effective clinical risk management, clinical audit and clinical effectiveness and continuing professional development. Developing and implementing local protocols in conjunction with GDS colleagues to clarify the areas of interface between salaried services, community dental services and GDS. Developing good working arrangements with local authority Education Departments so that NDIP and oral health promotion activities are successfully implemented. 5. To: Assume responsibility for the overall professional management of Public Dental Services, ensuring compliance, where necessary, with Board policies, protocols and guidelines. Contribute to the corporate aims of the Board. Take a lead role in the identification and management of under-performing dentists in the NHS Public Dental Service. 6. To work with key stakeholders to ensure local implementation of national dental policy including the “Dental Action Plan”. 7. To have responsibility for the management of, and ensure access to, relevant dental services, including the organisation of emergency dental care. 8. To maintain close links with the Area Dental Committee, colleagues in the general dental and hospital services to ensure an integrated dental service across NHS Border. 9. To maintain and expand knowledge and understanding on technological developments, modern dental technique and practice. 10. To enhance and contribute to the standing of the Board by liaison joint working and maintaining close links with NHS and other local and national agencies/organisations. 11. To ensure that robust clinical and non-clinical risk assessment protocols are in place and fully implemented. 12. To contribute to the corporate and executive activities of the Board. November 2012, Page 4 of 7 PERSON SPECIFICATION ESSENTIAL Experience Considerable postgraduate experience of a full range of clinical dentistry. proven track record in change management and achieving innovation considerable experience in the management of primary care dental services, Experience of clinical audit. Sound knowledge and experience of clinical governance. Experience and ability to maintain and expand knowledge and understanding on technological developments, modern dental technique and practice and share with dental team. Qualifications Dental degree A continuing professional development record in line with General Dental Council requirements. CPD evidence includes areas relevant to general dental practice. Full registration with the United Kingdom’s General Dental Council (GDC). Knowledge, Skills & Training Excellent communication skills both written and oral. Basic IT skills e.g. use of practice management software, including presentation skills to describe activity data to senior audiences (NHS Board meetings) if required. Awareness of social and political factors and effective influencing skills. Able to prioritise and deliver high quality work against a background of change and uncertainty. Leadership skills – the ability to set a clear direction and inspire and encourage others. DESIRABLE Additional experience in a specialised area, or higher training in a clinical subject. November 2012, Page 5 of 7 TERMS AND CONDITIONS Grade and salary: Clinical Director, Dental Services, Range £65,734 - £74,908 pro rata. Placing depends on previous experience and qualifications. This post is designated as a Remote & Rural post and a further allowance, initially of £4,500 rising to a maximum of £9,000 is payable annually pro rata Hours of work: 6 sessions per week, part- time Annual leave: 6 weeks per annum pro rata The leave year normally runs from 1 June to 31 May.
